SCOPE
1.1. This is a non-personnel services contract to provide two Glideslope towers to the 52 OSS. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.2. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform installation of two new glideslope towers and removal of current glideslope towers as defined in this Statement of Work. The contractor shall perform to the standards in this contract.

REQUIREMENTS
4.1. Deliverable Products
4.1.1. Two frangible Glideslope Towers, a minimum of 14 meters in height.
4.1.2. Cable routing equipment and any other necessary accessory items.
4.1.4. All associated tech manuals.
4.1.5. All associated equipment required to make the systems full mission capable and sustainable.
4.1.6. Equipment to support obstruction lights
4.1.7. Equipment to support lightning protection
4.2. Deliverable Standards
4.2.1. Must be compatible with Thales Mark 20vILS system.
4.2.2. Must be compatible with future ILS procurements or modifications directed by the Air Force.
4.2.3. Equipment must be compatible with all preexisting support infrastructure (communications, electrical power, grounding, and equipment shelters) and the towers should be able to be mounted with the preexisting foundation.
4.2.4. Technicians must be able to climb towers to preform maintenance and repairs using existing personal fall arrest systems.

4.3.1. Freight delivery of all parts and associated equipment.
4.3.2. Full uninstallation and disposal of old infrastructure.
4.3.3. Use of preexisting foundation. If new foundations need to be poured contractor must be willing to accomplish this portion of the project from start to finish.
4.3.4. Full installation of new infrastructure to the point that systems are fully mission capable.
4.3.5. Training support for any tasks that would be required to repair or maintain the new infrastructure that is not in line with existing training program.
4.3.6. Contractor must ensure that installation will meet FAA/ICAO requirements.
4.3.7. Assurance that systems will pass FAA CAT II flight inspections after installation.
4.4. Period of Performance
4.4.1. The full removal of the old towers and installation of the new towers should take no longer than 2 months.
4.5. General Information
4.5.1. The contractor shall develop and maintain an effective quality control program to ensure deliverable products and services are performed in accordance with this SOW. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which he assures himself that his work complies with the requirement of the contract. The QCP is to be delivered, within 30 days after contract award and a comprehensive written QCP shall be submitted to the CO and customer within 5 working days when changes are made thereafter. After acceptance of the quality control plan the contractor shall receive the contracting officer’s acceptance in writing of any proposed change to his QC system.
4.5.2. Recognized Holidays: Is not required to perform services on holidays.

4.5.3. Hours of Operation: The contractor is responsible for conducting business, between the hours of 0830-1730 Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.
For other than firm fixed price contracts, the contractor will not be reimbursed when the government facility is closed for the above reasons. The Contractor must always maintain an adequate workforce for the uninterrupted performance of all tasks defined within this SOW when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.
4.5.4. The work to be performed under this contract will be performed at Spangdahlem Air Base.
4.5.4.1. Contractor personnel performing work under this contract must have an ability to be signed on to a U.S Military installation in Germany and be escorted on to the flight line inside the controlled movement area at time of the proposal submission and must maintain the level of security required for the life of the contract.
4.5.5. The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The contracting officer, customer, and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings the contracting officer will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government.
4.5.6. The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the contracting officer. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract.
