PERFORMANCE WORK STATEMENT
FOR
INTERSEROH PACKAGING MATERIAL AND
RECYCLING
SPANGDAHLEM AIR BASE, GERMANY
16 February 2016
1. DESCRIPTION OF SERVICES/ GENERAL INFORMATION. The contractor shall provide all personnel, equipment, tools, vehicles, supervision, and other items and services necessary to pick up industrial packaging materials on Spangdahlem AB. The contractor shall ensure that containers are provided, placed, and picked-up, in a manner that complies with commercial standards, US and German laws and as prescribed in this Performance Work
Statement (PWS). Estimated workload factors are at Appendix A and locations are at Appendix
B. Contract will be written for base year 11 months and 4 option years with 12 months.
1.1 CONTAINER PLACEMENT. Appropriate containers shall be maintained at all locations identified in Appendix B. Containers shall always be in a good working condition and present a neat and orderly appearance. Company name and phone number shall be visible on all containers.
1.2. CONTAINER REMOVAL. Upon notification of a requirement, the contractor shall have up to two duty days to service the identified container(s). The contractor shall ensure that an empty container is placed at the servicing location before the full container is removed. The contractor shall remove any material that spills out of the container during the servicing process.
1.3. ON CALL CONTAINERS. The contractor shall provide on call containers upon request for cardboard, plastic/foil/Styrofoam and compost. Containers shall be delivered within two working days after notification by the authorized Government POC.
1.4. CONTRACT MANAGEMENT.
1.4.1. Contract Manager. The Contractor shall identify to the Contracting Officer(CO), a primary and alternate point of contact (POC) who has fully authority to act on behalf of the contractor on all operational aspects of the contract. The contractor, prior to contract performance, shall designate the POC and alternate in writing. The POC or alternate shall be available via telephone during working hours as listed in paragraph 1.9.2.
1.5. CONTRACTOR EMPLOYEES. All Contractor Personnel shall meet or exceed the following requirements:
1.5.1. The contractor shall not employ persons for work on this contract if such employee(s) are identified to the contractor by the government as a potential threat to health, safety, security, general well-being, or operational mission of the installation and its population in accordance with (IAW) DoDR 5500.7, Standards of Conduct. The contractor shall insure all his employees have adequate knowledge of the proper procedures for using all tools and equipment necessary to complete assigned tasks as prescribed in this PWS.
1.5.2. Contractor personnel shall present a neat appearance and be easily recognized as contractor employees. As a minimum the contractor shall be responsible to issue badges displaying company name and ensure they are worn by employees during execution of their duties on Spangdahlem Air Base.
1.5.3. All Contractor personnel are required to comply with the current Spangdahlem AB traffic regulation. The contractor shall ensure all his employees have a current and valid local driver’s license before allowing the employee to operate a contractor-owned vehicle on Spangdahlem
AB, Germany.
1.5.4. The contractor shall provide, in writing, a company personnel roster to the CO and 52 CES
POC no later than (NLT) the pre-performance meeting. This listing shall include the names of all company employees assigned to work on this contract. Subsequent changes to these rosters shall be forwarded to the CO, and the 52 CES POC. The contractor and employees shall return all Government identification cards or other items issued to the POC within 24 hours of employee’s or contract termination.
1.6. QUALITY ASSURANCE. The government POC shall evaluate the contractor’s performance by conducting periodic inspections and site visits to assure Contractor is performing work as required in this PWS.
1.7. Performance Evaluation Meetings/MFT Meeting. The CO may call an MFT meeting at any time, but not less than annually. The contractor may also request a meeting with the CO or
MFT members when the contractor believes such a meeting is necessary. Written minutes of any such meeting(s) shall be recorded in the contract file and signed by the Contract Manager and the
CO or Contract Administrator. If the contractor does not concur with any portion of the minutes, such non-concurrence shall be provided in writing to the contracting officer within five(05) calendar days following receipt of the minutes.
1.8. GOVERNMENT REMEDIES. The contracting officer shall follow FAR 52.212.4, Contract Terms and Conditions-Commercial Items, for contractor’s failure to perform satisfactory services or failure to correct non-conforming services.
1.9. GENERAL INFORMATION.
1.9.1. Period of Performance. The period of performance shall be for one Base Year and four option years. The Period of Performance reads as follows:
Base Year (1 October 2016 – 31 August 2017)
Option Year I (1 September 2017 – 31 August 2018)
Option Year II (1 September 2018 – 31 August 2019)
Option Year III (1 September 2019 – 31 August 2020)
Option Year IV (1 September 2020 – 31 August 2021)
1.9.2. Working Hours. The contractor shall perform all services contained within this PWS, between the hours of 0700 – 1600 (Mon. – Fri.) unless otherwise stipulated by the government.
1.10. FEDERAL HOLIDAYS/DOWN DAYS. The contractor shall perform all services contained within this PWS, except for the following United States and German holidays:
1.10.1. American Federal Holidays.

1.11. SECURITY REQUIREMENTS.
1.11.1 Installation Access. The contractor shall ensure each employee obtains pass and identification items as applicable for contractor personnel and non-government owned vehicles in order for complete performance of this contract as described in the PWS.
The contractor has to contact the Service Contracts Office (52 CES/CEOES) immediately after contract award to get all necessary forms and documents to apply for the Civilian Identification
Card, DD Form 1172, for his personal. Also needed for this application is a German Police
Certificate (Führungszeugnis). Certificate shall be less than three months old, and obtained locally (For Local Nationals only).
1.11.2. All personnel employed by the contractor in performance of this Performance Work
Statement (PWS) and any representative of the contractor entering the government installation in the performance of this PWS, shall abide by all security regulations of the installation. The contractor shall ensure each employee obtains the appropriate pass and identification items as applicable for contractor personnel and non-government owned vehicles in order for complete performance of this contract as described in the PWS. The POC or alternate(s) shall not be responsible for providing escorts for the contractor and his personnel.
2. SERVICES SUMMARY. The following Services Summary (SS) identifies the performance objectives and performance thresholds for tasks associated with providing pickup service of industrial packaging materials for Spangdahlem Air Base. The SS provides information on contract requirements, the expected level of contractor performance, and the expected method of government confirmation of service provided. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. The thresholds and procedures are used to ensure standards are met.
Performance Objective PWS para. Performance Threshold
Container placement. 1.1 Not to exceed one deficiency per month.
Container removal. 1.2 Not to exceed one deficiency per month.
Provide on-call containers. 1.3 Not to exceed one deficiency per month.
2.1. Methods of Surveillance. Methods of surveillance shall be in accordance with the contract
Performance Work Statement, which has all services established for the execution on subject contract. Contract performance will be inspected randomly by the 52 CES Service Contract section.
3. SPECIAL QUALIFICATIONS.
The contractor shall be responsible for obtaining all certifications, licenses, permits and associated documentation to perform all required services as listed in this Performance Work
Statement. Contractor shall be responsible for all certifications including cost for Transportation and licenses pertaining to the Sonder Abfall Management (S.A.M.). Award will only be made to a contractor who can prove a valid certified disposal certificate (Entsorgungsfachbetrieb
Certificate) that his or her company is qualified to perform subject service as required and applicable by German law.
