About this file

This is a Questions and Answers document for a 352 Statement of Work (SOW) concerning Counter small Unmanned Aircraft Systems (Counter sUAS) procurement.

The document addresses the technical requirements for counter-UAS solutions, specifically clarifying that active disruption capability is not a mandatory requirement despite being noted in the Salient Characteristics. The response confirms that proposed alternatives meeting the Salient Characteristics are acceptable, including passive detection systems that meet specified technical specifications. The document explicitly states that active disruption is not required and that a passive detection system such as the AeroVironment SkyView example cited would be acceptable even if it does not include disruption capability. Evaluation of proposals will be based on technical capability and price, allowing offerors flexibility to propose either active disruption solutions (such as drone guns like the Dronebuster) or passive detection alternatives that meet minimum requirements at potentially lower cost.

352 SOW – Counter sUAS Q&A

1. The Salient Characteristics note that disruption isn’t a firm requirement (drone guns are usually all jammers). Could an offer with a drone gun (like Dronebuster) AND a passive detection system, like an AeroVironment SkyView as an alternative be acceptable?

The SkyView could provide a less expensive alternative, and meets the minimum requirements, but does not disrupt.

a. Yes. Proposed alternatives meeting the Salient Characteristics are acceptable. Active disruption is not required; a passive detection system meeting technical specs is acceptable. Evaluation will be based on technical capability and price.
