FA558725Q0034 - 48CES OM UK Washers and Dryers – Solicitation Questions and Answers

1. Could you confirm whether CE-marked models that meet the listed technical specifications (including 220–240V, UK plug, Energy Rating B or higher, etc.) would be acceptable if they’re normally distributed through UK-based commercial appliance suppliers?

Yes.

2. The requested quantities are normally produced on demand with an all at once delivery, which means a lead time of 60–90 days is common. Is a maximum lead time of 90 days acceptable?

We will accept 60 days but see question below.

3. Given the high quantity of appliances and the tight timeline, is there any possibility of extending the delivery date and/or allowing partial/staggered deliveries?

Staggered delivery will be fine, as long as a reasonable quantity are received within 60 days. Please detail your proposed delivery schedule in your technical documentation.

4. Will the USAF be providing a VAT exemption certificate?

The supplies identified in this contract are to be delivered at a price exclusive of value added tax under arrangements between the appropriate United States authorities and Her Majesty’s Revenue and Customs under HMRC Reference Notice 431 – see below.

https://www.gov.uk/guidance/vat-relief-for-suppliers-to-visiting-forces-notice-431#section3 Please review the guidance on this link which advises on the process – the final awarded contract/purchase order would act as proof of VAT exemption for the winning vendor, there wouldn’t be an additional certificate.
