About this file

This document is a Question and Answer (Q&A) file related to a Request for Quote (RFQ) for Asbestos Surveys at United States Visiting Forces (USVF) bases/installations in the United Kingdom (UK).

The key details are:

  • Inspectors are required to possess at minimum a P402 surveyor or UK equivalent certification. Samples do not need to be NVLAP certified, but must comply with ISO/IEC 17025 and be accredited by the UK Accredited Service (UKAS).
  • There is a 24-hour support requirement for some USVF bases, but not all. Survey reports must be provided within 5 days of being onsite, with a 3-day letter report if there are laboratory delays.
  • The potential site locations include RAF Mildenhall, RAF Lakenheath, RAF Feltwell, and potentially other USVF locations in the UK. Subcontractor credentials may be used to meet the requirements.
  • No building plans, specific addresses, or size details are available at this stage, as they will be provided at the BPA Call level. No other details or documents are currently available.

Text version

1. Are you requiring inspectors and management planners to be both UK and USA certified. I do not know whether UK will allow a foreigner to become certified.

Inspectors are required to possess at a minimum P402 surveyor or U.K. Equivalent.

P402 is a UK course, this would be the minimum requirement to undertake the surveys.

2. Will samples need to be NVLAP certified (mostly USA but can be found in UK too).

Samples are not required to be NVLAP certified. The Sampling and strategy will need to comply and accredited to ISO/IEC 17025 standard for United Kingdom Accredited Service (UKAS) accredited in line with UK legislation.

3. If there are conflicts between USA and UK requirements, which wins.

UK requirement since performance is on UK owned property and therefore should follow HSE requirements.

4. We would not be able to support the 24 hour call out Service that is stated.

24 hour support would be required for some USVF bases as part of this acquisition, however not all will require this.

5. It is stated that Survey reports must be provided within 5 days of being onsite. We use independent Laboratories for all sample testing which will sometimes result in a 5-7 day turnaround for analysis results to be issued to us. This would mean that the full report would take longer than 5 days to get back to you.

Survey reports must be provided within 5 days post survey due to the mission requirements of the locations. If there are laboratory delays, then a letter report summarizing general conclusions, assumed asbestos samples sent for analysis, must be provided within 3 days of being onsite.

6. We would like to know all potential site locations. We operate within a 2 hour travel time from our 4 office locations stated in my email signature.

Currently potential requirements would be located at RAF Mildenhall, RAF Lakenheath, and RAF Feltwell, however this could be increased to other USVF locations in the UK to include but not limited to RAF Alconbury, RAF Fairford, RAF Molesworth, and RAF Croughton.

7. Could you please confirm if it is permissible to utilize our subcontractor's credentials in place of our organization for this opportunity? We believe they can effectively meet all the stated requirements.

Yes, Subcontractors credentials may be used if they are the subcontractor performing service. The prime contractor would be responsible for subcontractor performance. The subcontractor would be required to meet security requirements, as well as credentialed per the PWS.

8. Building Plans or Drawings: Could you please provide any building plans or drawings related to this RFQ?

Building Plans or Drawings, where available, would be provided at the BPA Call Level.

9. Specific Addresses: Can you provide the specific address of the buildings involved?

Specific addresses would be provided at the BPA Call Level.

10. Size of the Buildings: Could you provide details on the size of the buildings? Information on the square footage or any other relevant dimensions would be very useful.

Size of buildings would be provided at the BPA Call Level.

11. Additional Details: Are there any other details or documents available that could help clarify the requirements of this RFQ? Any further information would be greatly appreciated.

Currently no other details or documents are available.
