About this file

This document is a Single Source Justification (Simplified Acquisition) for a federal contract opportunity. The Department of the Air Force United States Air Forces in Europe - Air Force Africa (USAFE-AFAFRICA) is procuring a washer/sanitizer/disinfector reverse osmosis (RO) system on a sole source basis from Steris. Due to Steris owning AMSCO, the department was unable to find competition for the required AMSCO washers and sterilizers. The contract action, FA558724P0037, was awarded on 2024-07-08 for an unknown amount. The justification cites that three companies were invited to quote, but one required $1M in facility modifications, the second (Envirogen) abstained to quote directly and instead provided a quote to Steris as a subcontractor, and the third declined to quote. The justification states that in 10-15 years, when the equipment needs replacement, the commercial marketplace will be queried to see if other vendors can provide the requirement.

Single Source Justification (Simplified Acquisition)

SOURCE SELECTION SENSITIVE

November 2018 SOURCE SELECTION SENSITIVE Page 2 of 2

Unfortunately, due to the fact that Steris owns AMSCO, the department was not able to find competition for the AMSCO washers and sterilizers. The medical group did attempt to pursue multiple avenues of a reverse osmosis solution as Steris will ultimately subcontract this requirement with Envirogen. However, three companies were invited to quote for providing a RO solution. One company provided a solution that would require about $1M in facility modifications as they suggested to install a very large RO tank in the building's attic space. The second company was Envirogen who abstained to quote themselves and decided to provide a quote to Steris as a subcontractor. The third company decided to not provide a quote for the work.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

The product being delivered is a total surgical suite sterilizing capability, it will need to be replaced in about 10-15 years. At that time, the commercial marketplace will be queried to see if there are other vendors who are able to provide this requirement.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
