Single Source Justification (Simplified Acquisition)
Section A: General Contract Information
Contracting Activity: 48th Contracting Squadron, RAF Lakenheath

Section B: Description of the Supplies/Services Required
Intelligent Devices, Inc and Transformational Security, LLC's Maxwell and Maxine trademark SpeechMask(R) System with professional installation in the F-35 Advanced Programs Office, plus a Lightning Modular Extendable Rigid Wall Shelter (LMWERS) Acoustic Protection Kit and a Deployable Debrief Facility (DDF) Acoustic Protection Kit are required. The system is TEMPEST-approved by the F-35 Joint Program Office and exceeds the Intelligence Community Directive (ICD) 705 Chapter 9, Acoustic Mitigation.
Section C: Justification for Soliciting from a Single Source
This is a Brand-Name requirement. The SpeechMask(R) system meets the TEMPEST threshold of protection by the F-35 Joint Program Office Certified TEMPEST Technical Authority (CTTA). It was developed and trademarked by Intelligence Devices, Inc.
who has partnered with Transformational Security, LLC. to provide the product and conduct the turnkey installation, including surveys, design & engineering, and installation of devices.
Transformational Security, LLC. has stated that they are the only authorized resellers and installers on behalf of Intelligent Devices Inc.
Section D: Efforts to Obtain Competition
Searches in Google and SAM revealed several sources for sound mitigation, speech-masking, or acoustic mitigation keywords.
An RFI was posted to SAM.gov for seven days from 5 September 2023 to 12 September 2023 to verify the state of competition for a speech masking system meeting or exceeding ICD 705 Chapter 9 and relevant past experience up to 6 years, to determine the market for acoustic mitigation. Two vendors responded.
One vendor listed that it could meet the specifications, provide the LMWERS and DDF kits, and listed past performance. However, the past performance was not relevant to acoustic mitigation. Further searches of their UEI in FPDS against the NAICS 561621, Security System Services (Except Locksmiths), returned 5 previous contracts for alarm maintenance. However, lacking past performance does not preclude capability of meeting the need.
A second vendor responded that it could meet the specifications, provide the LMWERS and DDF kits, and listed past performance. Their past performance was relevant to constructing SCIFs and specific contract information is protected due to National Interest. However, they stated they do not make/manufacture or resale speech-masking solutions, but they provide guidance in finding solutions.
Though Transformational Security, LLC. has stated that they are the only authorized resellers and installers of the SpeechMask(R) system, it is recognized that the RFI did not specifically ask for that system, so it is unclear from market research if only one company can provide the system.
Section E: Steps to Preclude Future Single Source Awards
48 CONS and the Program Integration Office intends to contact the F-35 Advanced Programs Office, in the event of a new requirement, to determine if there are added systems to their TEMPEST-certified speech-masking systems that are capable of providing the appropriate security for an overseas F-35 mission.

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
