Question: Is there an incumbent for this position? If so, can the Government share the contract number?
A- No incumbent
Question: If there is an incumbent, is there an incumbent contractor employee whom the awardee should consider for “right of first refusal” (i.e. Nondisplacement of Qualified Workers Under Service Contracts)?
1. PWS paragraph 1.3.3 on page 3 states, “Performs a variety of tasks in connection with work involving the setup and installation of assigned medical equipment throughout the organization...
Inspects services performed on-site by commercial vendors for acceptable work performed in light of contract and original manufacturer's specifications before payment is made for services.” This sentence potentially holds the contractor responsible for improper setup/installation of items by another vendor. BMET personnel are not authorized technicians for another commercial vendor’s product until such time as they have received appropriate training from that vendor. This is especially true for any new/updated equipment.
Question: Will the government remove this requirement?
A- Yes This is removed
Question: If the government will not remove this requirement, what training will the government authorize and fund to ensure the BMET is qualified to inspect a commercial vendor product?
2. PWS paragraph 1.4 Deliverables on page 6 states, “1.3.1.2 and 1.3.5 Perform operator/equipment training, as required. Provide all requested/required operator training within 14 days of assignment.”
Question: Can the government provide a previous workload estimate on this requirement?
A- The estimate for this effort is less than 10% of total time / workload
Question: If the need to provide operator/equipment training conflicts with the contractor’s other deliverables, who makes the decision regarding priority of work?
3. The COR / FRED will ensure that this task is less than 10%. PWS paragraph 4.5.2.1 on page 12 states, “The contractor's work schedule will be dependent upon MTF workload and the needs of the clinic or section in which the contractor is to provide the service. The contractor may be required to work more or less than 8 hours in a single day and/or 40 hours in a week. If additional hours are worked, the Government may reduce future scheduled hours to maintain a 40-hour work week average.
Question: The PWS only states that the government may reduce future scheduled hours. If the government does not reduce future scheduled hours, will overtime be authorized?
A- No overtime is not authorized
4. Facility Security Clearance requirement. Paragraph 4.6 of the PWS states that the contractor must have a valid Facility Security Clearance. Paragraph 3.3.1 states that the personnel need only the ability to obtain National Agency Check or host nation equivalent. The Facility Clearance requirement is extremely difficult and seems unequal to the needed personnel clearance.
Question: Will the Government consider revising this requirement or granting a waiver to companies with relevant past performance that can provide qualified personnel but don’t have a facility clearance?
A- We have removed this requirement
5. PWS paragraph 4.7.2 Contractor Quality Control seems to have instructions for the contracting office or customer.
Question: Please clarify this paragraph and whether a Quality Control plan is required as part of the proposal.
A- Contractor Quality Control plan is preferable. The government will utilize a QASP for surveillance
Question: PWS 4.2 Period of Performance: Can the Government clarify what the information in this table pertains to?
A- This is removed
Question: Is this a new or follow-on contract? If a follow-on, who is the incumbent and what is the contract #?
A - This is a new contract.
Question: Where is the place of performance? Is it 3 locations?
A - The main place of performance is at RAF Lakenheath. The contractor will work at RAF Mildenhall and RAF Feltwell when needed.
Question:Regarding the Facility Security Clearance - will the BMET have access to classified documents/ information?
A - NO.
Question: Is this requirement for 1 BMET?
A - Yes
