Failure to meet a requirement may result in an offer being ineligible for award.
The Government's terms, conditions, and respective clauses contained within this solicitation are prescribed in accordance with United States Federal Acquisition Regulations (FAR), and are not subject to conditionally proposed revisions or changes requested by offerors. Offerors' specific terms and conditions that may be contingently proposed for subsequent inclusion into the contract, if awarded, will not be considered by the Government in its evaluation of offers. Offerors that are not able to comply with the aforementioned conditions, will be determined as noncompliant with the solicitation requirements, and therefore may be removed from consideration for award.

Accordingly, proposed pricing by offerors shall be firm-fixed-price and not subject to revision and/or negotiation, if selected for contract award. Additionally, multiple awards will not be considered.
So quotes shall include pricing for all CLINs. Ensure that unit prices extend no more than two (2) decimal places.

If the page limit is exceeded, then the excess pages will be removed from the offer and will not be evaluated. When Interchange Notices (INs) are necessary, the Government will issue them by electronic means to prospective offerors. Page limitations may be placed on responses to INs, and such limitations will be provided at the time the IN is issued. There is no page limit for Attachment III. Only one copy of Attachments I, II and III is required.
Cross-Referencing. Offerors shall not cross reference between Attachments I, II and III. Each attachment shall be written on a stand-alone basis, so that its contents may be evaluated without cross-referencing the other attachments. Information required for offer evaluation, which is not found in its designated attachment, will be assumed to have been omitted from the quote.
Offerors are required to meet all solicitation requirements. Failure to meet a requirement may result in an offer being ineligible for award.
(End of Addendum.)
Addendum 52.212-2 - Evaluation Commercial Items (Oct 2014)
The evaluation of offers will be conducted IAW FAR 13.106-2.
In order to be considered for award, there must be an "Acceptable" rating in every non-price primary evaluation factor and sub-factor. The Government will evaluate the offers using two primary evaluation factors: Technical Capability and Price.
Technical Capability: The Government will evaluate technical offers and the sub-factors listed below on a "Pass /Fail" basis, assigning an overall rating of "Acceptable" or "Unacceptable." An "Unacceptable" rating for any of the sub-factors will result in an "Unacceptable" rating for the Technical Capability primary evaluation factor.
Technical Acceptability shall be evaluated against the following two sub-factors.
Credentials - Offerors shall maintain all of the required credentials for the ATO process. At a minimum, the offeror shall provide proof that the ISSM has at least an Information Assurance Management (IAM) Level II certification and that the ISSO has at least an Information Assurance Technical (IAT) Level II certification in order to meet the minimum requirements to receive an "Acceptable" rating. These certifications may come from CompTIA, the International Information System Security Certification Consortium, or another equivalent source.
Past Experience - The offeror shall provide past experience information regarding similar contracts for no more than three projects performed within the past three years from the solicitation release date. At least one example of a past experience that resulted in successful contract completion is needed in order to receive an "Acceptable" rating. "Successful contract completion" describes an example in which your company developed an ATO package that was ultimately approved by the Authorizing Official. At least six months of ATO sustainment will also be used as the minimum requirement for the "successful contract completion" example(s) provided. This successful example shall address the following items:
- Agency/Company/Division/Customer Name
- Description of Service Provided
- Contract Number
- Contract Value
- Period of Performance
- Verified, Up-to-Date Name, Address, and Email of Company Representative (This representative needs to be an individual that can speak to the work completed and does not need to be the offeror's PM for this requirement.)
- Contracting Office's Contact Information
Price: There is a high probability of adequate price competition for this acquisition. If at any time during this competition, the contracting officer determines that adequate price competition no longer exists, then offerors may be required to submit information to the extent necessary for the contracting officer to determine the fairness and reasonableness of the price.
The Government will evaluate the submitted prices using the Quote Sheet provided (Attachment 2), which includes a price for the six-month extension that is authorized by FAR 52.217-8, Option to Extend Services. The price for the six-month extension will be the same as the final option period (CLIN 2001). Evaluation of each option period will not obligate the Government to exercise that option. In the event there is a difference between a unit price and the extended total amount, the unit price will be held as the intended offer and the total of the CLINs will be recomputed accordingly. The offeror's total evaluated price shall be determined by adding the prices for CLINs 0001, 1001, and 2001, as well as the six-month extension, as highlighted in the Quote Sheet.
Failure to price all CLINs and the six-month extension on the Quote Sheet provided will render the offer as nonresponsive.
Due to the critical nature of the required services, the Government intends to conduct a price realism analysis in order to mitigate risks of unacceptable performance. An unrealistically low price may be judged to create an unreasonable performance risk that will render the offeror ineligible for award.
The Government may award without interchanges and reserves the right to hold interchanges, if deemed necessary by the contracting officer. Furthermore, the Government intends to award a contract to the responsible offeror whose offer, conforming to the solicitation, is most advantageous to the Government, technical and price factors considered.
