Statement of Work
Upgrade Energy Management Controls
System at
RAF Mildenhall
21 Aug 2019
1. General Information.
1.1 This Statement of Works (SOW) is for the acquisition of new hardware and software to convert and upgrade the existing Royal Air Force (RAF) Mildenhall Schneider Andover Continuum Energy Management Control System (EMCS) to Schneider EcoStruxure Building Operation (EBO).
1.2 The current RAF Mildenhall EMCS provides the following functions for 105 facilities across the base:
• Automatic control of selected HVAC systems using Schneider (Andover Controls) standard program modules.
• Monitoring and programming of HVAC systems from central controls work station(S) (Head End located in B680).
• Provision of remote alarm reporting for selected HVAC systems.
• Centralized software and graphics database management functions.
1.3 The EMCS was previously upgraded from Andover Infinity to Schneider Continuum in 2013. Existing controls software and graphics files are available for download on request.
1.4 The contractor shall provide all necessary labor, materials and resources including professional services, travel, installation services, reports, specifications and drawings associated with the project.
This is to provide a complete and useable EMCS system.
1.5 The new system shall provide functionality as described in section 1.2. The following requirements apply:
• Replacement of existing Continuum desktop PC’s and workstations with new.
• Provision of EBO software and licenses.
• Conversion of existing EMCS Continuum graphics files to EBO formats.
• Provision of new remote facility EBO master controllers and connect to existing remote sub-controllers where these are compatible.
• Master controllers shall be capable of operating fully independently without external network connectivity.
• Master controllers shall be capable of holding all software programming and graphics.
• Outstations shall report to a master console (or consoles).
• All network connectivity shall be achieved using existing LAN (Ethernet) infrastructure and VLAN
IP addressing.
• Master controllers shall include provision for local hardwire connection of service tools and laptops.
1.6 No changes to the SOW are authorized. Any changes must be in accordance with (IAW) paragraph
3.13 ‘Government Contract Management’. . Testing and commissioning shall be completed in order to consider the system usable. Invoicing shall only happen after the system is deemed usable.
1.7 Installation Location. Product installation shall take place at RAF Mildenhall (RAFM), United Kingdom (UK), at facilities as listed in Attachment 2: Schedule of Facilities and Proposed Field Work. All facilities can be reached on paved roads without the need for flight line driving.
1.8 Labor and Materials. All labor, materials and resources shall be IAW DODM 5200.01, Volume 3, Enclosure 3.
1.9 Deliveries. The Contractor must arrange / coordinate all deliveries and provide all escorting as necessary.
2. Personnel Requirements.
2.1 The contractor shall ensure that all employees and subcontract employees have evidence to support their rights to work in the UK as per UK Government guidelines.
2.2 Security Requirements: Contractors must be cleared to access and work on RAF Mildenhall.
2.3 The Contractor shall ensure that sufficient personnel can access RAF Mildenhall to complete the assembly/installation. The Contractor shall also ensure sufficient personnel are cleared to sign-in and escort non-security cleared personnel onto base. In order to obtain base access, the contractor shall submit a written request on company letterhead to the 100CES POC listing the following information:
2.4 Personnel without U.S. Secret Clearance/U.K. equivalent: contract number, location of work site, start and stop dates, and names of employees and subcontractor employees needing access to the base.
The 100CES POC will endorse the request and forward it to the Base pass and registration office for Security Checks and processing. Once processed, the individuals named in the Unescorted Base Access Letter (BAL) will have access to the Base to perform contracted work only and will not have escort rights.
2.5 The Contractor shall obtain all valid work permits and comply with all US/UK laws, codes, regulations, and statutes applicable in the performance of this contract. It is the Contractor's responsibility to obtain and adhere to all applicable US/UK standards. The Contractor shall comply with all applicable site-specific codes, regulations, and statutes related to this contract.
2.6 All written requests for security clearance must be provided 90 days in advance to the 100CES POC in advance of work starting.
3. Project Requirements.
3.1 Project Requirements. This SOW will cover the provision of new hardware and software to facilitate the conversion and upgrade of the existing RAF Mildenhall Schneider Andover Continuum EMCS to Schneider EcoStruxure Building Operation (EBO).
3.2 Plan. The Contractor shall submit an executable, Project Assembly, Delivery, and Installation Plan, that outlines methods, procedures that will be employed to provide a complete and usable system. This shall include a detailed program detailing all lead in periods, schedules and milestones to complete the works. This to be agreed by all parties prior to any works starting. The US Government shall approve all Plans and schedules prior to the commencement of work.
3.3 Contingencies. The Contractor shall inform the 100CES POC immediately, verbally, of any anticipated delays and/or conflicts with their Project Assembly, Delivery, and Installation Plan. Verbal communications shall be followed up in writing to…?.
3.4 Prior to any works the contractor shall provide method statements and risk assessments for all work activities.
3.5 Base Support. 100CES will provide space for contractor’s storage containers or a contractor’s compound. The Contractor shall request the amount of space required. The Contractor shall physically secure the provided area. Containers shall be suitably painted to blend in with others in the area.
3.6 Hours of Operation. For work conducted on RAFM, normal duty hours are 0800 – 1630 hours UTC/GMT. To work outside the normal duty hours on RAFM requires approval from the 100CES POC.
The Contractor shall not perform work under this contract on US or UK Federal/bank holidays or site-unique down-days unless expressly authorized by the CO. The Contractor shall accomplish the installation with minimum disruption of daily office activities.
3.7 Service Outages. The Contractor shall prevent any unscheduled (i.e. cutting or disabling any in-service cables or equipment) interruptions of communications capabilities. The Contractor shall coordinate planned outages with the 100CES POC in advance if the implementation necessitates disruption of service, (e.g., communications, electrical, or other utilities). A 14 day notice is required for planned utility shutdowns.
3.8 Site Restoration/Debris Removal. Coordinate with CE POCs prior to equipment removals. All equipment and residuals from this project including controls equipment, conduits and cabling shall be disposed of IAW UK waste disposal laws and regulations. Prior to the end of each day the Contractor shall remove all debris and surplus materials from the work place. Equipment and materials required to complete the work effort may remain on site during the project as long as equipment and materials are organized/stored in a manner that does not cause a safety or security hazard. The government will not be responsible for lost or damaged equipment and materials left on site. The Contractor shall return all disturbed areas to their original condition upon completion of the installation.
3.9 Identification/Marking. The Contractor shall clearly mark all Contractor-Furnished Property and Equipment (CFP/CFE) with their company's name. The Contractor shall place an easily read, visible sign on large containers, construction equipment, and vehicles while on RAFM indicating the company name and the Contractor and Site POC's names (provided on award) and local telephone numbers. The contractor shall label all equipment and cables installed in accordance with Commercial Building Telecommunications Cabling Standard (ANSI/TIA/EIA-606-A-2002).
3.10 Red-Line and As-Built Drawings. The Contractor shall submit drawings showing the “as built” configuration in hard copy and electronic formats. The As Built Drawings shall include the locations of all equipment, a floor plan of the room location, power source facilities, utilities and connections, a rack elevation plan. As installed information shall conform to RAF Mildenhall Base Standards. Copies are available in request.
3.11 System Testing. The Contractor shall provide an overall timeline to project completion and will coordinate with the 100CES POC for all testing. The Contractor shall perform testing and inspections of each facility IAW the approved Contractor provided test plan which must be approved prior to each facility being completed. If any system, subsystem, component or requirement test fails to meet the requirements of the test, Government acceptance will be withheld until such time as the cause of the failure is corrected to the Government’s satisfaction. After appropriate corrective action has been taken, all tests including those previously completed related to the failed test and the corrective action shall be repeated and successfully completed prior to Government acceptance.
3.12 Final Acceptance. The Contractor shall schedule a final project handover with the 100CES POC.
3.13 Government Contract Management. Only the 100CES POC and the Contracting Officer (CO) have authority to review and approve contract deliverables. Responsibility for contracting activities rests solely with the CO. No conversation, recommendations, or direction, whether given directly by, or implied by Government personnel, that affects the scope, schedule, or price of the project covered by this SOW, shall be acted upon by the Contractor unless specifically approved by the CO. The 100CES POC will carry out performance/quality reviews, spot checks and system acceptance tests.
3.14 Contractor Key Personnel. The Contractor shall provide the names and contact information of key personnel before start of the contract. In the event of a key personnel change, the Contractor shall provide a written notification to the CO and 100CES POC within 14 calendar days of the anticipated key personnel changes. The Contractor’s key personnel shall be available to discuss all aspects of performance during the life of the contract and have the authority to resolve issues and problems for the duration of the project. Problems or issues regarding performance of the contract that cannot be resolved between the 100CES POC and the Contractor, will be referred to the CO. At a minimum the contractor shall identify the Contractor Site Lead.
3.15 Contractor Site Lead. The Contractor shall designate the Contractor's on-site team leader and alternate(s) as the Site POC.
3.16 Environmental Management. The Contractor shall comply with the environmental laws and regulations of RAF Mildenhall, the US Air Force, and the United Kingdom. Policies, instructions, plans, and environmental and archaeological requirements including but not limited to the Final Governing Standards for UK. The Contractor shall maintain an awareness of changing environmental regulatory requirements to avoid environmental deficiencies for activities on RAFM, UK. The Contractor shall ensure their sub- contractors comply with these specifications.
3.17 Progress Meetings. These should be scheduled on a bi-weekly basis between 100 CES and the contractor. Items to be discussed include performance, quality and program/progress reviews. Standard formats can be provided on request. The Contactor shall record and distribute all minutes to the 100CES POC and CO. Prior to each progress meeting provide a written progress report for review by 100CES POC and CO.
4. Permits.
4.1 Civil Engineering. The Contractor shall be responsible for coordination with the 100CES POC for completion of AF Form 103 Work Clearance Request Permits before any digging, trenching, boring, restoration, compacting are accomplished.
4.2 Crane Waiver. The Contractor shall coordinate with the 100CES POC for any crane usage (if required).
4.3 Welding/Hot Works Permits. The Contractor shall coordinate with the 100CES POC for any welding/hot works. Hot works requests must be submitted 3 days prior to intended use to permit coordination with Fire Department personnel.
4.4 Safe Systems of Work. All electrical or HTHW work will be subject to Ministry of Defence (MOD) Safe Systems of Work procedures and permits as per JSP375. At RAFM all permits are issued by IDL (Interserve Defence Limited) Authorized Persons. The contractor shall coordinate all requests with 100CES POC’s.
4.5 Skilled Person Procedures. All operatives undertaking mechanical and electrical installation work will be subject to skilled person procedures operated by IDL. Details will be provided on request. The contractor shall coordinate all requests with 100CES POC’s.
5. Government Furnished Space.
5.1 The Government will provide access to government networks or systems to the Contractor on an as needed basis. The contractor may set up a temporary workspace provided this is coordinated with the
100 CE POC.
6. Applicable Publications.
6.1 Both US and UK rules and regulations shall be applied. If there is a conflict between rules and regulations, the most restrictive will be followed. Publications referenced in this SOW are listed below and current as of the SOW publication date:

7. Submittal.
7.1 All submitted documents and plans shall be easily understandable and convey the planned design.
The plans shall contain the following information: dimensions, all major components or devices, information regarding proposed materials.
8. Product Specification Requirements.
8.1 General.
8.1.1 Base-wide EMCS functions shall be kept operational during the works. The works shall include temporary provision for running both the Continuum EMCS and EBO systems simultaneously during the transfer program.
8.1.2 Whilst the changeover program is underway provide a schedule of all new controllers including Internet Protocol (IP) addresses, Media Access Control (MAC) addresses and equipment serial numbers.
8.1.3 System architecture. Attachment 1: Proposed Ecostruxure Network Architecture outlines the proposed system architecture and major components. Note: this is in a diagrammatic format only and does not represent all physical connections between all components.
8.1.4 Existing ICS VLAN private IP network addressing is to be retained. Network IP addressing schedules will be provided on request. Note: the use of BACnet/IP protocols is strictly prohibited.
8.1.5 Existing dedicated EMCS cat 5 cabling infrastructure and RJ45 connections shall be retained at each facility.
8.1.6 Existing EMCS domain controller server hardware currently located in B591 (Network Control Centre) shall be retained for re-use.
8.2 Head End Hardware Components and Works.
8.2.1 The contractor shall disconnect and remove all redundant workstations and associated equipment (5No) located in B680 and B657.
8.2.2 New head end equipment shall be located in B680 and B657 as per the existing Continuum EMCS arrangements. Locations and floor plans will be provided on request.
8.2.3 New EMCS head end hardware/equipment will be provided to the minimum specification as follows:

8.3 Software and Graphics.
8.3.1 Existing Continuum graphics and software database files (105 facilities) shall be converted into data formats compatible with EBO.
8.3.2 On completion of conversion works EBO revised software and graphics database files shall re-installed.
8.3.3 Provide all necessary Enterprise Server and EBO software license(s) as required. Equipment will also be required run the United States Air Force (USAF) Standard Desktop Windows 10 operating system.
8.4 Field Work.
8.4.1 Affected facilities are listed in attachment 2: Schedule of Facilities and Proposed Field Work. . This includes a description of selected facilities and major elements of work that will be required.
8.4.2 At each facility the contractor shall complete the following:
• Disconnect and remove all redundant master controllers (Continuum or prior versions, in all 105 facilities), including input/output modules.
• Provide and install new Schneider EcoStruxure EBO automated server controllers.
• Install all necessary controls and graphics software.
• Provide and install all necessary input and output modules.
• Undertake control panel and wiring modifications as required.
• Test and re-commission.
8.5 Testing and Commissioning.
8.5.1 Provide a full testing and commissioning program. The contractor shall test and commission each facility system and demonstrate all EMCS functions. The contractor shall provide signed completion certificates for each facility installation within 5 working days to 100 CES.
8.5.2 Provide copies of all component warranties and manufacturer’s guarantees.
8.6 As Installed Information. The contractor shall provide as installed information in both hard copy and electronic formats. The minimum requirements are:
• 2 (quantities) of A4 sized bound copies
• 2 (quantities) of electronic copies (pdf)
• Details of all major components used
• Wiring schematics and details
• Points schedule for each facility
• Backup copies of all software and graphics files.
8.7 The system shall include provision for software backups to be taken at regular monthly intervals .
This shall allow system restore actions to be taken, should any software or graphics be lost or corrupted.
8.8 System Training. The Contractor shall allow 2x 8 hour working days (or 4 separate half days) for training of base or nominated personnel. This shall include instruction on the functions of the head end, field controllers and general system operation at both the operator and administrator levels. The 100CES POC will provide details of selected personnel up to a maximum of 20 persons. A training venue or classroom space will provided by 100CES. Dates shall be agreed by all parties in advance. 8.9 Project Warranties. All works and materials shall be subject to a 12 month defects and liability period. This shall be taken from the date of system acceptance. Defects and faults will be reported by the 100CES POC as designated. The contractor shall respond to reported defects and warranty issues within 24 hours.
9.0 Document Attachments.
