Revised 28 June 2018

L-1 General Information

L-1.1 This section of the RFP provides general guidance for preparing proposals as well as specific instructions on the format and content of the required proposal volumes. Each proposal must include all data and information requested in the RFP. The offeror shall comply with the solicitation requirements as stated. The offeror’s proposal must reflect a thorough understanding of the services required and display a logical development of the offeror's plans to implement all Building 1245 PWS (Section J, Attachment

04) requirements as assessed by the RFP evaluation criteria.

L-1.2 Efforts shall be made to keep offers as concise as possible with an emphasis on providing information essential for proper evaluation. The proposal shall be clear, concise, and shall include sufficient detail to provide for adequate evaluation. Proposals must contain adequate information to enable the evaluation team to fully ascertain whether an offeror's proposal meets the requirements of the RFP, and must address the evaluation factors for award.

L-1.3 All information contained in the proposal an offeror feels is “Proprietary Information” and therefore not releasable under the Freedom of Information Act (FOIA), should be labeled “Proprietary Information, Source Selection Information—See FAR 2.101 and 3.104.”

L-2 FORMAL COMMUNICATIONS

L-2.1 All communications shall be submitted via email to all the following personnel:

48CONS.PKB.FA5587R0002IMPS@us.af.mil

L-2.2 Questions. Questions must be submitted via email to address noted in paragraph L-2.1 above. All questions are due no later than 20 June 2018, 1200 British Summer Time. All questions and answers (Q&As) will be posted to www.fbo.gov.

L-3 SUBMISSION OF PROPOSALS

L-3.1 Only electronic proposals will be accepted in response to this solicitation. Offerors are instructed to use the Army’s Safe Access File Exchange (SAFE), located at https://safe.amrdec.army.mil/safe to submit their proposals. Include a separate master list of all documents submitted to SAFE so that the contracting office can verify receipt of all portions of your proposal. The separate master list will not be counted in the proposal page limitations outlined in paragraph L-4.5. Ensure that the email address listed in paragraph L-2.1 is entered correctly so that the system will notify the contract specialist and contracting officer that a proposal has been uploaded to SAFE. Proposals shall only be emailed directly to 48CONS.PKB.FA5587R0002IMPS@us.af.mil if AMRDEC is non-operational.

L-3.2 Offerors are cautioned to strictly comply with all instructions within this solicitation to ensure submission of a complete proposal. Failure to furnish a complete proposal at the time of proposal submission may result in the proposal being considered late to the Government and eliminated from consideration for award. Late proposals will be processed in accordance with FAR 52.215-1 “Instruction to Offerors – Competitive Acquisition.” The Government will retain the opened proposal. However, the proposal will not be evaluated or considered for award.

L-3.3 Disposition of Proposals

In compliance with FAR Subpart 4.8, the Government will retain one (1) copy of all unsuccessful proposals. Extra copies of unsuccessful proposals will be destroyed. No destruction certificate will be provided.

L-5 VOLUME I – PAST PERFORMANCE PROPOSAL

L-5.1 The Past Performance Volume and Past Performance Questionnaires (PPQs) are due 29 June 2018, 1200 British Summer Time. It is the responsibility of the offeror to ensure the Contracting Office receives the past performance information. Specific guidelines and requirements about volume content and format are provided in this section.

L-5.2 Past Performance Recency. Recency is defined as a minimum of three (3) months of contract performance occurring within the last three (3) years preceding the date of issuance of this solicitation.

L-5.3 Past Performance Relevancy. Offerors shall submit performance information on contracts they consider relevant to this effort. Relevant contracts are those of a similar scope, magnitude of effort, and complexities as required for Building 1245. This information should include rationale supporting the offeror’s assertion of relevance. Offerors are required to explain what aspects of the contracts are deemed relevant to the proposed effort, and to what aspects of the proposed effort they relate. When applicable, categorize and cross reference the relevance of the information into the specific relevancy criteria as defined in Section M, of this solicitation. The Government is not bound by the offeror’s opinion of relevancy.

L-5.4 Volume Contents. The offeror shall submit a Past Performance Volume that contains the following:

1 Table of Contents Not to exceed one (1) page 2 Summary Not to exceed one (1) page

See paragraph L-5.4.1 3 Past Performance Information (PPI)

Contract Reference Sheets Not to Exceed three (3) pages See paragraph L- 5.4.2

4 Subcontractor Teaming Partner Consent Letter (If Applicable)

Not to exceed one (1) page See paragraph L-5.4.3

5 Authorization Letter From Prime Offeror (If Applicable)

Not to exceed one (1) page See paragraph L-5.4.4

6 Organization Structure Change History Not to exceed two (2) pages (bullet format, narrative not required), See paragraph L-5.4.5

L-5.4.1 Summary. Describe the role of the offeror and each teaming partner, or joint venture partner and provide a PPI Contract Reference Sheet for each. Provide a detailed narrative that depicts how each PPI contract reference provided meets the relevancy criteria defined in Section M.

L-5.4.2 PPI Contract Reference Sheet (Section J, Attachment 06) Offerors shall submit information on contracts considered most relevant in demonstrating ability to perform the proposed effort. The offeror shall submit a maximum of three (3) contract references. Offeror shall provide a separate PPI Sheet for each contract reference identifying recent (see section L-5.2) Government contracts. . PPIs should be submitted in the electronic volume. Relevancy shall be detailed in the PPI Contract Reference Sheet.

L-5.4.3 Subcontractor Consent Letter (Section J, Attachment 08). PPI contract reference concerning subcontractor and teaming partners cannot be disclosed to a private party without the subcontractor’s or teaming partner’s consent. Because a prime contractor is a private party, the Government will need that consent before disclosing subcontractor/teaming partner PPI contract reference to the Prime during exchanges. These letters are only required for subcontractors and teaming/joint venture partners for which the Prime submits past performance information as part of the Past Performance Volume.

Completed consent forms shall be submitted as part of the Past Performance Volume.

L-5.4.4 Joint Ventures. If the Offeror is a Joint Venture, the Offeror shall submit a signed copy of the Joint Venture agreement indicating the proposed participation of each Joint Venture member. Failure to submit the required Joint Venture Agreement may render the offeror ineligible for award. If the Offeror is a Joint Venture (JV), relevant project experience should be submitted for projects completed by the Joint Venture entity. If the Joint Venture does not have shared experience, projects shall be submitted for the Joint Venture members.

L-5.4.5 Organization Structure Change History. Many companies have acquired, been acquired by, or otherwise merged with other companies, and/or reorganized their divisions, business groups, subsidiary companies, etc. In many cases, these changes have taken place during the time of performance of relevant present or past efforts or between conclusion of recent past efforts and this source selection. As a result, it is sometimes difficult to determine what past performance is relevant to this acquisition. To facilitate this relevancy determination, include in this proposal volume a chart or schedule describing all such changes in the organization of your company within the last five (5) years. As part of this explanation, show how these changes impact the relevance of any efforts you identify for past performance evaluation/performance confidence assessment. Since the Government intends to consider present and past performance information provided by other sources as well as information provided by the offeror(s), your chart or schedule should be both specifically applicable to the efforts you identify and general enough to apply to efforts for which the Government receives information from other sources.

L-5.4.6 Past Performance Questionnaires (PPQs) (Section J, Attachment 07). When completed Contractor Performance Assessment Reports (CPARS) or similar reports to reflect past performance data are available for the Government to access through Past Performance Information Retrieval System (PPIRS), a Past Performance Questionnaire (PPQ) is not required. Offerors without formal documented Government CPARS shall send a PPQ to each performance reference cited. PPQs shall be sent directly from your reference to this office at 48CONS.PKB.FA5587R0002IMPS@us.af.mil.

THE RESPONSIBILITY TO SEND OUT THE PAST PERFORMANCE QUESTIONNAIRE

RESTS SOLELY WITH THE OFFEROR.

Once the questionnaires are completed by the POCs, the information contained therein will be considered source selection sensitive and will not be released outside the Government. The POCs shall forward their completed questionnaires directly to the government – NOT BACK TO THE OFFEROR.

L-5.4.7 Past Performance Information from Other Sources. Past performance information for contracts not listed by the offeror and/or past performance information for contracts of planned subcontractor(s) may also be evaluated. References other than those identified by the offeror may be contacted by the Government and the information obtained during such contact may be used in the evaluation of the offeror’s past performance. While the Government may elect to consider data obtained from other sources, the burden of demonstrating relevancy and providing current, accurate, and complete past performance information rests solely with the offeror.

L-5.4.8 Offerors Rebuttal of Adverse Past Performance Information (if applicable). The offeror is allowed to provide a response to unfavorable past performance information if it did not do so on the original report or form. The offeror shall limit this response to only address the specific negative comments.

L-5.4.9 Responsibility Determination: Even though the assessment of past performance is separate and distinct from the Determination of Responsibility required by FAR Part 9.1, PPI references contained herein may be used to support the Determination of Contractor Responsibility for the successful offeror.
