Subject: Request for Information (RFI) – Ecumenical Religious Youth Ministry

Services

GENERAL INFORMATION

Background:

The 48th Contracting Squadron (48 CONS) at Royal Air Force (RAF) Lakenheath, United

Kingdom, seeks feedback from companies/entities capable of providing Ecumenical Religious

Youth Ministry services at both RAF Lakenheath and RAF Mildenhall.

Description:

The services to be rendered under this Performance-based Work Statement (PWS) shall consist of a team to be filled by two (2) people that will support the development and implementation of

Religious Youth Ministries for the Middle School (6-8th grades) and High School (9-12th grades) youth for the RAFL/RAFM community. This is to support the Youth Ministries conducted by the RAFL/RAFM Chapels.

The contractor shall provide all non-personal services and materials, except as otherwise provided for in the PWS, and shall provide for the Middle School (6-8th grades) and High School (9-12th grades) youth outreach ministry organization and direction, adult volunteer development and training, parent support group coordination, planning meetings, reports, senior high and middle school leadership training retreats and camps in support of the RAFL/RAFM community.

Sensitivity and respect for other faith groups shall be maintained. The program shall have a Christ centered content and be structured so that youth will meet, learn, and grow in spiritual and ethical values, character building, social issues awareness, and life-style choices. The contractor shall ensure all activities are coordinated through the RAFL/RAFM Wing Chaplains.

General Information:

THIS ANNOUNCEMENT IS NOT A SOLICITATION AND IS BEING USED FOR THE

PURPOSE OF MARKET ANALYSIS ONLY. This notice is being published in accordance with

Federal Acquisition Regulations (FAR) Part 5.101 requiring dissemination of information for proposed contract actions and FAR 10.001(a)(2)(iii) which requires conducting market research before soliciting offers for acquisitions with an estimated value less than the simplified acquisition threshold when adequate information is not available. The Government is seeking industry’s input to determine the availability of qualified sources with the technical capability to provide Ecumenical Religious Youth Ministry services.

No contract award will be made from this notice and no solicitation is available on FBO or any other bulletin board, posting room, or clearinghouse at this time. Respondents will not be notified of the responses to this notice. Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract.

All RFI responses will be used in whole or in part for determining the most effective acquisition strategy for Ecumenical Religious Youth Ministry service acquisitions or similar requirements.

Requested information will be used within the Air Force to facilitate decision making and will not be disclosed outside of the agency.

Requested Information:

The following is requested from interested companies;

Please indicate if your company is willing/able to provide Ecumenical Religious Youth

Ministry services or if there are any reasons that prevent your company from providing a quote/proposal should a formal solicitation be issued.

Please identify and provide cost driver information that may affect performance of

Ecumenical Religious Youth Ministry services.

Please provide brochures/descriptive literature commonly provided to the general public;

if available, please provide your NCAGE/DUNS information.

Based upon the above description, are there any aspects that are unclear and/or do not allow a clear understanding of the US Government’s requirements?

Based upon the information included above, are there any commercial practices including accreditations, insurances, certifications, or licenses that are required for performance within industry for Ecumenical Religious Youth Ministry services?
