Attachment I
Statement of Work
Program/Project Name: RAF Mildenhall High Pressure Breathing Air Compressor
1. General Requirement:
1.1 The offeror shall deliver a total of one Brand Name or Equal, Bauer Unicus 4i, high pressure breathing air Compressor to the below specification in accordance with all commercially acceptable manufacturer specifications, NFPA 1901, 2016 (Standard for Automatic Fire
Apparatus), and compatibility with United Kingdom electrical standards.
2. Product Specifications Requirements: Below are the minimum technical requirements for this acquisition, offeror’s shall meet the minimum product requirements:

3. Other Requirements:
3.1 Offerors shall provide standard product training at RAFL Mildenhall by a trained technicians for compressor operations. Comprehensive hands-on training must be conducted after assembly/installation for proper use and maintenance of equipment.
4. Warranty and Support Requirement:
4.1 Offeror shall provide commercially acceptable warranties on all products, parts, accessories, services and maintenance support for a minimum of 12 months from the date of final product
Acceptance. The warranty shall include at a minimum, but not limited to, parts, accessories, service and maintenance, etc. All products and accessories shall be free from manufacturing defects.
4.2 The Offeror shall provide information on the life expectancy of the product, which should be in accordance with commercially acceptable standards.
4.3 Offeror must provide all product, parts, and accessory service support and product manuals.
5. Assembly/Installation and Final Acceptance Requirements:
5.1 The offeror shall assemble/install all product in accordance with manufactures commercially acceptable practices.
5.2 Offeror shall assemble/install product and provide all required fluids, such as but no limited to, compress gas, etc., for the product to be operational upon “Final Acceptance.”
5.3 The offeror shall furnish all test equipment and personnel required to conduct all required testing.
The offeror shall document all test results in a “Final Acceptance Test Report(s)” and submit to
Primary or alternate POC within three calendar days of completion of each test. During any testing phase, the Government reserves the right to perform any of the offeror performed inspections and tests to assure solutions conform to prescribed requirements. The offeror shall provide on-site support during the Final Acceptance testing.
5.4 The offeror must coordinate all Assembly/Installation with the Primary Point of Contact (POC) or alternative POC.
6. Delivery:
6.1 All parts, materials, transportation and labor of delivery or ship (direct shipping only, not through consolidation point) all aforementioned items, fully assembled and in full working order to the: RAF Mildenhall CES/Fire Department, United Kingdom.
6.2 The offeror must coordinate all deliveries with the Primary Point of Contact (POC) or alternative
POC.
6.3 Offeror shall make use of commercial best practices in the packing and shipment of products, unless otherwise stated in this order. Offers need to be submitted based on FOB destination.
Inspection for acceptance shall be made by the requesting agency on behalf of the U.S.
Government, FOB Destination.
7. Delivery Days:
7.1 Desired delivery 120 days after contract award date.
8. Site Restoration/Debris Removal:
8.1 Offeror shall protect all government and non-government property and personnel on base from inconvenience, damage and/or injury. All damaged areas during the assembly/installation process should be restored to its original conditions.
8.2 Prior to assembly/installation completion, the offeror shall remove all debris and surplus materials from the work place. Equipment and materials required to complete the work effort may remain on site during the project as long as equipment and materials are organized/stored in a manner that does not cause a safety or security hazard. The offeror shall return all disturbed areas to their original condition upon completion of the installation.
8.3 All equipment and residuals removed from this project shall be disposed by the Offeror in accordance with UK waste disposal rules.
9. Base Access:
9.1 Offeror shall ensure that sufficient personnel can access RAF Mildenhall to complete the assembly/installation. Offeror shall also ensure sufficient personnel are cleared to sign-in onto the base.
9.2 In order to obtain base access, the offeror shall submit a written 30 days prior to assembly/installation a request on their company letterhead to the Primary or alternate POC listing the following information: contract number, start and stop dates, names of employees and/or subofferor employees needing access to the base with a copy of the employees and/or subofferor employees valid US, UK or EU picture ID (example - Passport, Driver License, etc.).
Upon entering the Base employees and/or subofferor employees shall possess and show valid US, UK or EU picture ID (example - Passport, Driver License, etc.).
