Statement of Work (SOW)

RELOCATABLE SIMULATOR

SHELTER (RSS)

At

RAF Mildenhall

DRAFT

1. General Information

1.1. General. The contractor shall deliver and install a complete and usable Relocatable Simulator Shelter

(RSS) in accordance with this Statement of Work (SOW). The contractor shall provide all professional services, facilities, labor, equipment appliances, tools, materials, travel, installation services, reports, specifications, and drawings associated with the project. Any changes suggested by the contractor to the

SOW require approval from the Contracting Officer (CO) before acceptance is given for a recommended change. The structural and security standards shall be engineered, tested, installed, and certified by the contractor.

1.2. Security Guidance. All work shall be done in accordance with (IAW) Intelligence Community Directive

(ICD) 705. The facility must be able to be rated to Open Storage physical security standards IAW DODM

5200.01, Volume 3, Enclosure 3.

1.3. Installation Location. Product installation shall take place at Royal Air Force Station Mildenhall (RAFM), United Kingdom (UK), located next to B816. The site can be reached on paved roads.

1.4. Labor and Material. All labor and material shall be IAW ICD 705.

1.5. Delivery. The contractor may use Military Transport resources for delivery. The contractor must coordinate all deliveries with the Quality Assurance Representative (QA). The majority of shipments will use this address: 100th Operations Support Squadron, Building 816, RAF Mildenhall, Bury St.

Edmunds, Suffolk, IP28 8NF.

2. Personnel Requirements

2.1. All contractor employees and subcontract employees that are U.S citizens must acquire UK work visas.

2.2. All contractor employees must be able to obtain a US Secret Security Cleared to access RAFM and have escort rights.

2.3. Before onsite work commences, a complete roster (name and security clearance) of all personnel that will be onsite must be provided 30 days in advance to the QA.

2.4. Contractor employees shall be recognizable by wearing company uniforms bearing the name of the company or by wearing visible badges, which contain the company name and employee name when onsite at RAFM. Managers and supervisors’ job titles shall be included on the badge in addition to the name.

2.5. The contractor shall obtain all valid work permits and comply with all US/UK laws, codes, regulations, and statutes applicable in the performance of this contract. It is the contractor's responsibility to obtain and adhere to all applicable US/UK standards. The Contractor shall comply with all applicable site-specific codes, regulations, and statutes related to this contract.

3. Project Requirements

3.1. Facility Requirements. This facility will be weathertight, use fully-rated construction materials and include assembly of floor, wall, and ceiling panels. The walls, floor, and roof construction will be of a design to offer resistance to and evidence of unauthorized entry into the area. It must be re-usable and re-locatable.

3.2. Plan. The contractor shall submit an executable, Project Assembly, Delivery, and Installation Plan, that outlines methods, procedures, a schedule and milestones to complete work outlined in the SOW.

3.3. Contingencies. The contractor shall inform the QA in writing within three working days of any anticipated delays and/or conflicts with their Project Assembly, Delivery, and Installation Plan.

3.4. Base Support. The laydown and dry storage areas will be provided upon request by the contractor. The contractor shall request the amount of storage area required. The contractor shall be required to physically secure the provided area with suitable fencing. If the base cannot provide the requested area, the QA may assist the contractorin finding another suitable area. Any contractor temporary support facilities shall be self-contained.

3.5. Concrete Pad. A concrete pad will be constructed by the Government to support the shelter system. The contractor shall provide site preparation requirements; to include, staging area, and concrete pad specifications. Pad specifications shall include slab size, compression strength, loading points, thickness, finish, slope, location of power stub up and any grade beam requirements.

3.6. Utilities. The Government will provide utility connections to the concrete pad for the RSS. The contractor shall provide specific utility planning requirements to the Government detailing RSS power demand from lighting, HVAC demand, and other power requirements for the RSS itself. The contractor shall ensure the RSS includes the proper power panels, distribution and power conditioning equipment within the RSS to support the specifications and internal equipment as laid out in this SOW. The contractor shall provide the required location and capacity for the incoming power pedestal to support internal equipment, cooling systems, and shelter power requirements.

Incoming power at the connection pedestal will be standard UK 230/415V, 3 phase, 50hz, supply.

Any required frequency and voltage conversion and distribution to support the internal equipment, shelter, or cooling equipment will be part of the shelter system. The contractor shall provide any counterpoise and earthing/bonding requirements. The underground counterpoise and earthing/bonding will be installed by the Government. The government will complete the final connections of the shelter power system to the power pedestal and earthing/counterpoise systems.

The connection locations and capacities shall be provided the contractor.

3.7. The contractor shall identify the required locations and capacities for water and drains to support any shelter HVAC humidification/dehumidification requirements. The water lines and drains shall be installed by the Government to the exterior of the RSS. The locations and capacities shall be provided by the contractor.

3.8. Hours of Operation. For work conducted on RAFM, normal duty hours are 0800 – 1630 UTC. To work outside the normal duty hours on RAFM requires QA approval and shall be in accordance with the CSP.

The Contractor shall not perform work under this contract on US or UK Federal/bank holidays or site-unique down-days unless expressly authorized by the CO. All of B816 will be occupied during this effort. Contractor shall accomplish the installation with minimum disruption of daily office activities.

3.9. Service Outages. The Contractor shall prevent any unscheduled (i.e. cutting or disabling any in-service cables or equipment) interruptions of communications capabilities. The Contractor shall coordinate planned outages with the QA in advance of the outage if the implementation necessitates disruption of service, (e.g., communications, electrical, or other utilities).

3.10. Site Restoration/Debris Removal. The contractor shall remove existing infrastructure (electronics, cabling, and power) which is not used in the project. Coordinate with Civil Engineering Electrical Shop on power removal, modification, and/or installation feeds at site. Installations must comply with National Electric

Code and Unified Facilities Criteria (UFC) 3-520-01 low voltage requirements. All equipment and residuals from this project including amplifiers, conduits and cabling shall be disposed of IAW UK waste disposal laws and regulations. Prior to the end of each day the contractor shall remove all debris and surplus materials from the work place. Equipment and materials required to complete the work effort may remain on site during the project as long as equipment and materials are organized/stored in a manner that does not cause a safety or security hazard. The government will not be responsible for lost or damaged equipment and materials left on site. The contractor shall return all disturbed areas to their original condition upon completion of the installation.

3.11. Identification/Marking. The Contractor shall clearly mark all Contractor-Furnished Property and

Equipment (CFP/CFE) with their company's name. The Contractor shall place an easily read, visible sign on large containers, construction equipment, and vehicles while on RAFM indicating the company name and the Contractor and Site POC's names (provided on award) and local telephone numbers. The contractor shall label all equipment and cables installed in accordance with Commercial Building

Telecommunications Cabling Standard (ANSI/TIA/EIA-606-A-2002).

3.12. Red-Line and As-Built Drawings. The contractor shall submit drawing showing the “as built” configuration in Visio format or compatible format. The As Built Drawings shall include the locations of all equipment, a floor plan of the room location, power source facilities, utilities and connections, a rack elevation plan.

3.13. Project Testing. The contractor shall provide an overall timeline to project completion and will coordinate with the QA for all security, electrical, and HVAC testing. The contractor shall perform testing and inspections of the facility IAW the approved Contractor provided test plan which must be approved prior to facility completion. If any system, subsystem, component or requirement test fails to meet the requirements of the test, Government acceptance will be withheld until such time as the cause of the failure is corrected to the Government’s satisfaction. After appropriate corrective action has been taken, all tests including those previously completed related to the failed test and the corrective action shall be repeated and successfully completed prior to Government acceptance.

3.14. Final Acceptance. The Contractor shall schedule a final project walk-through with the QA.

3.15. Government Contract Management. Only the QA and the Contracting Officer (CO) have authority to review and approve contract deliverables. Responsibility for contracting activities rests solely with the

CO. No conversation, recommendations, or direction, whether given directly by, or implied by

Government personnel, that affects the scope, schedule, or price of the project covered by this SOW, shall be acted upon by the Contractor unless specifically approved by the CO. The QA will also act as the

Quality Assurance Evaluator (QAE) and will perform random spot checks and system acceptance tests.

3.16. Contractor Key Personnel. Contractor shall provide the names and contact information of key personnel before start of contract. In the event of a key personnel change, the Contractor shall provide a written notification to the CO and QA within 14 calendar of the anticipated key personnel changes. The

Contractor’s key personnel shall be available to discuss all aspects of performance during the life of the contract and have the authority to resolve issues and problems for the duration of the project. Problems or issues regarding performance of the contract that cannot be resolved between the QA and the Contractor, will be referred to the CO. At a minimum the contractor shall identify the Contractor Site Lead.

3.17. Contractor Site Lead. The Contractor shall designate the Contractor's on-site team leader and alternate(s) as the Site POC.

3.18. Environmental Management. The Contractor shall comply with the environmental laws and regulations of

RAF Mildenhall, the US Air Force, and the United Kingdom. Policies, instructions, plans, and environmental andarchaeological requirements including but not limited to the Final Governing Standards for UK. The Contractor shall maintain an awareness of changing environmental regulatory requirements to avoid environmental deficiencies for activities on RAFM, UK. The Prime Contractor shall ensure their sub- contractors comply with these specifications.

4. Permits

4.1. Civil Engineering. The Contractor shall be responsible for coordination with Base Civil Engineers (CE)

(POC will be submitted on award) on completion of AF Form 103 Digging Permits before any digging, trenching, boring, restoration, compacting are accomplished. The contractor shall complete and process all permits.

4.2. Crane Permits. The contractor shall coordinate with the Base CE POC for any crane usage required. The contractor shall include the exact placement of the crane, boom heights, operating hours in which the boom will be raised and crane capacity. The request for crane use must be submitted 14 days prior to intended use to permit coordination with airfield operations and publishing of Notice to Airmen

(NOTAM‘s) of crane operations.

4.3. Welding/Hot Works Permits. The contractor shall coordinate with the Base CE POC for any welding/hot works. Hot works requests must be submitted 14 days prior to intended use to permit coordination with

Fire Department officials.

5. Government Furnished Space

5.1. The Government will not provide access to government networks or systems. The Government will not provide desktop computers with access to internet, telephone access, desks, and chairs for the contractor.

The contractor may set up temporary workspace outside of the fenced secure construction area. No electronic devices of any kind will be allowed inside the secure construction area.

7. Submittal

7.1. All submitted documents and plans shall be easily understandable and convey the planned design. The plans shall contain the following information: Dimensions of lines and pipes, distances to important elements or devices, information regarding the material.

The secure conduits will be used to accommodate fiber optic cabling to be installed by others that will link the simulator in the shelter facility to systems in the existing facility. Conduit shall be alarmed and include a tamper resistant junction box.

Timber construction will NOT be accepted on the envelope of the facility. The contractor shall maximize the use of recycled and recyclable materials. The structure shall be able to be disassembled, relocated and re-used. The structure should be insulated and energy efficient.

Circuit Breaker

Panels

Contractor shall include circuit breaker panels and internal power distribution and conditioning to support simulator, cooling, lighting and outlet requirements. Contractor shall coordinate with equipment manufacturer to ensure locations, sizes and types are compatible.

Power outlets 60 Hz, 110Volt outlets and 50 Hz, 220-240 Volt UK type outlets along the walls/partitions every 6 feet.

Electrical Ground The shelter system shall include a single point ground philosophy to the extent practical. The resistance between the grounding bus bar and the earth grounding pad shall be no greater than 5 milliohms. The resistance between the grounding pad and the earth shall be less than 10 ohms.

Facility Power Facility must be able to support the following BOWST power requirements

- 3-phase, 208VAC, 100A, 5 wire, wye-connection service power

- A single 100A fused disconnect (the overall maximum load that will be added to the facility is approximately 60A per phase)

- 1 ¼ seal-tight metallic flex (or similar) with one #4 AWG and four #3 AWG wires from the

100A disconnect to the BOWST power cabinet

- #4 AWG wire connected to building ground, close to the power distribution cabinet location

- Cable drop for connection to existing facility fire alarm system via dry contacts.

- Internet connectivity

- Standard 110VAC duplex outlet in the Debrief office

Communication Requirements
