BOWST RSS Questions & Answers - 06 Jun 18
Q1: The RFQ states that all work should be done in accordance with ICD705 which is a guide to physical security requirement for SCIF classification. DODM 52001.01 V3E3 is a guide to physical security requirements for Open Storage / Secure Room for Secret and Top Secret classification. Which classification level will this facility operate at?
A1: The facility needs to be constructed IAW DoDM 5200.01 Vol 3, Enc. 3. The area will be need to be able to be approved for classified processing and open storage. The facility will potentially handle up to SECRET classification. It does *not* need to be classified as a SCIF. Work does not need to be done IAW ICD 705. Please see amended SOW dated 05 Jun 18 which removes all references to ICD 705.
Q2: SOW Section 1. General Requirements: What "reports" will be required with the delivery of the product?
A2: There are no specifically defined reports, other than a final report detailing the work performed and any warranty provided as part of the product.
Q3: 2. SOW Section 1. General Requirements: What "drawings" will be required with the delivery of the product?
A3: A full technical drawing package detailing such items as the electrical wiring, HVAC system, fire suppression, etc. that will enable maintenance of the facility to be performed in the future is requested upon completion of the project. Drawings can be provided in a hard copy digital format (i.e., CD-ROM).
Q4: SPW Section 3.10. The contractor shall remove existing infrastructure(electronics, cabling, and power) which is not used in the project."Please describe the extent of the existing infrastructure which the contractor will have to remove. How much equipment and what is the approximate dimension and weight so removal equipment can be priced?
A4: Infrastructure items required to be removed are only those set up and utilized by the Contractor during the construction process. This should more correctly be referenced as “residual infrastructure” (i.e., if the contractor leases a portable office, electrical generator, forklift, etc.), along with any debris or surplus materials generated by the project, will need to be cleared from the site.
There is no “existing infrastructure” currently at the site that the contractor will be required to remove – only that which is brought to the site and set up for their use during construction.
Q5: What tempest countermeasures will be required?
A5: Please refer to SOW Table 8.1 (unchanged).
