FA5587-18-Q-0024 Fuel Tank Management

Questions and Answers

20 August 2018

1) Q: The Performance Work Statement states that, 'The contractor shall be responsible for reimbursing the UK/US RAF Base no later than 30 calendar days after receipt of claim for all costs associated with damages to UK/US RAF Base property in the performance of services in this contract.' Are you able to confirm that the contractor would only be liable for damage/s caused directly by their performance/works and NOT liable for damages caused by 3rd parties

(for example, the oil tanker drivers who will be operating under a separate contract)?

A: Contractor would not be liable for damages caused by 3rd parties working under separate contracts. Liability for damages would fall on prime contractor and subcontractor personnel caused directly by their performance under this contract.

2) Q: Is it possible to share maps / indicative site plans highlighting the locations of the tank locations?

A: A map showing locations of fuel infrastructure on RAF Lakenheath, Mildenhall, and

Feltwell will be made available after contract award once the contractor signs an Air

Force data release form. The contractors submitting tender documents can assume the tanks included within the PWS are located throughout the installations.

3) Q: Is there cost data associated with the tanks at RAF Feltwell?

A: RAF Feltwell costs should be included with RAF Lakenheath.

4) Q: Is there any further information that can be shared with regards to the requirements for weekend overtime, and would overtime be considered an uplift to the agreed fee, or to be included within the fixed price?

A: Contractor will be responsible for performing the responsibilities of the PWS within the standard work hours identified in 4.4 of the PWS. Therefore, overtime is not expected to be needed during routine contract performance. We do not have deliveries on weekends and the contractor will be expected to monitor fuel levels and schedule deliveries to avoid any emergency situations of tanks running low on fuel. Overtime should be included within the fixed price.

5) Q: Can the schedule for the annual tank inspections and leak testing can be defined by the contractor? For example, could all annual testing works can be completed within a compact timeframe, as opposed adhering to a pre-set schedule spread across the year?

A: Yes, the schedule for the annual tank inspections and leak testing can be defined by the contractor.
