Statement of Work CCTV
1. Description All manuals and warranty information will be turned to fitness center director when work has been complete. The Offeror will provide training on operation of the unit to all fitness staff members on shift at time of completion of job.
1.1. The offeror shall provide/install 22 IP 4MP anti-vandal dome cameras as a standalone system.
1.2. The offeror shall provide/install a 32 channel expandable Network Video Recorder with a 32Tb hard drive in the downstairs Comm. room.
1.3. The offeror shall Provide/install a 27in flat screen monitor w/ HDMI capabilities.
1.4. The offeror Install cameras per diagram (provided).
1.5. The CCTV quoted will have the capability to be viewable from a home or office PC or a mobile smart phone.
1.6. The offeror shall provide a Risk Assessment and a Method Statement prior to starting work.
1.7. The offeror shall install all products in accordance with the manufacturer’s installation instructions.
1.8. The contractor shall ensure installation is operational and meets all required commercial, local, and international industry standards, military instructions, standards, policies, guidelines, and regulations and practices.
2. Installation
2.1. Work includes providing/installing CCTV cameras, monitors and all materials to install a system to manufacturer’s specifications. This includes all labor, material and equipment required to provide the proper install and set-up of fitness system CCTV system. Equipment specification shall be submitted and approved before installation starts. The contractor shall provide all design, labor, and materials to remove existing CCTV cameras, fiber transmission kits, and cabling at identified locations.
2.2. If the Government-furnished property is insufficient for interoperability, the contractor shall provide all equipment and supplies necessary to further support this requirement. The Contractor shall provide a list of all components installed per this project, as well as a list of the components removed (if any).
2.3. The testing procedures shall be provided in writing to the 48 SFS and 48 FSS; as well as a copy of the outcome of the performed test.
3. Removal
3.1. All debris and other material resulting from work accomplished by the contractor under this statement of work will be disposed of outside the confines of RAF Lakenheath and RAF Feltwell, UK.
4. Specifications
4.1. FSS-Fitness Center
4.1.1. Bldg 904 RAF Lakenheath Fitness Center
4.1.1.1. Add to the existing system of CCTV’s that are in place.
4.1.1.2. The current system is the Radius Management System and any new CCTV’s will need to be able to integrate into the system that is currently in place.
4.1.1.3. Install 22 IP 4MP anti-vandal dome cameras to a new, standalone system.
4.1.1.4. At a minimum, the new system should have a 2-week memory/recording period.
4.1.1.5. The offeror shall provide provide/install a 32 channel expandable Network Video Recorder with a 32Tb hard drive in the downstairs Comm. room.
4.1.1.6. The offeror shall Provide/install a 27in flat screen monitor w/ HDMI capabilities.
4.1.1.7. The offeror Install cameras per diagram (provided).

4.1.1.9. The offeror shall provide a Risk Assessment and a Method Statement prior to starting work.
4.1.1.10. The offeror shall install all products in accordance with the manufacturer’s installation instructions.
4.2. SFS-RAF Lakenheath & RAF Feltwell
4.2.1. Bldg 1064 (RAF Feltwell) and Static Poles on RAF Lakenheath
4.2.1.1. Replace ten (10) existing analog Closed Circuit Television (CCTV) cameras, fiber transmission kits, and supporting equipment and replace and install ten (10) High Definition (HD) cameras and supporting equipment to include supplying and installing media converters in the control room for the operation, programming, and commission of CCTV.
4.2.1.2. Install ten (10) HD CCTV cameras, fiber transmission kits, and cabling to include media converters with compatible SFP modules, racking, and fiber patch leads and network cabling in the control room to program and commission the CCTV cameras.
4.2.1.3. The contractor shall provide:
4.2.1.3.1. 10 – Bosch MIC-7230-PB4 MIC IP DYN 7000 HD 1080P 30X with fitted wiper, dual illuminators, required mounting brackets and power supply.
4.2.1.3.2. If providing “Equal” products for items a, products must be compatible with currently in use Government-owned equipment.
4.2.1.3.3. 10 – COMNET Media Converter – CNMCSFP/M 10/100/1000 MBPS Ethernet
Media Converters W 100FX and 1000FX support.
4.2.1.3.4. 20 – Comnet TR-SFP-46 SFPs multimode interface for media convertor
(multimode or single mode to suit)
4.2.1.3.5. 1 – Comnet CNGE24MS 24 PORT 1000MBPS MANAGED SWITCH 16 TX
5. Access to Government Facilities
5.1. The Government will provide supervised access to the facility for the contractor as required in the performance of the tasks identified in this SOW to include: restroom use, site and building electrical power currently, available, security response, and fire protection. Work will only be done during facility operating hours, unless approved by fitness director in advance.
6. Certifications
6.1. For the electrical works that shall be performed, the offeror shall provide a base (RAF
Lakenheath) Skilled Person Certificate (SPC) for each individual who shall be performing these electrical works. The offeror may already have the proper SPC(s) if the individuals have performed electrical work on RAF Lakenheath before. For contractors who do not hold the required SPC(s) the offeror shall provide the following certificates and trainings:
City and Guilds 2391 and 17 Edition etc.
JIB Card Current First aid Certificate
Current Fire Training certificate Once the offeror has provided the above requirements, Authorized Person(s) from
Interserve will give the electrician requiring a SPC a short written test and an Interview.
7. General Information
7.1. Working Hours and Holidays
7.1.1. Business Hours: Normal Base Operating Hours. The facilities’ normal business hours of operation are 0800-1630. The contractor may find it neccesary to deviate from the normal hours of operation, to ensure timely completion of the requirement stated in this Statement Of Work (SOW) at no additional cost to the government.
7.1.2. Recognized Holidays: The contractor is not required to provide services on UK Holidays.
National Holidays subsequently declard by Her Majesty’s Government shall likewise be considered official holidays for the purpose of this provision. The relevant recognized holidays are included in the table below:

7.2. Quality Assurance
The government shall periodically inspect the contractor during installation. Any discrepenacies discovered shall be reported to the contractor for remedial action. Any remedial action shall be carried out prior to completion of installation, or earlier depending on the nature of the discrepancy.
The government’s represenatative shall have the final decision on the acceptance of work carried out. Job is considered finished after a walk through ahs been accomplished with the assigned point of contact list in section “1.3 Building and Specific Requirement Information” and a representative form the Civil Engineering Squadron (CES) to determine any punch list items and those items that have been remedied to the satisfaction of the Director and Civil Engineering.
