Statement of Work Base: RAF Mildenhall, UK Location of Work: Building 644 First Floor, Blue area on attachment, RAF Mildenhall, United Kingdom POC: Provide at time of Award Description of Requirement:
The 100 Security Forces unit is looking for tactical movable wall system that can provide scenarios training for Military Operations Urban Terrain, first responders, active shooter, and defensive tactics base training while providing multiply building layouts in a single facility. We are looking for a company that has specially designed operable wall panels (military grade) hung from an overhead track system that can easily and quickly be moved to change layouts within minutes to provided effect training for all military members. The structure needs to support the weight of partitions that need to consist of horizontal truss and aluminum columns that support a movable wall portions independent of the current building (644) structure (Attachment 1 blue area) approximately 13000mm X 10000mm X 2700mm high nom / 1,929 square feet. The columns needed to be connected to floor plates that distribute the load of the entire system evenly. (Bracing may be required for lateral stability only). The truss and built-in track system must allow smooth movement for all panels over the entire span on the structure in multiply directions. The movable panel walls need to be able to be storage on one side of the structure to allow un-impeded assess to the floor space while not in use. The panels need to be able to withstand multiple rounds of simulated ammunition, persons leading on, pushing off, and blunt force of gear without damage to the walls. The panels need to be washable to remove the paint from the simulated ammunition while being made of some type of high pressure laminate faces that can with stand impacts. The laminate face could provide training for finger printing, blood splatter analysis and hold to the rigors of all sorts of training exercises.
When configuring rooms we will need the walls to be able to provide use with the following types of layouts:
- Center door entry
- Divide classrooms
- Divide to make multiply classrooms
- Corner fed room with short wall right or left
- Continuous flood tactic ability with adjoining rooms
- Linear entry tactics with multiple room layouts
- Leap frog closed and open door tactics
- Saturated flood tactics from hallway
- On line flood tactics
- Power flood tactics
- Simultaneous room entry
- Hallway clearing “L” and “T” shape
- Stairwell tactics
- Active shooter
- Close quarter combat
- Firefighting extracting procedures
- Search and rescue training
Other requirements for the movable wall system are as follows:
- Catwalks to provide overhead observation from the trainers to provide real time feedback.
- Retractable bottom seals that can provide close to 100 pounds of downward seal force to secure the panel in place without the need of seal pins
- Edge trim that protects the panels from damage caused by repeating contact with trainees or equipment used during the training
- Side seals to provide enough clearance to allow panels to pass by at the intersections
- Steel frames to resist impacts during exercises
- High pressure laminate surfaces to with stand simulated ammunition, compressed air and paintball rounds.
- Custom overhead track grid system to customize rooms, room size and not hinder training needs.
- Panels that have window cut outs to provide escape routes during active shooter training. The window frames need to be reinforced to allow trainees or instructors
- Competition of the project within 30 days of competition of contract and paperwork
- The walls must contain solid panels, doors, and windows (without glass) in order to meet the different type of configurations for room layout.
DELIVERY, RECEIVING, STORAGE, HANDLING AND PROTECTION OF MATERIALS:
| 1) | The contractor is responsible for the storage and safekeeping of all material to be used in the work including the tactical movable wall system materials and installation equipment. |
| 2) | Contractor must make every attempt to protect all government and non-government property and personnel on base from inconvenience and damage or injury. |
| 3) | The contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions that preclude the waste of utilities, which shall include: Lights shall be used only in areas where and when work is actually being performed, doors will be kept closed when air-conditioning or heating systems are running except when opened to move materials or enter or exit the work area. The contractor shall not adjust mechanical equipment controls for heating, ventilation, and air conditioning systems. Water faucets or valves shall be turned off after the required usage has been accomplished. |
PREPARATION OF ALL SURFACES TO RECEIVE NEW SHELVING:
2) All surfaces shall be completely dry and clear of all loose floor, dirt, oil, wax, grease, and free from all other debris and from foreign matter.
INSTALLATION OF TACTIAL MOVABLE WALL SYSTEM:
| 1) | All products must be installed per the manufacturer’s instructions, as well as be in compliance with all applicable laws, regulations, ordinances, and standards related to environmental matters. |
| 2) | RAF Mildenhall will provide the facility to the contractor for install, measurements required for pre-construction and construction during normal working hours as follows: Monday, Wednesday & Friday 10am – 6pm; Tuesday & Thursday 10am – 7pm. The contractor will contact the primary or alternate POC to coordinate this effort. |
| 3) | All damaged areas during the working process should be restored to its original conditions. |
| 4) | Work shall be completed as expeditiously as possible. The structure shall be occupied during the execution of this contract. |
| 5) | The Contractor shall provide quantity construction personnel, equipment, materials, tools and supervision as needed to complete the services that meet the technical requirements in this Statement of Work [SOW]. It is expected that the Contractor shall partner closely with 100 SFS, RAF Mildenhall, personnel by contacting the Primary or alternate POC. |
CLEANING, PROTECTION AND JOB FINISH:
| 1) | After installation and prior to final acceptance, the worksite shall be thoroughly cleaned, using materials and procedures recommended by the manufacturer. |
| 2) | Installer is to provide all remaining materials not installed for the facility to be used for future repair. |
| 3) | Remove all equipment, containers, and all other construction material upon completion of contract. |
| 4) | Job is considered finished after a walk through has been accomplished with the Primary and/or Alternate POC. |
