Technical Proposal Instructions

FA5575-25-B0005, Repair HVAC System Multi, B101-414

DEFINITIONS

As used in this solicitation/contract, the term "Government" shall refer to the "United States

Government" unless express reference to a different named government is made.

1. STEP ONE OF TWO-STEP SEALED BIDDING INSTRUCTIONS

1.1. This requirement will be procured using FAR 14 and FAR 36, Sealed Bidding and

Construction Contracts. The two-step sealed bidding method will be used.

Offerors must follow the instructions contained herein. Offerors are cautioned that noncompliance with the instructions of this technical proposal Request may result in their technical proposal being deemed ineligible for consideration.

1.2 Step One: Submission of technical proposal:

Offerors shall submit only one technical proposal containing all required submission requirements to meet the evaluation criteria. The technical proposal shall NOT include prices or pricing information. The Government will review only one technical proposal per offeror.

Offerors shall submit proposals that are acceptable without additional explanation or information.

The Government may make a final determination regarding a proposal’s acceptability solely on the basis of the proposal as submitted.

The Government may proceed with the second step without requesting further information from any offeror; however, the Government may request additional information from offerors of proposals that it considers reasonably susceptible of being made acceptable and may discuss proposals with their offerors.

A notice of unacceptability or acceptability will be forwarded to the offeror upon completion of the proposal evaluation and final determination. Offerors determined to have submitted an acceptable technical proposal will receive an invitation for bids and will be expected to submit their sealed priced bids within one or two weeks. A site visit may or may not be scheduled. The exact date and time of submission and bid opening date will be notified in the Invitation for bids.

1.3 Step Two: Submission of Sealed Priced bids if technical proposal determined acceptable by

Contracting Officer.

Only those offerors that have submitted an acceptable technical proposal will proceed to Step

Two and will receive an invitation for bids with instructions.

2. TECHNICAL PROPOSAL INSTRUCTIONS

2.1.1 Proposals shall be in the English language.

2.1.2. The Government is not responsible for any costs incurred or associated with preparation and submission of a technical proposal in response to this request. NO OFFEROR WILL BE

COMPENSATED FOR SUBMITTING A TECHNICAL PROPOSAL.

2.1.3. Any proposal which modifies or fails to conform to the essential requirements or specifications of, the request for technical proposals shall be considered nonresponsive and categorized as unacceptable.

2.1.4. If an offeror believes the requirements in these instructions contain an error, omission, ambiguities, or are otherwise unsound, the offeror shall immediately notify the Contract Officer in writing with supporting rationale no later than seven (7) calendar days after the request for technical proposal release date.

2.1.5. Technical Proposals must be sent by e-mail to all members of the Contracting

Construction Team (below) by 27 June 2025, no later than 10:00 hours local time.

It is the offeror’s responsibility to ensure that Contracting has received the proposal before the due date and time. Technical proposals delivered after the exact date and time for receipt of proposals will not be considered.

2.2 TECHNICAL PROPOSAL REQUIREMENTS AND EVALUATION CRITERIA

2.2.1 TECHNICAL REQUIREMENT NUMBER 1:

a. A-E Design Capabilities: The Bidder shall include in his proposal his proposed A-E design firm and the capabilities of the A-E design firm, demonstrating their experience performing design-build construction projects, as well as design of projects of similar type/scope, physical size, and dollar value. Provided experience information must be detailed sufficiently to allow the

Government to ascertain the Bidder’s capability to perform works similar to this effort.

b. Schedule Plan: The Bidder shall include in his proposal the description of his ability to execute the design and construction, minimizing the impact on operations. The plan will include a preliminary summary schedule for the design and construction, including all events associated with the work. The preliminary summary for the design shall include events associated with site visits, site surveys, design review meetings and design submittals. This plan shall be in the form of a bar chart schedule (Gantt chart), showing relationship between activities, the critical path and floats. The Bidder shall use appropriate planning techniques to reduce to a minimum basewide power outages required for this project.

This requirement is considered acceptable when offeror submits sufficient A-E design firm experience and capabilities to demonstrate capability to perform the required design and the bidder’s schedule plan meets the requirements.

2.2.2. TECHNICAL REQUIREMENT NUMBER 2: ECONOMIC, FINANCIAL, SKILL AND

PROFESSIONAL SOLVENCY

Bidder must demonstrate his economic, financial, skill and professional solvency including the following documents in his proposal:

Classification Certificate: Based on the Spanish Law 9/2017, Law of Public Sector Contracts, approved on 8 November 2017, the Bidder shall include in his proposal the following current

Classification Certificate held by the Bidder and/or key subcontractors, if any, and issued by the

Spanish "Registro Oficial de Licitadores y Empresas Clasificadas del Sector Público" of the

"Ministerio de Hacienda ". Bidder may submit a subcontractor’s certificates but the certificate holder must execute the activities related to the certificate. The submitted certificates shall be original or a notarized copy.

2.2.3. TECHNICAL REQUIREMENT NUMBER 3: BIDDER AND KEY

SUBCONTRACTOR AGREEMENT

Submit a Memorandum of Agreement between the Bidder and each Key Subcontractor, if any:

The Bidder must hold a memorandum of agreement between the Bidder and each key subcontractor, if any, establishing that the key subcontractor shall perform the work activity indicated on that memorandum of agreement if the contract is awarded to the Bidder. The memorandum of agreement has to be signed by the Bidder and the key subcontractor and shall be original or a notarized copy.

This requirement is considered acceptable when offeror submits Memorandum of Agreement signed by both parties when the bidder is to perform less than 100% of the total work required to complete the project.

2.2.4. TECHNICAL REQUIREMENT NUMBER 4: ORGANIZATION CHART

Organizational Chart: The Bidder must include in his proposal the organizational chart identifying roles and responsibilities of the key personnel, teaming partners and key subcontractors, if any.

This requirement is met when the organizational chart meeting the requirements above is submitted.

2.2.5. TECHNICAL REQUIREMENT NUMBER 5: KEY STAFF

Key Staff: The Bidder shall include in his proposal the proposed key staff (Project Manager, Designer of Record (DOR), Superintendent, Surveyor, and Safety Officer). The Bidder shall identify Teaming Partners/Key Subcontractors and describe the extent of their involvement in the project and applicable qualifications, certifications, and specialized experience.

This requirement is met when a document identifying key staff as requested above is submitted.

2.2.6. TECHNICAL REQUIREMENT NUMBER 6: PAST EXPERIENCE

The Bidder shall include in his proposal the following documents:

a. 1 to 3 example projects demonstrating the design-build project management experience of the Bidder and/or Key subcontractor, if any, and his (their) capability on a construction project of similar type and scope. The offeror shall include in his proposal the specific applications of best management practices and lessons learned related to management and technical approach from one (1) of the example projects.

b. 1 to 3 example projects demonstrating the experience and capability of the Architect-

Engineer Design Firm on a design of similar type and scope.

c. 1 to 3 example projects demonstrating the experience and capability of the

Construction Firm on a construction of similar type and scope.

This requirement is met when the required sample projects are submitted and demonstrate experience and capability in similar projects.
