General Information
1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
2. This solicitation is being issued as a(n) Request For Quotation (RFQ).
3. This solicitation document and incorporated provisions and clauses are those in effect through:

Instructions to Offerors
FAR provision 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. As prescribed in FAR 12.301(b)(1), the following addendum is provided for this solicitation and hereby amends any language therein:
1. Quotes in response to this solicitation must be submitted no later than 06 September 2024 at 1500 GMT. Quotes must be submitted by email to aaron.hamilton.5@us.af.mil and aaron.ketz@us.af.mil. Quotes must be valid until 30 September 2024.
2. Any questions must be sent to aaron.hamilton.5@us.af.mil and aaron.ketz@us.af.mil no later than 2 September 2024 1400 GMT.
Any answers will be posted to this solicitation as an amendment.

3. Quotes shall include pricing and technical documentation. The technical documentation should show how you will meet or exceed the requirement.
Evaluation Criteria
FAR Provision 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. As prescribed in FAR 12.301(c), the following addendum is provided for this solicitation and hereby amends any language therein:
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
(i) technical;
Lockers must have capacity to store 32 Drum Barrels or 8 Steel IBCs. Lockers must have a sliding door.
Lockers must comply with Health and Safety Guide (HSG) 51, Environmental Regulations and Oil Storage Regulations including, but not limited to:

· Secondary Containment Sump (Welded) must hold 25% of total capacity.

· Must be secured (Lockable doors) - HSG51, Para 76,77.
· The storage facility should be designed, constructed and operated to minimise the risk of damage to the containers, their deterioration, and adverse break-down of the flammable liquid/flammable liquid product. HSG51, Para 86.
· Vented high and low, ideally on two opposite side - HSG51, Para 170.
· Roof should be designed to lift off to guard against building collapse in the event of an explosion- HSG51, Para 181.
Offers must include delivery with the understanding that a crane capable of installing the containers will be required.
(ii) price;
Evaluation of these factors will utilize a Lowest Price Technically Acceptable (LPTA) evaluation approach.
(iii) Certification;
Vendors must provide certification that they are registered to do business and have a physical address in the United Kingdom to be considered for award.
(b) When evaluating price, quotes will be evaluated based on the Total Evaluated Price (TEP). The TEP = Sum of the total price of
CLINS 0001 and 0002.

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract when the offeror returns a signed copy and the Contracting
Officer signs the award document. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after it's receipt, unless a written notice of withdrawal is received before award.
(d) Interactions between the Contracting Officer and the offeror(s), after receipt of quotations that are undertaken with the intent to address any aspect of the quotations may be conducted with all, some, or none of the offerors. The Government reserves the right to award all, some, or none of the requirements in this solicitation.

the offeror verifies by submission of their offer that the representation and certifications currently posted electronically at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, have been entered or updated in the last 12 months, are current, accurate, complete, and applicable to this solicitation.

5352.201-9101 Ombudsman "(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.
(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
(c) If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, Mr. Erik J. (d) The ombudsman has no authority to render a decision that binds the agency.
(e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer."
