RAF Molesworth, UK 2
1.0 SCOPE. This Statement of Objectives (SOO) defines the requirements for the Contractor to Engineer, Design, Furnish, Install, and Test (EDFI&T) a turn-key Giant Voice System expansion required at Royal Air Force (RAF) Molesworth, Uni ted Kingdom (UK).
The current Giant Voice (GV) system has one (1) existing SiRcom Omni-direction speaker and it does not provide sufficient intelligible voice coverage for the entire base populace. The current SiRcom GV system utilizes a fiber network communication infrastructure. The contractor will be required to install an additional Bi-Directional speaker arrays to expand the current GV system audible sound coverage. This project covers the following technical requirements.
1.0.1 The Contractor shall use the existing Giant Voice equipment, related controllers, fiber switches, and media converters and established stand-alone IP network enclave for the GV system expansion.
1.0.2 The Contractor shall install one (1) new galvanized steel poles, 18 meters height, and a direct bury through a concrete slab.
1.0.3 The Contractor shall install one (1) square concrete slab (6ft L x 6ft W x 4ft D). The top of slab shall be a smooth finish, not standing water, and 6 inch above ground level.
1.0.4 The Contractor shall install a Bi-Directional Speaker Arrays; 6 horns (900watt) point toward Firing Range (B611) and 4 horns (600watt) point toward the baseball field. The Contractor shall test and adjust the volume to ensure minimal noise bleed to a surrounding community.
1.0.5 The current SiRcom central control station is located at the Base Defense Operating Center (BDOC) Bldg. 318. The Contractor shall use the existing IP-based central control stations equipment to communicate over fiber network infrastructure reprogram two-way communications software, to include the following: a new siren pole, PC-based computer with GUI interface to all outdoor systems which shall have the pole IP addresses that can be easily selected from a map view or zoning system, monitoring the control, activation and display of siren speaker’s and complete system health status.
1.0.6 The existing AtHoc Network Alerting System is integrated with the current GV system. The Contractor shall program and test the GV expansion system with the existing Government AtHoc IP integration Module (IIM64) to include the new siren SCU/speakers for the proper broadcasting alert messages.
1.0.7 The GV expansion system is a combination of methods using pre-recorded and live voice messages, and electronic communication. RAF Molesworth must have a GV expansion system with the capability to disseminate rapidly and effectively the emergency information to warn all personnel immediately, but no longer than 10 minutes, before, during and after incident notification and verification.
1.0.8 RAF Molesworth’s GV expansion system must be capable of operating and ensuring all personnel can immediately hear or see status changes and take action. For example, RAF Molesworth, UK 3 voice warnings must be audible to personnel outside facilities and over background noise such as air-conditioning units.
1.0.9 The GV expansion system shall provide announcement for terrorist attack, weather warnings, Force Protection, chemical spills, active shooter, exercises, local accidents affecting base operations and/or general announcements.
1.0.10 The Contractor shall utilize pre- and post- proposal walk through information to analyze project requirements, sound propagation analysis, perform engineering design tasks, and develop the data deliverables. The sound propagation mapping software shall be used to determine the sound travel, environmental attributes of the land, buildings and the effect on sound travel. This software shall also be used to determine the best hardware to utilize and the preferred optimal speakers and locations for pole. See Table 1 and Figure 1
1.0.11 The GV expansion system will be monitored and accessible 24/7 by the BDOC. The GV system access will be both secured and password protected.
