Performance Work Statement Group Exercise Instructor

RAF Alconbury United Kingdom

19 November 2018

1. Description of services - The contractor shall provide qualified contractor personnel in support of RAF Alconbury’s exercise program. The contractor shall manage, conduct, and provide the exercises listed in the table under para 1.1. All work shall be performed in accordance with all federal, local laws, regulations, and this Performance Work Statement (PWS) at RAF Alconbury, United Kingdom.

2. Qualifications - All contractor personnel or exercise instructor must meet the requirement of AFI 34- 266, Fitness, Sports and World Class Athlete Program para 3.2.7. The mentioned paragraph states Group exercise instructors must have and maintain a primary instructor certification by a DoD recognized organization (see Appendix A).

2.1. Instructors must also obtain the additional necessary specialized training and certifications for specialized classes. Lastly, group exercise instructor(s) must maintain current first aid and either the American Heart Association’s (AHA) Basic Lifesaving automatic external defibrillator or the cardiopulmonary resuscitation certification or the UK equivalent. These certification requirements are illustrated in the table below.

3. Scope of work – The contractor shall be responsible for creating exercise routines, format, scheduling, and leading exercise classes to eligible military, civilian personnel, and their dependents.

3.1. Each exercise session shall incoporate warm up and cool down sessions.

3.2. The contractor personnel shall maintain a head count attendance log for every exercise session and provide a copy to the Fitness Center staff at the end of each session.

3.3. The contractor personnel shall ensure and maintain the safety of all exercise class participants. This involves but is not limited to checking for any potential safety concern within the exercise area and equipment. Any potential concern shall be immediately addressed to the Fitness Center staff.

3.4. The contractor shall return all exercise equipment or materials used to its original location after each exercise class session.

3.5. The contractor shall adhere to all fitness center policies when performing work. Copies of these policies and any other applicable guidance can be requested from the Fitness Center staff.

3.6. The contractor shall provide a monthly schedule of exercise classes to the Fitness Center staff for review and coordination. The schedule shall be provided to the Fitness Center staff two weeks in advance for review and coordination.

3.7. In case of emergencies, the contractor shall call 911 on any government phone available within the facility. All emergencies or safety mishap shall be reported immediately to the Fitness Center staff on 01480843531 or DSN 268-3531.

4. General Information

4.1. Work Schedule - The Fitness Center shall determine and provide the contractor the required number of classes per week. A typical week requires no less than 10 exercise classes, each exercise class session shall be 60 minutes in length. Classes shall be scheduled on Monday through Friday between the hours of 5:00 AM through 7:30 PM. Any proposed change in the number of exercise class sessions must be coordinated with a fitness center representative and the Contracting Officer. The contractor shall arrive in advance to allow enough time to check- in with the Fitness Center staff and prepare the exercise room or area.

4.1.1. Cancelled classes - The contractor will be notified 24 hours in advance for any cancelled classes. If the government fails to provide the notice and the contractor personnel is present for work, the contractor may submit an invoice for the cancelled exercise class.

4.2. Attire – The contractor personnel must wear appropriate clothing to maintain a proper image in a military and family fitness facility. The attire must be conservative and modest in nature without obscene and offensive language or graphics. Athletic attire and athletic-type shoes will be worn in all activity and equipment areas, in accordance with the Fitness Center dress and appearance standards.

4.3. Government furnished equipment, services, and supplies

4.3.1. Equipment – The government will provide fitness equipment for the contractor’s use in the performance of the PWS.

4.3.2. Utilities – The government will provide the contractor access to utilities such as electricity, water, or anything necessary in the performance of work.

4.4. Hours of operation – The normal hours of operation at the Fitness Center are Monday through Friday, 5:00 AM to 7:30 PM, excluding US federal holidays.
