FA557017Q0011 Attachment 1 Electronic Card Locking System Statement of Objectives (SOO)
1. SCOPE
This specification establishes the MINIMUM requirements for installment of an electronic key card operated door lock system to be installed at RAF Fairford buildings 551, 552, 592 and 187. The installation must include up to date software to be installed on customer’s PC. Key cards must be enabled to access a single room and common access areas. Capability to override locks in event of power outage or lost key must be provided. All new equipment must include mounting hardware, cabling, fittings and complete installation and commissioning.
2. REQUIREMENTS
2.1 Building 551, Stirling House RAF Fairford
2.1.1 Objectives:
1. Provide and install locks and handles for 77 bedrooms and 5 internal common access doors.
2. Provide and install software to operate system, mobile card reader, portable programming device and 3000 end user cards. Software shall enable cards to be coded for up to 2 years.
2.1.2 Government Supplied Equipment
1. HP Elitedesk 705 G2 PC loaded with Windows 10 to operate software
2. 240V AC Fixed Fused Spur for each Request to Exit system
3. Use existing lock barrels if possible
2.1.3 Contractor Supplied Equipment
1. 77 key card operated locks with electronic privacy and complete handle sets for bedrooms.
2. 5 key card operated locks and complete handle sets with high security capability for external doors.
3. Request to exit system at main entrances as per Fire safety code 2007, B5, Appendix B Fire doors
4. Software for system
5. Mobile Card Encoder
6. Portable Programming Device
7. 3000 end user cards
2.2 Building 552, RAF Fairford
2.2.1 Objectives:
1. Provide and install locks and handles for 149 bedrooms and 4 external common access doors.
2.2.2 Government Supplied Equipment
1. 240V AC Fixed Fused Spur for each Request to Exit system
2. Use existing lock barrels if possible
2.2.3 Contractor Supplied Equipment
1. 149 key card operated locks with electronic privacy and complete handle sets for bedrooms.
2. 4 key card operated locks and complete handle sets with high security capability for external doors.
3. Request to exit system at main entrances as per Fire safety code 2007, B5, Appendix B Fire doors
2.3 Building 592, RAF Fairford
2.3.1 Objectives:
1. Provide and install locks and handles for 55 bedrooms.
2.3.2 Government Supplied Equipment
1. Use existing lock barrels if possible
2.3.3 Contractor Supplied Equipment
1. 55 key card operated locks with electronic privacy and complete handle sets for bedrooms.
2.4 Building 187 (Gym), RAF Fairford
2.4.1 Objectives:
1. Provide and install card operated electro magnetic lock on existing main entrance door.
2.4.2 Government Supplied Equipment
1. 240V AC Fixed Fused Spur for Request to Exit system
2. 240V AC Fixed Fused Spur for power supply and back-up.
2.4.3 Contractor Supplied Equipment
1. Card operated electro magnetic lock on existing main entrance door
2. Request to exit system at main entrance as per Fire safety code 2007, B5, Appendix B Fire doors
3. 24v Power Supply and Battery Back-Up
2.5 Product Installation
The contractor shall provide and install all components, hardware and parts necessary for a proper assembly, installation and operation. The Contractor shall furnish all missing components, hardware or parts that may be needed but not necessarily listed in this SOO.
The contractor shall provide a standard commercial warranty on all aspects/components of the installation.
2.6 Product Training
The contractor shall provide system documentation, a one-time training session to personnel required to use the systems in their day-to-day operations and a training manual that covers all areas provided in the one time training session.
