FA5570-16-Q-0018 Multimedia and Video-Teleconference Upgrade Questions and Answers

1 Q: Is a US SECRET security clearance required for this work?

1 A: No, a Secret is not required. Once the equipment is installed onto the SIPRNet, Contractors will no longer be able to perform any type of work on the system.

2 Q: Please confirm Section 3.2.2.1 of Attachment 1 Description of Agency Needs only applies to CLINs 1, 4-7.

2 A: Para 3.2.2.1, it is referring to Item 4 in CLIN 0001 and most the CLINs. The Government does not need the table interface for Stavanger Air Base. It was stated in the paragraph as an overview of intent.

3 Q: Please clarify if you want two camera's and not two separate systems.

3 A: Per the Requirements document, in locations where the sites have both Unclassified and Classified together, (e.g. RAF Alconbury B566 and RAF Welford), the requirement is for separate systems for each. You cannot use the same system for both classifications.

4 Q: Is there a display or projector that your customers prefer?

4 A: No, the requirement is to meet the specifications in Attachment 1.

5 Q: Is it possible to install multiple sites at the same time?

5 A: A designated point of contact at each location will provide escorts, etc.

6 Q: Will pre-award site surveys be conducted?

6 A: No pre-award site survey will be conducted.

7 Q: When will post-award site surveys be conducted?

7 A: Coordination will start immediately after award. The Government requires 7 days to coordinate all passes and escorts for the site survey.

8 Q: What existing power outlets form factors are available at each conference room?

9 Q: Are all power sources 220V 50Hz?

10 Q: What resolution image will the GFE computers output for each room?

10 A: Standard 1680x1080 or 1920x1200.

11 Q: Will all VTC codecs be registered with CUCM?

11 A: All VTCs CODECs will be registered with CUCM.

12 Q: When refereeing to "Videoconference, Integrator package, camera with wall mount," does it mean wall mount for the camera, or an optional wall mount for the SX20 codec.

12 A: The requirement is to wall mount the camera, not the CODEC.

13 Q: What color and finish is desired for the AC rack?

13 A: Standard black.

14 Q: Are there any AV rack height or footprint restrictions particular to any room?

14 A: As small as possible but standard 19” rack will fit in any location. Half rack is preferred where possible.

Questions specific to Building 566, Conference Room, RAF Alconbury, Cambridgeshire 15 Q: Is there existing power at the table for AV use?

15 A: Power outlets are installed on the floor for table power.

16 Q: Does a cable pathway exist from the tablet to the intended AV rack location for AV use?

16 A: There is a useable cable pathway from the AV rack location for AV use.

17 Q: May we have digital copies of room plans which indicate the conference room and operator room?

17 A: Digital copies will not be provided. Post-award site survey can be conducted for this information.

18 Q: Will the GFE unclassified and classified computers need to be in the AV rack?

18 A: They do not have to be in the AV rack. This is dependent on the location spacing available.

19 Q: Will the AV rack be in the operator room?

19 A: Yes 20 Q: Where must the KVM be located?

20 A: The communications room.

21 Q: What GFE computers must be connected to the 4-port KVM?

21 A: 2, one NIPR and one SIPR 22 Q: Which, and how many GFE PCs must connect to the DCS Interface/AV-Bridge ?

22 A: Two (2) and one (1) laptop 23 Q: Will the operator room require video preview of what is occurring in the conference room?

23 A: Yes this is stated in the requirements document.

24 Q: Are two Precision 60 cameras required as would come from ordering two integrator kits with cameras?

24 A: We need one (1) for Unclassified and one (1) for Classified VTC. Two total with separate camera for each.

Questions Specific to Building 26, Unclassified Conference Room, Stavanger Air Base, Norway 25 Q: Is there a size limitation for the AV equipment rack in this conference room?

25 A: Yes, they are offices, not comm rooms. This is why the requirement is for tabletop cameras, etc.

26 Q: Will the display monitor require the table stand or may it be mounted to a wall?

26 A: Possible either way, however based on research, the Government prefers the table stand.

27 A: Yes, they are offices, not comm rooms. This is why the requirement is for tabletop cameras, etc.

33 A: No, the ceiling is standard drywall.

34 Q: Will the table computer input be the only computer input required in this system?

34 A: No, as the requirements doc states, the Government requires the NIPR Desktop in the operator room and the table interface for laptops, etc.

35 Q: If not, how many more laptop inputs will be required and will they be located at the AV rack?

35 A: No, only the 1 table interface module.

36 Q: Where must the KVM be located?

36 A: Operator room 37 Q: What GFE computers must be connected to the 4-port KVM?

37 A: One (1) NIPR PC at this time and one (1) SIPR for future expansion.

38 Q: Which, and how many GFE PCs must connect to the DCS Interface/AV-Bridge?

38 A: One (1) ATT and another in the future plus the table interface.

41 A: The ceiling is drywall.

42 Q: Will the table computer input be the only computer input required in this system?

49 A: It is a standard drywall ceiling.

50 Q: Will the table computer input be the only computer input required in this system?

50 A: Only one (1) SIPR Desktop for this building.

51 Q: What resolution image will the GFE computers output?

51 A: Standard 1680x1080 or 1920x1200.

52 Q: Where must the KVM be located?

52 A: Within the conference room.

53 Q: What GFE computers must be connected to the 4-port KVM?

53 A: One (1) SIPR desktop.
