SECTION 1 DESCRIPTION OF SERVICES
1.1 Overview of Services. The purpose of this requirement is to provide 501st Combat Support Wing and Globally Separated Units (GSUs) throughout England with collaboration capability, within the 501st CSW, HQ USAFE-AFAFRICA, and 3 AF. The collaboration capability will allow the 501 CSW leadership to use a multimedia platform to support the collaboration tools supplied by the DoD, USAF, Defense Connect Online, Lync and Office Communicator, as well as traditional VTC over IP secure and unsecure networks, while also supporting normal media presentation and briefings. This document establishes the minimum requirements for installation of an integrated audio/visual telepresence solution for conference rooms at each site as listed in section 6.3. Each room shall be comprised of integrated audio/visual electronic components, including but not limited to: large display video monitors, commercial grade Audio/Visual Controllers, commercial grade amplifiers and wall-mounted speakers, all incidental equipment, or devices required for operation, and Audio/Video racks. All new equipment must include mounting hardware, cabling, fittings, complete installation and commissioning. The vendor shall install the system in accordance with the applicable government directives called out in this document, and install and configure the system with the finished product being a completely functioning system – a turn-key install.
SECTION 2 CONTRACTOR PERSONNEL REQUIREMENTS
2.1 Engineering and Technical Qualifications.
2.1.1 Any equipment requiring connection, either classified or unclassified, to the DoD global information grid (GIG) will be in compliant with Certification and Accreditation of Air Force Enclaves hosting Real Time Services guidance.
· DISA-provided approved product guide memorandum (APL Memo) associated with each certified device.
· Implementation guidelines listed in the DISA Security Technical Implementation Guidance (STIG).
· Vendor-provided implementation guides
· DoD Unified Capabilities Requirements - (UCR 20133)
SECTION 3 SPECIFIC REQUIREMENTS
3.1 Subtask 1 - Engineering and Technical Services.
3.1.1 The new VTC presentation system will use the existing IP network connections, in all rooms listed in section 6.3. It will also use the existing computer infrastructure.
3.1.2 Power requirements beyond the existing will require 90 day leeway for approval and installation by the base Civil Engineering office. Only standard 220V is currently in place.
3.1.3 Minor modifications to standalone furniture will require user approval. Detail drawings and written explanation will be required
3.1.4 The new VTC presentation system will meet the requirements of Certification and Accreditation of Air Force Enclaves hosting Real Time Services guidance. It will be capable IP connections and multisite functionality. It will use the services of USAFE Video Operations Center and DISA’s Global Video Services and the new Government Video Service.
3.1.5 The conference room system will permit remote operation by a remote control system that is standard use by DoD. If network connectivity is required for the system then it must be an approved item from the DISA APL.
3.1.6 The contractor will provide an initial training session and produce an operator’s manual for the new system.
3.2 Subtask 2 - Management. The contractor manages all aspects of work associated with providing services to the Government. At a minimum the contractor shall accomplish the following:
3.2.1 Ensure personnel meet or exceed stated qualification requirements as stated in the proposal.
3.2.2 Respond to Contracting Officer and Program Manager questions or requests within one workday unless otherwise specified by the Government.
3.3 Subtask 3 - Contractor Deliverables. Contractor personnel shall submit to the Contracting Officer all deliverables as indicated.
3.3.1 Within 7 days of contract award produce a schedule and list of actions to be accomplished by both the government and the contractor.
3.3.2 Within 7 days of contract award produce a detailed technical solution and installation plan.
3.3.3 Within 70 days of contract award complete the installation of fully functioning VTC system(s) meeting the requirements of this PWS.
3.3.4 System Performance Parameters:
3.3.4.1 Each conference room requires a multi-media, video-teleconference, presentation collaboration system. The new system will be able to support classified and unclassified day-to-day briefings and Video Teleconferencing (VTC) with multiple displays. Multi-site functionality will be available at RAF Alconbury building 566 only. The system will have the ability to present different images on these displays, for example, a document or slideshow on one display while presenting VTC participant(s) on the other display. The system shall include a table interface with power, network, USB, VGA + Audio, and HDMI inputs. The briefing classification will automatically display for the classification of setup selected inside and outside the room and “Mute” sign for audio inside the room (i.e. Classified will illuminate red and Unclassified shall be green). The system will include a 10-inch touch panel control unit on the conference table and an additional 10-inch touch panel control unit for use within the communications room where specified in the below requirements. The system will have a speaker system with at least two front speakers and a subwoofer (where applicable below) for room audio and microphones throughout the table. The system must be capable of High Definition, H.323, SIP, and compatible with Cisco Call Manager. The VTC system will have Internet Protocol (IP) capable connections. VTC equipment must be on the DISA Approved Products List (APL) and meet DISA STIG requirements. Entire system will be housed in a suitable communications rack with locking door and power distributor.

3.3.4.3. Product Installation. The contractor shall provide all and install all components, hardware, wiring, and parts necessary for a proper assembly, installation and operation and list them on the Project Quotation. The Contractor shall furnish all missing components, hardware or parts needed for proper operation. The contractor will program and commission all necessary equipment.
The contractor shall provide at minimum a one-year warranty on all aspects/components of the installation.
3.3.4.4. Product Training. The contractor shall provide all system documentation (schematic and user manual) to include a one-time training session to personnel at each location required to use the system in their day-to-day operations.
SECTION 4 GENERAL
4.1 Security Requirement. Contractor personnel meet requirements for access to the base. All work is unclassified. The 423rd and 422nd Communications Squadrons will provide personnel to perform any configuration requirement on classified systems. The contractor will not be permitted to access classified equipment when it has been added to a classified network.
4.2 Place of Performance. On-site at locations listed in section 6.3.
4.3 Hours of Operation. The contractor shall provide the required services Monday through Friday during the core hours of 0800-1700, excluding U.S. holidays.
