PERFORMANCE WORK STATEMENT (PWS)

SECURITY GUARD SERVICES

425 AIR BASE SQUADRON (ABS)

REVISED

October 2012

1. DESCRIPTION OF SERVICES: The Contractor shall provide all personnel, tools, materials, transportation, equipment, labor, supervision and supplies, except as identified herein as Government-furnished, necessary to provide security guard services at 425 ABS, Izmir, Turkey for facilities and locations listed in paragraph 3.2.

1.1. CONTRACTOR RESPONSIBILITIES:

1.1.1. Contractor shall ensure access to specified facilities to authorized personnel IAW Izmir

Air Station Special Security Instructions (SSI) for Hilton and Chapel facilities (H-1/1A) and

SFOI 31-101, SECURITY FORCES OPERATIONS, para 1.4. Contractor shall identify and report suspected pilferage, theft, damage or trespassing to on duty Security Forces. Contractor shall provide surveillance around exterior of facilities to ensure vehicles do not park in the designated

“no parking areas” adjacent to facilities. In the event of a contract dispute, the contractor will provide guard service until the conclusion of negotiations. All Essential Elements of Friendly

Information (EEFI), items such as Air Force Instructions, General Operating Instructions, Special

Instructions, and escort letters) will be protected from public view and only disposed of through pre-approved methods. The contractor will work in conjunction with the 425th ABS Security

Forces (SF). The contractor shall comply with applicable United States and all Turkish labor laws to include, Private Security Law 5188, with regard to status of employees’ employment and payment taxes or other withholdings. Contractor shall document such payments as proof to be provided upon request.

1.1.2. Contractor shall ensure that the security guards will not leave their assigned post unless properly relieved by a qualified replacement. A qualified replacement is defined as another contracted Security Guard or an on-duty 425 ABS/SF member. The contractor shall provide relief for normal breaks and meals. Rotation for normal meal breaks will be worked with the on-duty flight personnel. Security Guards shall not sleep on post. Security Guards shall not be under the influence of alcohol or drugs while on duty. Under the influence is defined as having consumed any alcoholic beverage or drug within eight (8) hours of duty. Any violation shall be cause for immediate removal of the offender from their position.

1.1.3. Contractor shall ensure security guards are issued badges of authority. The guards shall visibly wear the provided badge while performing Security Guard duties. Security Guards shall report all serious incidents and/or accidents immediately to the Base Defense Operations Center

(BDOC) Controller. Security Guard shall ensure their post is maintained in a clean and neat appearance at all times. The contractor shall provide an English speaking Point of Contact as a go between for the day-to-day operations and act as liaison with the 425 ABS/SF. Contractor shall perform and document no-notice spot inspections to ensure the Security Guards are complying with the intent and specific duties in this contract. A record for each employee, which will show training received, date of training received, and any discrepancies found during no-notice inspections will be provided upon request. All work scheduled will conform to current 425

ABS/Security Forces schedule. Security Guards shall wear a neat, well fitting, clean, odor-free, and serviceable uniform provided by the contractor. These uniforms shall be standardized for all guards and display a company name. The Security Guards shall only wear uniforms approved by the Contracting Officer (CO), Contracting Officer Representative (COR), or the Chief, 425

ABS/SF. The uniforms are to be a heavy-duty utility type. Security Guards shall be well groomed and exhibit good personal hygiene.

1.1.4. The 425 ABS/SF shall provide a serviceable portable radio, cellular phone and a hard line phone system to contact contractor headquarters, the security forces or other agencies in the event of an emergency or in the performance of routine duties at designated posts. If government furnished property becomes unserviceable the contractor shall notify 425 ABS/SF immediately.

Security Guards will be required to attend a one (1) hour training class quarterly that will be conducted by the 425 ABS/SF. Two identical classes will be offered and every employee will be required to attend one. Training classes will cover utilizing government-furnished equipment and coordinating/implementing security guard responsibilities in accordance with contractual terms and conditions. Security guards that do not attend these training classes will be subject to the contracting officer requesting their replacement.

1.1.5. In the event of personnel shortages (sickness, termination, resignation), contractor will need to provide required manpower within two (2) hours of notification. Note: Manning priority for Security Guards during all hours of operations is always Hilton ECP and then the Chapel ECP unless otherwise advised from BDOC.

1.1.6. The contractor must comply with Private Security Law of 5188 and each of its employees must bear the certification pertaining to the subject law, while working for the company, thus for the government.

1.2. PERSONNEL QUALIFICATIONS:

1.2.1. Security Guards shall pass a local prosecutor check prior to assuming and performing duties under this contract. Contractor will provide a copy of the background check to 425 ABS prior to Security Guards assuming or performing duties under this contract. An updated check will be conducted every year thereafter. Security Guards shall be of sound mind shall not have physical, hearing or speech impediments that hinder their performance and must be able to lift a minimum of 35 pounds.

1.2.2. Security Guards shall possess fluent English language skills. Fluency is defined as being able to converse with customers, to answer questions and give directions in an understandable manner, and be able to read and write in English. Security Guards shall be trained and equipped by the contractor to comply with all specified duties within this contract. Any specialized equipment required, i.e. protective vests, gloves, etc., will be provided by 425 ABS/SF.

NOTE: (The 425 ABS Commander reserves the right to deny access to any individual at any time).

3. GOVERNMENT PROPERTY AND SERVICES:

3.1. GOVERNMENT PROPERTY FACILITIES: The Government must furnish or make available facilities described in Paragraph 3.2. Government facilities have been inspected for compliance with the Occupational Safety and Health Act (OSHA). No hazards have been identified for which work-around have been established. Should a hazard be subsequently identified, the

Government corrects OSHA hazards according to base-wide Government developed and approved plans of abatement taking into account safety and health priorities. A higher priority for correction will not be assigned to the facilities provided hereunder merely because of this contract initiative.

The fact that no such conditions have been identified does not warrant or guarantee that no possible hazard exists, or that work-around procedures will not be necessary or that the facilities as furnished will be adequate to meet the responsibilities of the Contractor. Compliance with the OSHA and other applicable laws and regulations for the protection of employees is exclusively the obligation of the

Contractor. Further, the Government will assume no liability or responsibility for the Contractor’s compliance or noncompliance with such requirements, with the exception of the aforementioned requirement to make corrections according to approved plans of abatement subject to base-wide priorities. Before any modifications of the facilities performed by the Contractor at his or her expense, the Contractor must furnish the Contracting Officer documentation describing, in detail, the modification requested. No alterations to the facilities must be made without specific written permission from the Contracting Officer and approval of the installation commander. In the case of alterations necessary for compliance with OSHA, such permission must not be unreasonably withheld. The Contractor must return the facilities to the Government in the same condition as received, fair wear and tear and approved modifications excepted. These facilities must be used in performance of this contract.

3.3. GOVERNMENT FURNISHED PROPERTY: The Government will provide all of the listed equipment below and the Contractor shall be responsible for maintaining positive control of all

Government Furnished Property at all times. The Government may inspect the contractor at any time for positive control of equipment. If equipment becomes unserviceable notify 425 ABS/SF immediately

3.4. EQUIPMENT INVENTORY: An inventory of Government Property must be done no later than five (5) calendar days before start of contract and within thirty (30) calendar days before completion of the contract period. The Contractor and a Government representative (identified to the

Contracting Officer by both parties) must conduct a joint inventory of all Government Property and the contractor must sign a receipt for all equipment provided by the Government. Items missing or not in working order must be recorded and the Contracting Officer notified in writing. The

Contractor and the Government representative must jointly determine the working order and condition of all equipment and document their findings on the inventory, if for any reason the contractor does not show for the joint inventory, the inventory conducted by the government will be considered “final”. In the event of a disagreement between the Contractor and the Government representative on the working order and condition of equipment, the disagreement must be treated as a dispute under the contract clause entitled “Disputes.”

3.5. OBTAINING REPLACEMENT OF GOVERNMENT PROPERTY (GP): The Contractor must submit requests, in writing, for replacement of GP to the Contracting Officer’s Representative

(COR) for processing. Such requests must specify the reason for the replacement request. If equipment is lost, stolen, or damaged at the fault of the contractor, the government may require the contractor to replace the equipment at contractor expense.

3.6. GOVERNMENT PROPERTY RECORDS (GPR): The Government will provide those records listed in a joint inventory to be conducted after contract award.

3.7. GOVERNMENT FURNISHED SERVICES (GFS):

3.7.1. Utilities: The Government will provide electricity, water, and ventilation.

3.7.2. Custodial Services: The government will provide custodial services for facilities indicated in Paragraph 3.2.

3.7.3. Telephone Service: The government will provide one commercial line for all local calls and limited long distance calls and one Defense Switching Network (DSN) for all long distance calls to military installations.

3.8. CONTRACTOR-FURNISHED ITEMS AND SERVICES: Except for those items or services specifically stated in Paragraph 3.2, 3.3, 3.4, and 3.6 as Government Property, the Contractor must furnish everything needed to perform this contract according to all its terms.

3.9. CONTRACTOR-FURNISHED MATERIALS: The contractor shall provide the following items and any others found necessary by the government to fulfill the requirements of this contract:

3.9.1. Uniforms.

3.9.2. Transportation.

3.9.3. Documentation of Services.

3.9.4. Training for Specified Duties.

3.9.5. On Site Supervision (Days & Nights): On Site Supervisor must be able to be reached during their shift. Telephone number shall be provided to 425 ABS/SF.

4. GENERAL INFORMATION

4.1. QUALITY CONTROL. Contractor shall develop and maintain a quality program to ensure services are performed in accordance with the provided guidelines. The contractor shall develop and implement procedures to identify and prevent defective service from reoccurring The Contractor evaluator must have a specific quality control inspector to notify in case of customer complaints.

4.2. QUALITY ASSURANCE. The government will periodically evaluate the contractor’s performance by appointing a representative(s) to monitor performance to ensure services are received.

The government representative will evaluate the contractor’s performance through intermittent on-site inspections of the contractor’s quality control program and receipt of complaints from base personnel.

The government may inspect each task as completed or increase the number of quality assurance inspections if deemed appropriate because of repeated failures discovered during quality assurance control inspections or because of repeated customer complaints. Likewise, the government may decrease the number of quality assurance inspections if performance dictates. The government will also receive and investigate complaints from various customers located on the installation. The contractor shall be responsible for initially validating customer complaints. However, the government representatives shall make final determination of the validity of customer complaint(s) in cases of disagreement with customer(s).

4.3. GOVERNMENT REMEDIES. The Contracting Officer will follow Federal Acquisition

Regulation (FAR) clause 52.246-4, Inspection of Services--Fixed Price (Aug 1996), for contractor’s failure to correct non-conforming services. This clause gives the government the right to inspect all services called for by the contract, to the extent practicable at all times and places during the term of the contract.

4.4. HOURS OF OPERATION: The contractor shall provide coverage for two main Entry Control

Points (ECP) with the following amount of personnel per post and hours of operation: ECP #1 will require (2) two personnel on duty 24 hours a day/7 days a week. ECP#2 will require two (2) personnel on duty 12 hours a day/7 days a week.

4.4.1. There will be a minimum of three (3) personnel on DAYS, three (3) personnel on

SWINGS, two (2) personnel on MIDS and one person on FLOAT. DAYS mean 0700 – 1500 hrs, SWINGS mean 1500 – 2300 hrs, MIDS mean 2300 – 0700 hrs and FLOAT means any of these shifts.

Guards must be in place 15 minutes prior to shift start time and stay until properly relieved. The

Government reserves the right to change the schedule with 24-hour advance notice to the contractor by the Contracting Officer. The contractor shall adhere to the change within 24 hours of notification.

4.5. CONTRACTOR SECURITY REQUIREMENTS. The Contractor must assure that all employees possess an employee identification card (ID), issued by 425 ABS/SF, Pass and

Identification Division. Prior to issuance of ID card, contractor, at his expense, will be required to provide SF with a local background check as prescribed in 1.2.1 on all employees he intends to hire.

Each employee must carry two, (2) picture ID cards, one of which is issued through SF.

4.6. PERFORMANCE OF SERVICES DURING CRISIS DECLARED BY THE NATIONAL

COMMAND AUTHORITY OR OVERSEAS COMBATANT COMMANDER: These positions are an Emergency-Essential (E-E) position. In the event of war, a war related emergency, a disaster caused by people or a natural phenomenon, the contractor must perform E-E duties to support the assigned Air Force mission. The Contractor may also be required to take part in readiness exercises.

NOTE: The contractor shall respond to changing requirements or crisis by reducing or increasing the number of security guard hours as directed by the Contracting Officer.

4.7 TRAINING REQUIREMENTS. Security Guards will be required to attend a one (1) hour training class quarterly that will be conducted by the 425 ABS/SF. Two identical classes will be offered and every employee will be required to attend one. Training classes will cover utilizing government-furnished equipment and coordinating/implementing security guard responsibilities in accordance with contractual terms and conditions. Security guards that do not attend these training classes will be subject to the contracting officer requesting their replacement.
