1. Please confirm no payment or performance bonds are required. Box 12 of SF 1442 is checked Not Required, but Box 18 states " "The offeror agrees to furnish any required performance and payment bonds."
Answer: Correct, no payment or performance bonds are required.
2. On page 26 of the RFP under the Clause "(2) PART II - PAST PERFORMANCE", there is a conflict for projects to be submitted whether they must have been completed within 5 or 3 years from the date of the RFP. Can you please clarify. See RFP clauses below.
i. Definitions:
2. RECENT: To be recent, the effort must be on going or must have been performed during the past __5__years from the date of issuance of this solicitation
b. The offeror should complete a separate FACTS Sheet, using roughly the format provided below for a maximum of four (4) active or completed contract (with at least one year of performance history) in the past three (3) years from the issuance date of the RFP, that the offeror considers relevant in demonstrating its ability to perform the proposed effort.
Answer: Apologies on the conflict, past performance must have been completed within 5 years from the date of the RFP to be considered recent.
3. Reference to Attachment 3 - CADJ Drawing GROUND FLOOR PLAN, states that “The bathroom will be removed for construction in Djibouti and the comm, janitorial and electrical rooms will be moved to the space occupied by room 7”.We noticed that the Statement of Work does not include any Plumbing requirements for this project.
Please confirm if the billeting facilities will be exclusively for bedrooms with no consideration for toilet and bath spaces, or if we should allocate a partitioned space for a potential toilet and bath to be constructed by others?
Answer: The spaces are exclusively for billeting. There are still requirements for communications, janitorial, and electrical rooms.
4. Reference to Attachment 3 - CADJ Drawing GROUND FLOOR PLAN, states that “The building will be narrowed at room 7 to accommodate only the required width of the room for the addition of the comm, electrical, and janitorial spaces. Room 15, which will also be narrowed in this process will be converted into a hallway with a door leading to the outside, creating a third entrance facility”.
Since the two opposite rooms will be narrowed, could you please confirm if the width of each bedroom can be adjusted equally to distribute the remaining space?
Answer: The width of the facility shall be reduced to eliminate the extra space. Each dorm room shall be constructed per the provided designs. In other words, the facility should be slightly shorter than 45620 mm wide.
5. Reference to Attachment 3 - CADJ Drawing SECTION DETAILS, the drawing indicate that the roof should have a sandwich panel with a minimum thickness of 100+26mm and an R-value of at least R30, while the exterior walls should have a 50mm sandwich panel.
Please advise the required type, thickness and R-value of the insulation for the roof and wall panels.
Answer: R-30 for roof. Per sheet A10, R25 for external walls.
6. Reference to Statement of Work, item 4.3.2.1.3 Seismic: Based on seismic conditions for Djibouti, as specified in ASCE Seismic Design Criteria and UFC 1-200-01.
We have conducted research on the Seismic conditions for Djibouti in accordance with ASCE Seismic Design Criteria and UFC 1-200-01 and found the following criteria.
Seismic Design Consideration:
Ss =102.0%, S1 = 41.0%, Site Class = D, Seismic Importance Factor = 1.0 Building Risk/Occupancy Category: II (Standard Occupancy Structure) Please confirm if the seismic design criteria above are correct.
Answer: Part of the contract is for the contractor to be responsible for appropriately designing the structural design of the facility to weather seismic activity as dictated by building codes.
7. Are there gypsum ceiling throughout rooms and corridors? SOW mentions selection of ACT tile?

Answer: This project is based off of another construction project in a location using 230v power. Chabelley uses 120v/208v 60 Hz power, so this is still the requirement for this project.
10. Sow mentions comms in corridors, what are the comms requirements for the rooms?
Answer: See Sheet E10 in the attached designs.
11. What are the electrical outlet requirements for each living quarter? Quantity and spacing?
Answer: See sheet E03 and E01 in the attached designs.
