Questions and Answers Page 1, Section 3.0 Place of Performance
- May training commence, occur, and take place solely in Utah high desert, mountains, low desert plains, and sand areas?
Previous operator feedback is that the area in/around Moab, UT is the closest match to the Mongolian steppes. Terrain must include mountainous ascent/descent, high desert, slickrock and high probability of snow (training time was chosen to include snow). It is possible other areas of the southwest could match this description, but it is a known fact that Moab does.
Page 3, Section 5.3 Minimum Instructor Qualifications
- Our instructors have experience in off and on road motorsports, experience driving in Mongolia, as well experience serving in Army Special Operations (deployments in Afghanistan, Iraq, and Kyrgyzstan) . Can this experience be substituted for Camel Trophy and Mongol Rally challenge event(s) experience?
An ideal match would give preference to the named events, as these events took place in the areas we are trying to mimic in this training. At minimum the instructor should have experience driving in central and western Mongolia, to understand the terrain the operators will work in.

- Are all contractor-supplied student vehicles required to have full roll cages and/or roll bars? If so, what sanction body and date of inspection should these have.
- Are all contractor-supplied student vehicles required to have full 4 and/or 5 point harnesses? If so, what safety approval must they have and what is the latest expiration date they should meet?
No. No. Operators will be utilizing Toyota Land Cruisers on deployment. Land Cruiser / Land Rovers with normal safety equipment that will be available in country will suffice. Reference 2-0 scope paragraph.
Page 4, Section 5.6 Items Required for Participants, Sub-Section (a) Medical Liability
- May we substitute qualification in CPR/Wilderness First Aid for EMT?
No. For this specific iteration, the detachment will not have their (normally) organic medic present. EMT necessary for stabilization from training site to ambulance/medflight pickup location.
1. Area BFE Scope
· Are you requesting terrain access only, or are you expecting Area BFE to provide any of the following:
· Instructors
· Vehicles
· Safety personnel or EMT coverage
· Logistics coordination
· Will Area BFE be referenced contractually or publicly as a training provider?
Vendor needs to provide all bullets listed. This is specifically a request for the training, not just a training location.
2. Dates & Access
· Please confirm the specific Utah-based training dates requiring access to our property.
· Arrival and departure times each day.
· Will exclusive, 24-hour access be required during the training period?
· Any pre-staging or post-training access days needed?
Assuming this is related to above question set. Requested training dates are 9-13 Feb, and include overnight bivouac area.
3. Vehicles & Training Activities
· Total number of vehicles onsite per day.
· Vehicle types, weight classes, and major modifications.
· Planned recovery or high-impact activities (winching, rollovers, water crossings).
· Any terrain modification or obstacle construction anticipated?
Vendor would be providing vehicles as stated previously. Ideally 1:2 student ration, NTE 1:3 students. Similar to Land Cruiser 200 series as noted with recovery gear. Activites for training are listed in 5.1.a and 5.1.d.
4. Facilities & Logistics
· Expected footprint for bivouac, staging, storage, fuel, and medical support.
· Any temporary structures, utilities, or equipment being brought onsite?
· Waste, fuel spill containment, and site restoration responsibility.
4x Two man tents. Fuel etc. expected to be provided by vendor with vehicles.
5. Safety & Risk Management
· Proof of general liability and vehicle insurance coverage.
· Emergency response and evacuation plan.
· Confirmation that all participants will execute liability waivers.
First two should be provided by vendor. Trainees can sign waivers.
