About this file

This is a Questions and Answers document for federal contract opportunity FA527026QA042 concerning the procurement of a tire changer equipment at Kadena Air Base.

The Government requires a BIGMASTER BMT 1250X tire changer or equal item with four mandatory options: S/W Action Switching Function, Dual Operation Stand, Automatic Tool Conversion Function, and Three-stage Rotation Speed Control. The contractor's quotation must include delivery to Kadena Air Base, on-site assembly, installation and anchoring, test operation and adjustments, and initial user training. Shipping can be made to DLA Distribution San Joaquin in Tracy, California, but the contractor bears full responsibility for on-site services. The Government will handle all electrical work, including wiring and piping. The installation site will be completely cleared prior to delivery and measures approximately 2,660 x 2,530 units. Crane trucks and forklifts can access the installation area for unloading, and a forklift is available for borrowing on Kadena Air Base. Floor anchoring through drilling into the concrete slab is permitted, with no asbestos present in the concrete floor.

Tire Changer (Equipment)

Questions and Answers

1. Please share the spec sheet and manufacturer name.

A: BIGMASTER - BMT 1250X or equal item.

2. There are several options available for the tire changer machine. Would the basic model be sufficient, or do you need any additional options?

A: Please ensure that all four (4) of the options listed below are included.

a) S/W Action Switching Function

b) Dual Operation Stand

c) Automatic Tool Conversion Function

d) Three-stage Rotation Speed Control

3. Can you confirm whether delivery to the listed DLA Distribution San Joaquin address in Tracy, CA satisfies the contractor’s delivery obligation, with the Government handling onward movement to Kadena?

A: Supplier can ship it to Tracy. However, the contractor is responsible for on-site assembly, installation, testing, and initial user training.

4. “Including set up fee and shipping cost” for the Tire Changer (BMT-1250X or Equal item), is it correct that the quotation should cover delivery to the designated location on Kadena Air Base, assembly and installation/anchoring, test operation and adjustments, and initial user training?

A: Yes.

5. May we confirm that electrical work (such as wiring or piping to the machine) is not required? (If electrical work is necessary, a site visit with an electrical contractor will be required, and the cost would be quoted separately.)

A: The Government will handle the electrical work.

6. Could you please confirm whether we need to remove the existing machine or if the installation area is already empty?

A: The installation site will be completely cleared prior to delivery.

7. Would it be possible for you to share a picture of the installation area? We would like to plan how to install the machines and confirm whether the installation site is accessible.

A: Please see attached photo. There is currently a broken tire machine on-site, but it will be removed before delivery. The available space measures approximately 2,660 x 2,530.

8. Will a crane truck or forklift be able to access the installation area for unloading?

A: Yes.

9. A forklift may be required at the time of delivery. Is it possible for us to borrow a forklift on Kadena Air Base? If a forklift cannot be provided, we may need to bring one onto the base, which would incur additional costs. obstructed?

A: Yes

10. When installing the machine, if floor anchoring is required, will drilling into the floor (concrete slab) be permitted? We are particularly concerned about the presence of asbestos.

A: Since the floor is concrete, there is no asbestos.
