About this file
This document is a Statement of Salient Characteristics for Project ACE Cargo Handling, an initiative by the Air Force Special Operations Command (AFSOC) to reduce the need for standard 10K AT forklifts and fuel supply chains. The key details are:
The ACE Cargo Handling system is an electronic, tracked, remote-controlled material handling equipment that can lift up to 10,000 lbs using forklift tines or be converted to lift 463L pallets. The required items include the Multi-Purpose Expeditionary Platform (MPEP) with Mini-K Loader, standard MPEP, pintle hook/receiver tub, generator, external battery connector, and universal attachment plate. The delivery schedule calls for 1 kit to be delivered to Elmendorf AFB and 1 kit to Kadena AB, both on 30 Dec 2024.
The related federal contract opportunity is a sole source purchase order under simplified acquisition procedures for the ACE Cargo Handling system, as MILL CREEK PARTNERS LLC is currently the only authorized manufacturer. This is not a request for offers, but the government is seeking information to determine if future competitive procurements are warranted.

ACE Cargo handling is an electronic, tracked, remote controlled non-driven material handling equipment that utilizes electrical motors to power hydraulic pumps. The units are made to support up to 10,000 pounds via traditional forklift tines. It is modular in nature and can be converted to lift 463L pallets into the air the same way 25K and 60K loaders do.
2. The full list of salient characteristics of all items are as follows:
