About this file
This document is a Single Source Justification for the procurement of two 30kW Cummins generators to power a Tactical Sensitive Compartmented Information Facility (T-SCIF) at Kadena Air Base in Japan. The justification explains that the Rugged Mobile Power Unit (RMP) generators, which are based on the Advanced Medium Mobile Power Sources (AMMPS) technology, provide significant operational benefits over other generators in terms of reduced logistics footprint, improved mobility, and cost savings. Market research determined that no other generator meets the stringent specifications and performance requirements necessary for the T-SCIF operations. The 18th Operations Support Squadron Intelligence requires these specific Cummins generators to ensure the secure and uninterrupted operation of critical systems such as lights, environmental controls, and communications at the T-SCIF. The document concludes that the procurement of these Cummins generators is essential to maintain the integrity and operational readiness of the T-SCIF facilities.

Single Source Justification (Simplified Acquisition)
Jan 2021 FOR OFFICIAL USE ONLY Page 1 of 1
| Section B Description of the SuppliesServices Required: |
| Section C Justification for Soliciting from a Single Source or Brand Name: The Rugged Mobile Power Unit (RMP) builds on the latest technology in field generators Advanced Medium Mobile Power Sources (AMMPS). The RMP has significant operational benefits for all military services including reduced logistics footprint, improved mobility and transportability in addition to significant operations and maintenance cost savings. |
| Section D Efforts to Obtain Competition: This brand name justification is based on the unique market capability and specific requirements of the military applications in tactical environments. Market research and internet searches have been conducted to identify suitable alternatives, but no other generator has been found that meets the stringent specifications and performance requirements necessary for the 18th OSS/IN operations during the execution of the ACE concept. |
The 18 Operations Support Squadron Intel requires two 30kW Cummins generators, along with the associated peripherals, to power Tactical Sensitive Compartmented Information Facility (T-SCIF) operations in an alternate environment. These generators are specifically designed and tested to meet the demanding operational needs of T-SCIF facilities, ensuring the secure and uninterrupted operation of critical systems such as T-SCIF lights, environmental control units, DIVN systems, and Communications Flyaway Kits.
Market research and internet searches have revealed that Cummins generators have a proven track record of reliability, durability, and performance in military and tactical environments. They have been extensively used by various military units and have consistently demonstrated their ability to meet the unique power requirements of T-SCIF operations.
Considering the critical nature of the operations conducted by the 18th OSS/IN and the need to prevent any mission stoppage, it is imperative to procure these specific Cummins generators. The purchase of alternative generators would introduce unnecessary risks and uncertainties, potentially compromising the operational readiness and security of the T-SCIF facilities.
Therefore, based on the market capability and internet searches, it is evident that the procurement of the specified Cummins generators is essential to ensure the 18th OSS/IN's ability to fully conduct contingency operations and maintain the integrity of the T-SCIF operations.
| Section E Steps to Preclude Future Single Source or Brand Name Awards: Competition is only limited by Cummins manufacturer. | |
| Section F Contracting Officers Determination: For all future similar requirements market research will be thoroughly conducted to search for more and varied competition. | |
