About this file

This document is a Sole Source (Including Brand Name) Justification related to a federal contract opportunity for a Joint All Domain Gateway Router (JAGR) System. The 33rd Rescue Squadron of the Department of the Air Force Pacific Air Forces has a requirement for the JAGR System to support their Agile Combat Employment operations in the Pacific region. The JAGR System, manufactured solely by Science Application International Corporation (SAIC), is the only system that meets the specific technical requirements, including compatibility with the HH60 helicopter, multiple radio interfaces, and rugged compact design. The justification outlines the market research conducted, which found no other sources capable of providing the required items. The associated federal contract opportunity, solicitation number FA527024QA074, is a total small business set-aside. The justification anticipates fair and reasonable pricing due to expected competition among small business vendors who have previously provided similar requirements.

I. Contracting Activity.

Department of the Air Force

18 CONS/PKA

Unit 5199, Bldg. 95 Kadena Air Base, Japan

APO, AP 96368

II. Nature and/or description of the action being processed.

The 33rd Rescue Squadron has requested to procure the Joint All Domain Gateway Router (JAGR) to meet unit Agile Combat Employment (ACE) requirements. The action being processed is a new award and is anticipated to be a firm fixed price contract.

III. Description of supplies/services required to meet agency needs.

The radio kits purchased through this request will allow for ACE operations of the 33rd RQS within the Pacific. The 33rd RQS is the only rescue asset within the AOR and due to the operational nature of being a helicopter unit, the 33rd RQS will be required to actively train to forward deploy, stage in remote locations or islands with limited to no cellular coverage or communications of any means. These radio kits would allow significant C2 and reach back ability for operations in those remote locations, allowing the 33rd RQS to battle track and receive mission notifications and taskings as well as request support when required. These radios will fill a void in which there is not currently a valid option in place for the unit.

A brand name will be used for the procurement method due to the specifications of the requirement. The JAGR System is necessary for use within the HH60, and created continuity through air and ground communication operations. The JAGR system is the only radio kit that will allow interface through differing radios, allowing for mission speed and focus.

Below is the part number and description of the items requested. This procurement will be for quantity 2 EA of the items listed below, with the exception of the last two items listed which will be for a quantity of 1 EA.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

SAIC is currently the only manufacturer who can supply all items and services related to the JAGR system. SAIC provides features in the JAGR system that allowed for multiple interface of differing wavelengths creating continuity for communications. Its lightweight, rugged design also adds an additional level of exclusivity as it fits within the tight spacing of all other HH60 helicopters being flown in PACAF.

As this system is standardized in HH60, it would be in the best interest of the government to procure the JAGR system.

Due to the constraints of the HH60 helicopter, the rugged compact, lightweight design of the JAGR system can fit within the tight space of the helicopter. The system allows for multiple radio waveforms at the same time such as LOS, UHF/VHF, SATCOM MUOS and Link 16 capabilities. Additionally, the open front panel of the JAGR system allows for quick access to the radio and controls.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

In accordance with FAR Part 8.002, a review of all mandatory sources was accomplished to include: internal sources, Air Force strategic sources, Federal Prison Industries, Ability One, Unicor, and GSA Advantage to ascertain if this requirement could be fulfilled through these sources. It was identified that these sources would be unable to fulfill this requirement.

A sources sought was posted to the GPE on 12 April 2024 for this requirement and remained open for 10 days allowing interested vendors to state their capabilities of fulfilling this requirement. At the conclusion of 10 days no responses were received.

Additionally, representatives from 18 CONS reached out to the manufacturer of the Joint All Domain Gateway Router System (JAGR), Science Application International Corporation (SAIC) to verify if there were authorized distributors of the requested items. They stated that other vendors do not require permission from SAIC to resale the items.

Lastly, searches of FPDS-ng were conducted and there were several small businesses identified that had previously fulfilled similar requirements.

Based on market research and needs of the Air Force it is in the best interest to restrict this solicitation to the items outlined above provided by SAIC. It is anticipated that multiple small businesses will compete amongst each other for the resulting award stemming from this solicitation.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

We anticipate fair and reasonable price because we anticipate a competition among vendors. We anticipate multiple proposals due to past performance of small businesses providing the JAGR system to other bases within the Air Force.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

In accordance with FAR Part 8.002, a review of all mandatory sources was accomplished to include: internal sources, Air Force strategic sources, Federal Prison Industries, Ability One, Unicor, and GSA Advantage to ascertain if this requirement could be fulfilled through these sources. IX. Any other facts supporting the use of Other Than Full and Open Competition.

There are no other facts except as outlined above supporting the use of Other Than Full and Open Competition.

X. List of any sources that expressed, in writing, an interest in the acquisition.

There are no sources that expressed interest to this acquisition in writing. However, the manufacturer SAIC, Anatilia LLC and Truth Technology Incorporated were identified through market research as capable of fulfilling this requirement.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

In order to foster competition for further acquisitions it would be beneficial to have an authorized list of resellers for the JAGR system. Many small businesses are capable of providing the system and can efficiently be utilized for the procurement of the JAGR system for years to come. As with any requirement, market research will be conducted so there will be opportunity for companies to prove capability of offering their equipment that will benefit the needs of the government.

XII. Certification by the Contracting Officer.
