TINIAN LODGING-TEMPORARY

STATEMENT OF WORK

SECTION I

1.1. GENERAL SCOPE: The contractor shall provide qualified personnel, supervision, materials, parts, equipment, tools, and transportation necessary to provide and maintain lodging facilities equivalent as shown on each Contract Line-Item Number (CLIN).

1.2. GENERAL TASK: The contractor shall provide lodging/billeting facilities and associated services for a specified period of time. The lodging shall be complete with all the necessary amenities and services customarily furnished to the “general public”.

1.3. CLAIMS & LIABILITY: The government will not be responsible for any miscellaneous charges/damages incurred by travelers. The contractor shall explain to each service member that miscellaneous charges (such as telephone charges, pay-per-view movies, room service, meals, smoking in the facility, damage charges, etc.) are not covered by Agreement and will be charged to and paid by the individual.

1.4. ROOMS: Full lodging services shall be provided. Contractor will be responsible for all maintenance to include replacement of all material at no additional cost to the Government.

1.4.1. ROOM SPECIFICATIONS

1.4.1.1. MINIMUM REQUIREMENTS: The lodging shall be complete with all the necessary amenities and services customarily furnished to the “general public”. For the duration of this contract, a “facility” is considered one building that may contain multiple private rooms with bedspaces and common living areas. A “room” is considered one area that may be closed off from the rest of the facility and/or to the external of the facility. Rooms may access a common hallway or area within a facility or may directly access the outside of the facility. A “bedspace” is considered one bed where 1 individual can sleep.

1. All facilities rented under this contract shall conform to the requirements listed below:

a. Provide working electricity. Power shall be 120V at 60 Hz. At least 2 electrical outlets per room.

b. Provide running hot and cold water in every room. 1 sink, 1 toilet, and 1 shower and/or bathtub per room.

c. Provide functioning Heating, Ventilation, and Air Conditioning (HVAC).

d. Provide working stable Wi-Fi/internet connection available to every room.

e. Each room should be able to be secured from the rest of the facility (or to the outside of the facility) with a key that only the Government tenants and any required facility maintenance personnel are issued.

f. The Government reserves the right to move furniture around and amongst rooms in the same facility covered within this contract. The Government will return the furniture to its original location and in its original condition upon completion of the contract Period of Performance (POP).

g. The facility should have at least 250 square feet of outdoor space where the Government may set up equipment for recreational activities, to include but not limited to: outdoor grilling equipment, fitness equipment, games, seating, and tables. The Government may set up this equipment, leave it up, and secure it to prevent its use by other patrons or the public. Road access to this space is required so that transportation of containerized storage units is possible. The Government will remove this equipment upon completion of the POP.

h. Each facility that has more than one room shall have at least one kitchen for every ten bedspaces.

· A “kitchen” shall contain:

· 1 sink (separate from any bathroom sinks)

· Minimum 1.5 cubic feet of refrigerated space

i. As the number of Government personnel may fluctuate throughout the Period of Performance (POP) of the contract, the Government may use one or some unoccupied rooms on contract as office space.

j. Filtered Water and Ice – Provision access to filtered water and ice that has been sanitized with a UV Filter or suitable similar system.

k. Provide, at a minimum, 1 plunger and 1 toilet scrubber in each bathroom.

1.4.2. DESCRIPTION OF EQUIPMENT AND SERVICE REQUIREMENT

1. The contractor will provide lodging space as identified in CLIN breakout below. This contract consists of one 3-month ordering period with no option period. Each CLIN listed in the schedule shall be quoted at a monthly price.

a. CLIN 0001 - 1 EA: Single Bedroom (1 bedspace)

b. CLIN 0002 - 1 EA: Double Bedrooms (2 bedspaces)

1.4.3. CONTRACTOR’S RESPONSIBILITIES: Contractor shall be responsible for any malfunction of the leased equipment during the lease period, to include but not limited to the following:

1. The Contractor shall provide housekeeping personnel to clean every facility, room, and bedspace at no additional cost to the Government.

a. Sinks, toilets, showers, and other general surfaces shall be cleaned at least twice per week.

b. General trash/waste shall be removed at least twice per week.

c. Linens shall be changed, washed, and replaced at least once per week.

d. Government tenants may choose to skip individual cleanings.

2. The Contractor shall provide maintenance personnel to provide general facility maintenance and repairs at no additional cost to the Government. The Contractor shall provide at least one contact available 24/7 for emergency repairs. This individual shall respond within 1 hour of the Government contacting them.

a. Emergency repairs include any instances where injury or irreparable damage may occur if the issue is not solved as soon as possible (i.e. severe water leaks, electrical problems, structural vulnerabilities).

b. Any damage to the facility that results from negligence of the Contractor to perform maintenance or repairs are not fault of the Government and shall not incur additional cost.

c. Provide replacement of minor and major components parts due to mechanical failure. The Government shall not be liable for normal wear and tear or degradation of equipment (i.e. Minor nicks, scratches, and dents). Maintain and upkeep consistent with manufacturer specifications.

1.4.4. EMERGENCY SERVICE CALL

The contractor shall respond to service calls made by the Contracting Officer, or Authorized Representative in the case of malfunctioning equipment within 1 hour of receipt of call. If repairs are required, a maintenance must be on site to diagnose and complete the repair within 1 days. If repairs require more than a 24-hour turnaround time, a room must be made available for the affected Government tenants within 12 hours no additional cost to the government.

1.5. TECHNICAL PERSON OF CONTACT (TPOC): The Contracting Officer (CO) shall designate individual(s) to act as the TPOC under this contract. The TPOC will represent the Government in the functional area for the contract but will not be authorized to change any of the terms and conditions of the contract. No oral statements of any person, whosoever will in any manner or degree modify or otherwise affect the terms of this contract. The CO shall be the only person authorized to approve changes in any of the requirements under this contract, notwithstanding any provisions contained elsewhere in this contract, and said authority shall remain solely with the CO.

SECTION II

2.0. GOVERNMENT FURNISHED PROPERTIES AND SERVICES

2.1. Government Furnished Facilities (GFF): The Government shall not be furnishing any facilities to the Contractor in the execution of this contract.

2.2. Government Furnished Materials (GFM): The Government shall not be furnishing any materials to the Contractor in the execution of this contract.

2.3. Services: The Government shall not be providing any services for the Contractor in the execution of this contract.
