SUBJECT: PRE-SOLICITATION NOTICE

THIS ANNOUNCEMENT IS A PRESOLICITATION NOTICE AND SHOULD NOT BE

CONSTRUED AS A SOLICITATION.

NOTICE:

This synopsis is not to be construed as a solicitation. Responses will not be considered as proposals, nor will any award be made as a result of this synopsis. The purpose of this synopsis is to make responsible sources aware of an upcoming requirement. A solicitation is expected to be released on or about 1 January 2023. Any future solicitation, including final versions of the specifications and Statement of Work (SOW), will be made available only on the SAM.gov website. Interested Parties are solely responsible for monitoring the aforementioned website for the release of a solicitation package and/or any updates and/or amendments.

PROGRAM DETAILS:

The 18th Contracting Squadron would like to inform the industry regarding a potential Simplified Acquisition of Base Engineering Requirements (SABER) Construction Contract.

The SABER program is defined as an indefinite-delivery/indefinite-quantity contract and is intended as a single award contract. The envisioned SABER program is a firm-fixed price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ) contract that provides a vehicle for the execution of various individual construction projects for multiple U.S. Military Family Housing (MFH) Installations to include but not limited to; Kadena Air Base, Chibana, Camp Shields, Camp Courtney, Camp McTureous, Camp Foster, Plaza, Camp Lester and Camp Kinser in Okinawa, Japan and other facilities on Kadena Air Base, Japan. Contractors will be expected to accomplish projects within a single discipline or a combination of multiple disciplines such as; Civil, Structural, Architectural, Mechanical, Electrical, Fire Protection and small scale ACM/LBP sampling and abatement work with minimum design efforts up to 35% Design. The primary North American Industry Classification System (NAICS) Code for work performed will be NAICS Code No. 236220 and Product Service Code (PSC) No. Z2JZ. During the life of the contract, projects will be identified as task orders.

Individual task orders are anticipated to range between $2,000.00K - $1,000,000.00M / (¥) Yen equivalent. However some Task Orders may exceed $1,000,000 on a case-by-case basis. The total program value will not exceed $49.5M / (¥) Yen equivalent over a five-year period. The contract will contain an initial ordering period of three years and may extend the contract period for one or more successive periods, not to exceed five years total or until the maximum capacity of the contract has been reached, whichever occurs first, pursuant to a modification of the contract. Performance bonds will be required per individual task order in accordance with Federal Acquisition Regulation Part 28.

NOTE:

This SABER program will be performed in its entirety in the country of Japan. The successful offeror must be licensed and registered to perform work in the country of Japan.

The Government is not taking questions at this time, however, any feedback regarding posted documents will be reviewed. All prospective offerors will have an opportunity to ask any questions once the solicitation has been posted. All interested parties must be currently registered in the System for Award Management (SAM) database (http://www.sam.gov/) in order to be considered for award.

The attachments provided with this notice are subject to change and released versions are in draft stages.
