SECTION I – DESCRIPTION OF SERVICES

1. CONTRACT MANAGER

1.1. Contract Position Title. Chapel Support Services Contract Manager

1.2. Description or Scope of Responsibilities. This contract is a non-personal services contract. The Contract Manager (CM) is responsible for the administrative support, logistical support, and overall management required for all Chapel Support Services contracted positions:

Catholic Choir Directors (0800/1200/1600 Masses), Catholic Choir Musicians (0800/1200/1600 Masses), Catholic Youth Ministry Coordinator, Contemporary Worship Service Choir Director, Contemporary Worship Service Musician Accompanist, Gospel Worship Service Choir Director, Gospel Worship Service Musician Accompanist, Traditional Worship Service Choir Director, Traditional Worship Service Musician Accompanist, and the Protestant Religious Education Coordinator.

1.3. Minimum Program Requirements, Tasks and Responsibilities. The CM will:

1.3.1. The CM is responsible for the administrative support, logistical support, and overall management required for the Chapel Support Services Contract.

1.3.2. The CM will be accountable to ensuring that each Chapel Support Service Contract position is filled.

1.3.3. The CM is the point of contact between the contractors and the Kadena Air Base (AB) Chapel’s Contracting Officer Representative (COR).

1.3.3.1. The CM shall have full authority to act on behalf of contractors on all matters relating to the daily operation of their contracted positions.

1.3.4. The CM will conduct initial training for all new contract personnel, ensuring that all contract personnel are abiding by protocols set forth by the Government and Kadena AB Chapel guidelines.

1.3.4.1. Privileged communication training, taught by the Superintendent of Chapel Operations, will be required within 20 days upon hiring (includes new hire replacements and subcontractor personnel) for each contracted position.

1.3.5. Working in conjunction with the Chapel staff, the CM will be accountable to ensuring that all resources required for each position are available for their contractors.

1.3.6. Employee Requirements. It is the responsibility of the CM to ensure that all hired personnel, regardless of their functional area, meet the below requirements:

1.3.6.1. Conflict of Interest. Contractors shall not be any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval in accordance with Department of Defense Directive (DoDD) 5500.7-R, Joint Ethics Regulation. The contractor personnel shall not employ persons for the work of this contract if such employment would create a conflict of interest per Air Force Instruction (AFI) 64-106, Contractor Labor Relations Activities.

1.3.6.2. Must have strong written and oral communication skills and be able to efficiently plan and organize, communicate, and manage diverse program requirements.

1.3.6.2.1. Contractors shall read/comprehend, write, and speak English fluently in order to fulfill their Performance Work Statement (PWS) requirements.

1.3.6.3. Prefer contractors with a High School diploma, General Equivalency Diploma (GED) Certificate, or compulsory education equivalency.

1.3.6.4. All the Choir Directors must have practical experience (two or more years preferred) leading a choir and must be able to read music.

1.3.6.5. All the Choir Musicians/Musician Accompanists must have practical experience (two or more years preferred), must be proficient at playing an instrument (piano/organ preferred), and must be able to read music.

1.3.6.6. All Choir Directors and Musicians must be familiar with the style of music required by their PWS. This may include being familiar with hymns in the Hymnal for Worship and Celebration or selections of licensed music, at the discretion of the Chaplain in charge of the service, required to play for a church choir or praise team.

1.3.6.7. Contractors that are filling a position for the Catholic community must be in “good” standing, as defined by the Catholic Church. They must conform to all Catholic Church Teachings, Archdiocese of Military Service (AMS) Policies, the Liturgical Renewal of the Second Vatican Council and subsequent norms, and practices approved by the American National Conference of Catholic Bishops as given in the National Catechetical Directory, Sharing the Light of Faith, and Air Force Chaplain Corps policies and guidance.

1.3.6.8. Must furnish a resume and/or references validating education and experience requirements.

1.3.6.9. If the contractor is under the age of 18 years old or the contractor is working in a position with children under the age of 18 years old, they must be able to receive a successful clearance from a background investigation IAW Public Law 101-647, Section 231, Crime Control Act of 1990, and DoDI 1402.5, Background Checks on Individuals in DoD Child Care Services Programs. Refusal to submit background investigation documents or an adverse finding from an investigation will result in an immediate termination of the current individual hired into the position, without additional costs to the Government.

1.4. Dates, Times and Performance Location(s).

1.4.1. HOURS OF OPERATION.

1.4.1.1. Normal Hours of Operation. The CM shall be available, as needed, in person or via telephone Monday through Sunday, 0730 until 1800. This may include federal holidays when religious services are required per the PWS.

2. CATHOLIC CHOIR DIRECTOR

2.1. Contract Position Title. Catholic Choir Director (0800/1200/1600 Mass)

2.2. Description or Scope of Responsibilities. This contract is a non-personal services contract. The Catholic Choir Director works in conjunction with the Catholic Chaplain and shall be responsible to lead the choir and community vocals for the 0800/1200/1600 Sunday Mass and any other liturgical services, as listed in Section 2.3.6., on Kadena Air Base (AB), Okinawa, Japan. The duties and services of the Catholic Choir Director include, but are not limited to the following sections.

2.3. Minimum Program Requirements, Tasks and Responsibilities. The Catholic Choir Director will:

2.3.1. Accomplishes the terms of the contract in compliance with the mission requirements and standards set forth and defined by the Department of the Air Force and the Air Force Chaplain Corps. Activities and behavior to the contrary are viewed as grounds for immediate termination of the current individual hired into the position, without additional costs to the Government.

2.3.2. Responsible for music execution for the 0800/1200/1600 Sunday Catholic Mass to include volunteer coordination and training, lesson preparation, multimedia planning, leading rehearsals, and any program development elements to provide a respectable Mass experience. Is responsible for the complete end product or service.

2.3.2.1. May be reasonably required to coordinate activities with the individual(s) responsible for other programs.

2.3.3. Coordinate, in collaboration with the service Catholic Musician and Catholic Chaplain, music and vocals for every 0800/1200/1600 Sunday Mass.

2.3.3.1. Select and request worship music curriculum/media in accordance with local chapel policies, Catholic liturgical seasons, and Catholic Church directives on sacred music.

2.3.3.2. Ensure all worship music and media used is in compliance with copyright laws. Will not copy materials unless authorized to do so with a copyright license. Shall ensure that copyrighted material is not used illegally.

2.3.4. Direct one rehearsal during the week and another rehearsal 30 minutes prior to the start of the 0800/1200/1600 Sunday Mass.

2.3.5. Be responsible, if needed, for recruiting new choir members and musicians to sing/play for the 0800/1200/1600 Sunday Mass.

2.3.6. Coordinate, in collaboration with the service Catholic Musician and Catholic Chaplain, music and vocals for Catholic Holy Days of Obligation and Special Masses. These may include…

2.3.7. Direct one rehearsal during the week and another rehearsal 30 minutes prior to the start of the scheduled Catholic Holy Day of Obligation and/or Special Mass.

2.3.8. Schedule liturgy and music planning meetings, as needed, and work with the other Mass Choir Directors and Musicians to improve the quality of music.

2.3.9. Coordinate, in accordance with local policy and procedures, all support requirements for the program with the Catholic Chaplain in charge. The requirements must be submitted in a timely manner to avoid logistical delays or program cancellations.

2.3.10. In accordance with local policy and procedures, work with the Parish Coordinator to complete Chapel Tithes and Offerings Fund (CTOF) and Appropriated Funds (APF) documents and submit them to the appropriate persons for all Catholic Mass funding requirements specific to this contracted position. In addition, ensure that they are properly completed and submitted in a timely manner.

2.3.11. Be responsible for the care and use of the Chapel musical instruments and equipment during the execution of their contract. Care of the Chapel musical instruments does not include maintenance or repairs ordinarily provided by a non-musician. Will notify their service Chaplain of needed maintenance and/or repairs.

2.3.12. Receive training and become proficient with Chapel sound boards/systems. Training will be provided by the Chapel staff.

2.3.13. Must adhere to all regulations dealing with government facilities, vehicles, and resources.

2.3.14. Facilities.

2.3.14.1. Must arrange for facility use in accordance with local policy and procedures. Will ensure facility requests for all services and rehearsals occurring in Chaplain Corps facilities are filled out and submitted to the Chapel staff.

2.3.14.2. Will be accountable for the cleanliness of all facilities utilized in conjunction with their programs.

2.3.14.3. Will be familiar with and comply with all security procedures to include ensuring all Chaplain Corps facilities are properly secured, doors and windows locked, and lights turned off upon departure when Chaplain Corps personnel are not present.

2.3.14.4. Will be familiar with and implement fire and safety practices in accordance with AFI 91-301, Air Force Occupational and Environment Safety, Fire Protection, and Health (AFOSH) Program, to prevent accidents and preserve the life and health of him/herself and any personnel performing or in any way affected by the performance of this contract.

2.3.15. Personnel will participate in the Operations Security (OPSEC) program locally administered by the Air Force as applicable.

2.3.16. Government owned equipment will not be removed from Chaplain Corps facilities without written authorization from the Senior Installation Chaplain.

2.3.17. Maintains professional standards of conduct and public decorum, including but not limited to dress and appearance.

2.3.18. Observe and adhere to Air Force Instructions and local Chapel Operating Instructions.

2.4. Dates, Times and Performance Location(s).

2.4.1. HOURS OF OPERATION.

2.4.1.1. Normal Hours of Operation. Will fulfill duties at Kadena AB during the scheduled 0800/1200/1600 Catholic Sunday Mass, Catholic Holy Days of Obligation, Special Masses, and all rehearsals coinciding with services provided. Will perform an average of 117 units per year; a unit equals one rehearsal or one service. Scheduled changes must be worked in conjunction with http://www.e-publishing.af.mil/ the Contracting Officer Representative and Catholic Chaplain. The primary location is at Chapel 1 (Bldg. 9800), but he/she is responsible for all scheduled Catholic Masses in any Kadena AB location.

3. CATHOLIC CHOIR MUSICIAN (0800/1200/1600 MASS)

3.1. Contract Position Title. Catholic Choir Musician

3.2. Description or Scope of Responsibilities. This contract is a non-personal services contract. The Catholic Choir Musician works in conjunction with the Catholic Chaplain and shall be responsible for playing piano for the 0800/1200/1600 Sunday Mass and any other liturgical services, as listed in Section 3.3.5., on Kadena Air Base (AB), Okinawa, Japan. The duties and services of the Catholic Choir Musician include, but are not limited to the following sections.

3.3. Minimum Program Requirements, Tasks and Responsibilities. The Catholic Choir Musician will:

3.3.1. Accomplishes the terms of the contract in compliance with the mission requirements and standards set forth and defined by the Department of the Air Force and the Air Force Chaplain Corps. Activities and behavior to the contrary are viewed as grounds for immediate termination of the current individual hired into the position, without additional costs to the Government.

3.3.2. Will be responsible for playing piano for the 0800/1200/1600 Sunday Catholic Mass to include attending rehearsals, preparing service instrument and equipment requirements, and any other program musical playing elements to provide a respectable Mass experience. Is responsible for the complete end product or service.

3.3.3. Will play piano based on the music selected by the Catholic Choir Director and Catholic Chaplain for every 0800/1200/1600 Sunday Mass.

3.3.3.1. Will ensure all worship music and media used is in compliance with copyright laws.

Will not copy materials unless authorized to do so with a copyright license. Shall ensure that copyrighted material is not used illegally.

3.3.4. Will attend one rehearsal, scheduled by the Catholic Choir Director, during the week and another rehearsal 30 minutes prior to the start of the 0800/1200/1600 Sunday Mass.

4. CATHOLIC YOUTH MINISTRY COORDINATOR

4.1. Contract Position Title. Catholic Youth Ministry Coordinator

4.2. Description or Scope of Responsibilities. This contract is a non-personal services contract.

The Catholic Youth Ministry Coordinator works in conjunction with the Senior Catholic Chaplain and shall be responsible for the overall management, logistical support, and program events/activities for the Catholic Youth ministries on Kadena Air Base (AB), Okinawa, Japan.

The duties and services of the Catholic Youth Ministry Coordinator include, but are not limited to the following sections.

4.3. Minimum Program Requirements, Tasks and Responsibilities. The Catholic Youth Ministry Coordinator will:

4.3.1. Serves as the primary youth ministry leader.

4.3.1.1. Submit, to the Chaplain Corps, a completed personnel background check application within twenty 20 working days of the position hire date. Personnel working with children under the age of eighteen (18) must have a background investigation. This is IAW Public Law 101- 647, Section 231, Crime Control Act of 1990, and DoDI 1402.5, Background Checks on Individuals in DoD Child Care Services Programs. Provide all information necessary for background investigation to include an Installation Records Check (IRC), Federal Bureau of Investigation (FBI) Fingerprint Check, and Tier 1 (formerly known as a Child Care National Agency Check and Inquiries (CNACI)).

4.3.1.2. Plans and coordinates programs/events for the youth, which may include weekly worship, Bible study, fellowship, small group, community service projects, youth activities, and other activities.

4.3.1.3. Based on Annual Ministry Plan requirements, local Chaplain Corps Team resourcing and programing, and Catholic Chaplain requirements to meet the needs of chapel parishioners and customers, identify and align core curriculum for the Parish youth ministries. Develop an annual (12-month) calendar of events, Chapel Tithes and Offering Funds (CTOF) budget, and develop a list of appropriated funds (APF) supported items to be submitted to the Catholic Parish Coordinator and Chapel Appropriated Funds Manager to be considered for budget approval if required to fund ministries as applicable.

4.3.1.4. The program will be coordinated with the Parish Advisory Council and approved by the program Chaplain, Senior Catholic Chaplain, and Wing Chaplain. No advertisement of proposed event or activity, either printed or verbal, will be released until approved.

4.3.1.5. For approved Catholic youth ministry program events and activities, timely request funds to the Catholic Chaplain to avoid logistical delays or program cancellations.

4.3.2. Funds Management.

4.3.2.1. Expenditures. Works in conjunction with the Catholic Parish Coordinator to ensure that all expenditures for the Youth Program are properly spent and documented. Must monitor and track all funds spent on the Youth Program to ensure expenditures are within the correct budgeted line.

4.3.2.2. Collections. All funds collected are to be properly secured, counted, deposited, and closed out with the Chapel Account Manager.

4.3.2.3. All funds shall be managed and executed in accordance with Air Force Instructions and Chapel Operating Instructions.

4.3.3. Based on Annual Ministry Plan requirements, local Chaplain Corps Team resourcing and programing, and Catholic Chaplain requirements to meet the needs of chapel parishioners and customers, provide logistical and administrative services in support of Catholic youth ministries.

Operates as customer service representative for the Chapel (answering questions, providing information, guidance, etc).

4.3.4. Create advertisements (external and internal) and coordinate them with the Catholic Parish Coordinator to ensure publicity documents are timely submitted to include, but not limited to, the weekly bulletin inserts, events/special events, and pulpit announcements.

4.3.5. Serves as the central source of information and maintains continuity files: calendar, budget, sacrament records, rosters, after-action reports, background checks, and other documents impacting the Catholic Youth Ministry program.

4.3.6. A qualitative and quantitative after action report shall be generated for each retreat and/or special event and must be submitted to the Deputy Wing Chaplain. This report must be submitted no later than 14 days after the event. The reports should give the purpose of the event, an account of the event, the number in attendance, an evaluation of the event, parts of the event that could be improved, parts of the event that went well, and pictures of the event.

4.3.7. Monthly statistical reports will also be generated. These reports should include numbers of monthly events, attendees, volunteers, volunteer hours, and additional relevant information.

Monthly statistical reports must be submitted to the Deputy Wing Chaplain, no later than the last day of each month.

4.3.8. Parental Coordination and Support. Conduct a parent brief prior to any activity conducted away from Kadena Air Base. Permission slips will be signed by guardians and be in hand before any youth member is to proceed on a retreat or special event. Will ensure parents have an itinerary of events and emergency contact information to reach the Catholic Youth Ministry Coordinator and/or volunteer adult leaders. Will also have parental/guardian contact information should they need to be contacted during the event.

4.3.9. Shall seek and implement ways to keep parents informed of the Catholic Youth Program activities and studies (i.e. parent meeting, Facebook announcements, email distribution lists, etc.). Should special studies address sensitive topics, such as sexuality, the Catholic Youth Ministry Coordinator will inform parents at least two weeks prior to the beginning of the study and answer any questions a parent might have regarding the content to be discussed.

4.3.10. Shall seek and implement ways to keep parents informed of any safety or security situations, even those deemed minor in nature. This will also be officially documented and reported to the Senior Catholic Chaplain or Wing Chaplain, within 24 hours in which the situation occurred.

4.3.11. Must have, or be willing to obtain, Red Cross First Aid and Cardiopulmonary resuscitation (CPR) training.

4.3.12. Shall provide individual spiritual advice and discipleship to students, as needed;

however, the Catholic Youth Ministry Coordinator does not hold 100% privileged communication as Chaplains and Religious Affairs personnel do. Any information received that reveals abuse, harm to self, and/or harm to others must be reported to the Deputy Wing Chaplain.

4.3.13. Recruits, screens, and trains volunteers for youth ministries; prepare, coordinate, and transmit all certifications through Archdiocese of Military Service; maintains current roster.

4.3.13.1. Ensure all youth volunteers have completed a background check, paid for by the government, IAW DoDI 1402.05, Background Checks on Individuals in DoD Child Care Services Programs, and AFI 31-501, Personnel Security Program Management. Ensures that all personal information is protected in accordance with the Privacy Act of 1974.

4.3.13.2. Have the youth volunteers submit, to the Chaplain Corps, a completed personnel background check application within twenty 20 working days of the position hire date.

Personnel working with children under the age of eighteen (18) must have a background investigation. This is IAW Public Law 101-647, Section 231, Crime Control Act of 1990, and DoDI 1402.5, Background Checks on Individuals in DoD Child Care Services Programs.

4.3.13.3. Criminal History. In accordance with DoDI 1402.05, Background Checks on Individuals in DoD Child Care Services Programs, a Criminal History Background Check must be accomplished for all individuals working with children. Consent to the background check is mandatory. Failure to consent to a background check or in the event that a criminal history is found, the current position’s hire will be terminated and a replacement hire will be awarded the position at no further cost to the Government.

5.3.9. Will coordinate, in accordance with local policy and procedures, all support requirements for the program with the CWS Chaplain. The requirements must be submitted in a timely manner to avoid logistical delays or program cancellations.

5.3.10. Will, in accordance with local policy and procedures, work with the Parish Coordinator to complete Chapel Tithes and Offerings Fund (CTOF) and Appropriated Funds (APF) documents and submit them to the appropriate persons for all CWS funding requirements specific to this contracted position. In addition, ensure that they are properly completed and submitted in a timely manner.

5.3.11. Will be responsible for the care and use of the Chapel musical instruments and equipment during the execution of their contract. Care of the Chapel musical instruments does not include maintenance or repairs ordinarily provided by a non-musician. Will notify their service Chaplain of needed maintenance and/or repairs.

5.3.12. Will receive training and become proficient with Chapel sound boards/systems. Training will be provided by the Chapel staff.

5.3.13. Must adhere to all regulations dealing with government facilities, vehicles, and resources.

5.3.14. Facilities.

5.3.14.1. Must arrange for facility use in accordance with local policy and procedures. Will ensure facility requests for all services and rehearsals occurring in Chaplain Corps facilities are filled out and submitted to the Chapel staff.

5.3.14.2. Will be accountable for the cleanliness of all facilities utilized in conjunction with their programs.
