QUESTIONS AND ANSWERS

FOR

SOLICITATION NUMBER FA527018QB004

Question 1: Please understand that this contract is not a so-called “rental” business in Japan. Will it be claimed by the amount of total amount even if there are orders more than the planned number?

Governments Understanding: Is the reagents listed in the Appendix A a fixed amount or will more quantities be ordered?

Answer: The numbers of reagents listed in the Appendix A are fixed quantities to be ordered per one year. If there should be any additional reagents required, it would be procured separately, not from this contract.

Question 2: About payment method, would you be transferring or crediting?

Governments Understanding: Is the payment through a electronic payment or credit card?

Answer: The contractor will submit electronic invoices through the Wide Area WorkFlow (WAWF), electronic payment system. The payment is transferred to a contractor’s registered bank account. The Government Credit card payment will not be used for this contract.

Question 3: Does the contractor indicate the highest bidder for bidding? When we make a bid, we will leave the inquiry window of reagent orders and equipment troubles and the person in charge of work to another company (subcontractor). Does our company accept contracts and only billing work?

Governments Understanding: Can the prime contractor sub out the work to a subcontractor?

Answer: The contract shall be awarded to a prospective contractor, which is a prime contractor.

The prime contractor will submit a quotation in response to this Request for Quotation (RFQ). A prime contractor can sub-contract with another company ( subcontractor). However, a prime contractor is responsible for determining the responsibility of prospective subcontractors (refer to the RFQ page 23, Clause 52.209-6, Protecting the Government’s Interest When Subcontracting with Contractors Debarred, Suspended, or Proposed for Debarment (Oct 2015) (31 U.S.C. 6101 note)). Upon awarded, the Government will deal directly with only a prime contractor, not subcontractor. Any inquiry, reagent orders, customer/technical supports, we will directly contact a prime contractor first. Then, a prime contractor forwards requests and communicate with their subcontractor to perform work.
