New Equipment Purchase: Mitsubishi Electric Mini Cab Description/Specification/Work Statement

1. The contractor shall provide all personnel, equipment, tools, supervision, materials, licenses, and transportation to provide an Electric Mini Cab to be delivered to718th Civil Engineer Squadron (718 CES) Logistics at building 217, Kadena AB Okinawa.

2. Vehicle quantity: 5 each.

3. The Mini Cab shall include the following feature:

a. Voltage : 270/330

b. Battery Type: Lithium-ion Battery

c. Rated Power Output: 2 5 K W

d. Max power output: 30KW/41PS.

e. Max Torque: 196 N-m/20kgf-m.

f. Brake system: Disk/Leading trailing.

g. Vehicle dimensions:

(1) Overall vehicle length: 3,395 mm or longer.

(2) Overall vehicle width: 1,475 mm.

(3) Overall vehicle height: 1,915 mm.

(4) Cargo compartment length: When folding the rear seats 935 mm or longer. When the rear seats are upright 1,370 mm or longer.

(5) Cargo compartment width: 1,360 mm.

(6) Cargo compartment height: 1,210 mm or higher.

(7) Cargo load capacity: 350 kg or over.

(8) Vehicle must be able to seat: 4 persons including driver.

(9) Doors number: 5 doors.

h. Front tires: Single (not duals).

i. Rear tires: Single (not duals).

j. Air Conditioning: Standard manufacturer air conditioning system.

k. Power steering: Standard manufacturer power steering system.

l. Stereo system: AM/FM radio or better.

m. Exterior color: Manufacturer standard gloss white. Contractor is to provide color palette sample for approval after award but prior to installation. A brochure sample will be acceptable.

n. Interior color: Contractor is to provide color palette sample for approval after award but prior to installation. A brochure sample will be acceptable.

o. Power window: The mini cab may be equipped with power windows however this is not mandatory.

p. Privacy glass: Slide door, Rear side and back door.

q. Rear seating requirement: Rear seats must be able to fold for cargo space.

r. Floor mats: (manufacturer standard).

s. Sun visor: Both driver side and passenger side (manufacturer standard).

t. Window visor: Driver side and passenger side.

u. Side mirrors: Both left and right side mirrors must be electronically controlled by operator.

v. Side mirrors folding: Passenger side mirror may be electronically or manually folding by operator.

4. The following requirements apply to all 718 CES Mini cabs:

a. Vehicles are required to be right side steering type for Japan’s left lane driving transportation system.

b. Three sets of keys will be provided for all locks on the vehicle (ignition, battery compartments, doors, etc.).

c. Applicable jack, tools and equipment for changing tires for the class of the mini cab.

d. Emergency flares, warning triangle and basic tool kit.

e. One fire extinguisher mounted (optional if applies to electric mini cabs).

f. Spare tire (manufacturer standard).

g. Tire type, size, ply and load rating of tires for the mini cab must be in accordance with Government of Japan safety standards.

h. One copy of the manufacture’s operator manual for each vehicle.

i. All incidental requirements necessary to operate a vehicle under Government of Japan traffic safety standards.

5. Standard manufacturer commercial warranty that will include:

a. Six and twelve month warranty inspections/warranty services (or other inspection/service timelines as specified by the manufactures standard commercial warranty for the duration of the warranty). There will be no cost to 718 CES for warranty inspections/warranty services (this includes any and all parts, supplies and materials such as lubrication products, etc., associated with warranty inspections/warranty services).

b. The manufacturer is responsible for contacting 718 CES for the warranty service inspections.

c. The 718 CES will transport the mini cab to/from the contractor’s maintenance shop for the 6 and 12 month inspections

d. Contractor will notify 718 CES at 098-938-1111 ext. 634-1150 of upcoming inspection dates at least 30 days before scheduled inspection date.

6. There will be no charges of any type to the 718 CES for inspections, services, transportation, parts, supplies, materials, repairs, etc., under any and all warranties provided for this mini cab.

7. The contractor must provide with the bid proposal a schematic drawing showing vehicle design and dimension specifications in the form of the sample drawing.

Standard manufacturer’s pamphlet with the specific mini cab model being offered clearly identified and accompanied by a written statement in English by the manufacturer certifying that all solicitation specifications are met for the mini cab model being offered.

8. Required mini cab delivery date: 120 days from date of award. The mini cab must be delivered by the manufacturer fully equipped and road ready under Government of Japan standards to the 18 CES, Kadena Air Base, Okinawa, Japan, at building 217. There will be no cost to 718 CES associated with the delivery of the mini cab. The manufacturer will provide two day advance notice of the delivery by telephone call notification to the 718 CES Housing Customer Support Element at 098-938-1111 ext. 634-1150
