1.0 DESCRIPTION OF SERVICES

The contractor shall provide all management, tools, supplies, transportation, equipment, labor and other items and services necessary to perform Environmental Sampling of Waste Water, Hazardous Waste & Environmental Releases at Kadena Air Base (KAB), Camp Courtney, Camp McTureous, Okuma and other locations, Okinawa, Japan as may be required by 718 CES/CEIE to meet the requirements in the Japan Environmental Governing Standards (JEGS). These services may be monitored by a Waste Water (WW) Quality Inspector (QI) and/or a Hazardous Waste (HW) QI of the Environmental Office who will verify that work is completed in accordance with this specification.

2.0 SERVICES SUMMARY

The Contractor service delivery requirements are summarized into performance objectives that relate directly to standards of performance required to meet mission essential needs. For the Performance Objective to be met, service delivery must be in substantial compliance with applicable performance standards. The Performance Threshold describes the minimum overall levels of service delivery required for acceptable quality control. Failure to meet these Performance Thresholds means that contractor Quality Control is unacceptable. The following is a list of the key performance objectives that will be verified as contractually compliant by government personnel; however, inspection of any contract requirement is authorized.

Table 2-1, Performance Objective Thresholds

3.0 ENVIRONMENTAL SAMPLING ACTIVITIES

3.1 SAMPLING REQUIREMENTS

Samples collected under this contract will be documented on the appropriate chain of custody;

Form 2, Request for Laboratory Services, will be used. See appendix E for examples. The appropriate form will accompany each sample delivered to 18 AMDS/SGPL for analysis. For Hazardous Waste, multiple samples of the same type, requiring the same analysis may be identified on a single Form 2.

3.2 COLLECTION OF SAMPLES

The contractor will only collect samples on dates and at times such that the samples collected may be delivered to and analyzed by 18 AMDS/SGPL so as not to exceed sample holding times.

The contractor will establish, at least a week in advance, longer if possible, the dates and times 18 AMDS/SGPL will be closed for military activities such as family days, exercises and other special circumstances to avoid collecting un-useable samples. All samples that cannot be collected as specified due to weather or other unreasonable circumstances shall be collected at times agreed upon by the Environmental QI so as to allow effective sample collection and safe working conditions for the contractor’s personnel.

3.3 WASTEWATER COMPLIANCE (ROUTINE) SAMPLING

Okinawa Prefectural Government Annual Sampling. If the Okinawa Prefecture Government (OPG) collects Discharge Monitoring and Public Water Body samples, the contractor shall perform side by side waste water sampling with the OPG. Public Water Body samples are typically collected just offshore in water waist deep or less. The number, location and analysis of samples will be determined by OPG and may not be the same for each succeeding year. Locations previously sampled are listed but may not include all locations the OPG could choose to sample. Samples to meet this requirement will be collected on the same day, in the same place and within 15 minutes of the time that OPG collected their samples.

Appendix G shows the number of samples from each location, the locations and the parameters requested by OPG for 2008.

Monthly Sampling Requirements. Sampling will be conducted during the first full week of each month or as soon thereafter as weather will permit as agreed upon by the contractor and the Environmental Program Manager/QI located at the building 3621. Appendix F shows the sample schedule, the locations, and the parameters required. Maps to each sampling point are provided in Appendix B.

Annual Sampling Requirements. Additional parameters may be required at each sampling point on an annual basis. These samples will be collected at the same time as the monthly samples and will not require a separate trip for collection therefore the costs for annual sampling should not include transportation costs. Appendix F shows the sample schedule, the locations, and the parameters required.

3.4 HAZARDOUS WASTE CHARACTERIZATION (ON-CALL) SAMPLING

3.4.1 All sampling requirements for Hazardous Waste Characterization will be requested via email by 718 CES/CEIE personnel at least two duty days before the sampling is required.

3.4.1.1 The request will include a POC (normally someone appointed to HWAP duties) and phone number at the sampling location, the sampling location, the waste stream being sampled and the test methods required for analysis. Sampling locations for Kadena AB include Kadena Marina and the Munitions Storage Area. In the event that sampling is required in the Munitions Storage area, 718 CES/CEIE will provide an escort.

3.4.1.2 The contractor will schedule a mutually agreed upon time for the sampling with the sampling site POC within 14 calendar days of the request. Contractor personnel will not handle, move, open or close containers to obtain samples as these activities will be accomplished by the sampling site POC.

3.4.2 Samples of hazardous waste must be collected from containers that are at least ¾ full.

When the contractor discovers that a sample cannot be taken because the container is not ¾ full, the contractor will notify the HW QI to determine if the sample can be collected or if the sampling event must be abandoned.

3.4.3 The contractor will determine the appropriate method of sampling and the sample size based on industry standards and 18 AMDS/SGPL requirements.

3.4.4 The Government will arrange escorts and transportation to sampling locations in the flight-line area if contractor access to the flight-line is not granted to contractor at no fault of the contractor.

3.5 ENVIRONMENTAL RELEASE (ON-CALL) SAMPLING

3.5.1 All sampling requirements for Environmental Release Sampling will be requested by email from 718 CES/CEIE personnel. Emergency Environmental Release Sampling may be requested by phone with an email confirmation from 718 CES/CEIE personnel no later than the next duty day. Routine samples must be collected within 3 duty days of the sampling request and emergency samples must be collected within 4 hours of the sampling request for locations on KAB. Sample collection deadlines for emergency sampling at locations other than KAB will be established by mutual agreement between the requestor and the contractor at the time of the request.

3.5.2 The Government will arrange escorts to the sampling location, if required. If sampling is required within the flight-line area, transportation within the flight-line area will also be provided by the Government. Environmental Release Sampling will primarily be on Kadena Air Base but could be required at Government Installations anywhere on Okinawa or at public locations where US Government vehicles and their cargos could be responsible for environmental releases.

Delays in meeting the sampling deadlines due to non-availability of government transportation or escorts will extend the sampling deadline by the duration of the delay.

3.5.3 The contractor shall determine the appropriate method of sampling and the sample size based on industry standards and 18 AMDS/SGPL requirements.

3.6 CONTRACTOR PERSONNEL

Project Manager. The contractor shall have a project/site manager fluent in both English and Japanese to conduct communication between Government (US or Japan) personnel and the contractor’s employees.
