STATEMENT OF WORK

FOR

COMBATIVE SKILLS TRAINING

1. Description of Services. The contractor shall provide all management, tools, equipment, supplies, and labor necessary to ensure that combative skills training is provided to the 320 Special Tactics Squadron (320 STS). The contractor shall accomplish all combative skills training tasks to meet the requirements of this Statement of Work (SOW).

1.1. Organizations. 320 STS, Kadena AB, Okinawa, Japan

1.2. Mission. Combative training is an essential part of force protection during Special Tactics (ST) missions where ST personnel come in close contact with hostile, belligerent, or unknown actors. These scenarios occur on humanitarian missions not authorizing deadly force, Village Stability Operations (VSO) type missions that require operators to intermix in close proximity with locals, and Close Quarters Battle (CQB) when the aggressor is able to close the distance before being engaged or when controlling belligerent non-combatants. Learning to effectively and efficiently manipulate the human body provides all Special Tactics personnel with force protection skills and gives our operators options in the force continuum between verbal commands and lethal force (and the training to determine when it is appropriate to employ these options).

1.3. Experience and Disciplines. Instructor Staff must have experience in at least three (3) combative disciplines to include but not limited to (boxing, wrestling, MMA, Judo, Jui Jitsu, military combative, Karate, or knife fighting). If combative discipline has a belt system, the instructor must have 1st degree Black belt, or better. In Combative disciplines like boxing, wrestling, and MMA that do not have a belt system, 10 years of experience teaching is required.

In addition instructors must be MAC P and SOC P instructor certified.

1.4. Specific Tasks.

1.4.1. CLIN 0001 Recurring Combative Skills Team Training Task. Instructors should be prepared to test and evaluate Special Tactics personnel in combative skills at the direction of the squadron commander and provide the commander a professional report on the combative readiness of the ST personnel in the unit. Instructors will be required two hours training sessions for a total of forty sessions, for a total of 80 hours.

1.4.2. CLIN 0002 Off-Site Combative Training/ Self-Defense Task. Instructors must be prepared to travel with teams to conduct off-site combative training at temporary duty locations within PACOM AOR with reasonable notice (~4 weeks) approximately 3 times a year for up to 1 week at a time. Instructors should be available to teach self-defense courses to unit members for eight hours during their one week training periods, for a total of 120 hours.

1.5. Minimum Training requirements:

All techniques must be taught with and without body armor Gaining and maintaining dominant body position standing and on the ground Returning to standing position and creating space to employ weapons systems Basic submission techniques—choke and joint manipulation Edged weapon offense/defense and disarmament Weapon retention and disarmament (carbine/pistol) Closing the distance and setting up for a takedown/cuffing Basic takedown techniques Defense to common attacks (front/rear chokes, strikes, push) Basic striking CQB Scenarios with belligerent noncombatants & combatants Detainee control and cuffing

1.6. Class Size. Class size will average 20 to 30 students. Contractor shall provide enough instructors to maintain a 1:20 Instructor / Student ratio for all instruction.

1.7. Deliverables. All deliverables must meet professional standards and meet the requirements set forth in contract documentation. The contractor will be responsible for delivering all end items specified. The following items are deliverables that fall within the scope of the aforementioned tasks and all other stated deliverables.

1.7.1. Reports. The contractor shall provide, at a minimum, one reports: trip report as required to the Director of Operations (DO) and the Contracting Officer (CO).

1.7.1.2. Trip Report. The trip report must be submitted to the Director of Operations no later than 5 days after conclusion of the trip. Trip reports shall include but not limited to: list of individuals trained, types of disciplines, hours trained, date and location of trip.

1.7.2. Delivery Instructions. The deliverables will be submitted digitally, and will be compatible with AF-standard desktop applications.

3. GENERAL INFORMATION

3.1. Contractor Personnel.

3.1.1. Contract Manager. The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate or alternates, who shall act for the contractor when the manager is absent, shall be designated in writing to the contracting officer prior to the contract start date. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The contract manager and alternate or alternates must be able to read, write, speak, and understand the English language.

3.1.2. Contractor Employees. Contractor personnel shall present a neat appearance and be easily recognized as contractor employees. The contractor shall provide each employee with an identification badge that shall include the employee’s name, employee’s photograph, and contractor’s name. Identification shall be available prior to employment and shall be worn or attached to the outer garment at all times.

3.2. Work Schedules. Must be agreed upon by both parties (contractor and supported unit). The contractor shall submit the agreed upon quarterly training schedule that covers all classes, offsite training, and guest instructors to the Director of Operations (DO) NLT one month prior to the beginning of each quarterly training cycle. The contractor shall not deviate from the approved schedule without prior approval from the unit DO or representative.

3.2.1. CLIN 0001 Recurring Combative Skills Team Training. The contractor is authorized up to (2) hours of training per session for a total of 40 sessions annually. The training blocks will be conducted based off the quarterly training schedule provided to the contractor by the supported unit POTF representative.

3.24.2. CLIN 0002 Off-Site Combative Training Task. The contractor is authorized 3 one week training blocks that will account for 40 hrs of training each one week training block annually. The contractor is authorized up to four (4) hours per the 3 one week TDY training period to conduct self-defense training.

3.3. Re-performance of Service. When service performed does not conform to contract requirements, or when service was not performed in a specific area, the contractor shall perform or re-perform the service in conformity with contract specifications at no additional cost to the government. Performance or re-performance of these services shall commence immediately upon notification by the Government Representative. The contractor shall have a sufficient workforce dedicated to ensure corrections are accomplished before noon the next workday without degradation to normal scheduled services.

3.4. Government Remedies. The contracting officer shall follow FAR 52.212-4(a), Inspection and Acceptance Clause, for contractor’s failure to perform satisfactory services or failure to correct non-conforming services.

3.5. Hours of Operation: Normal operation is Monday through Friday, 0730 to 1630, except for federal holidays. There will be mission situations that require the contractor to work other than normal hours. Some of these situations are military exercises, contingency operations, or weather emergencies. If contractor access to a work area conflicts with Air Force mission requirements, the contractor shall re-schedule the work to minimize the disruption to supported units schedule. Such scheduling may require work to be accomplished at times other than normal duty hours.

3.5.1. Federal Holidays. The following is a list of federal holidays observed by this installation.

New Year's Day, January 1 or the Friday preceding or Monday following Martin Luther King's Birthday, 3rd Monday in January President's Day, 3rd Monday in February Memorial Day, last Monday in May Independence Day, July 4 or the Friday preceding or Monday following Labor Day, first Monday in September Columbus Day, 2nd Monday in October Veterans Day, November 11 or the Friday preceding or Monday following Thanksgiving Day, 4th Thursday in November Christmas Day, December 25 or the Friday preceding or Monday following

3.6. Conservation of Utilities. The contractor shall make sure employees practice energy conservation to include all government furnished utilities.

3.7. Contractor/Employee Base Pass and Identification, Special Clearances, and Vehicle Passes. The contractor shall obtain base identification and vehicle passes, if required, for all contractor personnel who make frequent visits to or perform work on the Air Force installation(s) cited in the contract. Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished contractor identification badges while visiting or performing work on the installation.

The Contractor shall be required to complete the following forms (to be provided at the pre-performance conference) in order for employees to gain access to the installation:

a. Contractor Employee Listing

b. Kadena AB Contractor Access Badge Affidavit (CAB)

c. Department of Homeland Security Form I-9 (DHS I-9)

3.7.1. The Contractor Employee List. This form shall list every employee requiring access.

Every time employees change, it shall be updated to reflect additions and/or deletions. Identify those individuals who require escort authority by including the word “escort” next to their names. Limit the number of individuals designated as escorts to a reasonable number (i.e. one or two). For work locations please use building numbers or areas (i.e. Bldg 90618, AMMO Area, etc.). Once completed, email the list to the Contracting Officer in EXCEL or WORD format.

The Contracting Officer will then prepare and attach a cover letter, and forward the Employee List to the Visitor Control Center.

Upon notification that the Employee List has been forwarded to the Visitor Control Center, the other two forms (DHS I-9 & CAB) shall be completed and hand carried to the Visitor Control Center by the employee. If everything is in order, they will receive a contractor badge. If an employee will be driving on Kadena AB they are required to provide a valid driver’s license, vehicle registration, and proof of insurance.

During performance of the contract, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials and vehicle passes for any employee who no longer requires access to the work site.

Upon completion or termination of the contract or expiration of the identification passes, the contractor shall ensure that all base identification passes issued to employees are returned to the issuing office.

Failure to comply with these requirements may result in withholding of final payment.

3.7.2. Contractor Identification. When work under this contract requires unescorted entry to controlled or restricted areas, the contractor shall comply with AFI 31-101, Volume 1, The Air Force Installation Security Program, and AFI 31-501, Personnel Security Program Management, as applicable. Contractor personnel shall wear badges identifying them as contractors at all times. The Government will issue badges through the Base Contracting Office.

3.8. Driving License/On-base Requirements. The contractor and employees shall comply with base traffic regulations at all sites. The contractor shall ensure employees have a current and valid state/country driver’s license.
