Single Source Justification (Simplified Acquisition)

Section A: General Contract Information

Contracting Activity: 18 CONS Purchase Request/ Identification Number:

F2H3C45124AC01

Project/Program Name: Kadena Land Mobile Radio Repeater Site Upgrade and Integration Services

Estimated Contract Cost (including Options):

$1,300,000.00

Section B: Description of the Supplies/Services Required

This is a new firm-fixed price contract that will upgrade the repeaters (26 total) at the three existing Land Mobile Radio repeater sites located on Kadena Air Base. The repeaters currently installed are over 15 years old and have reached end of life support from the manufacturer. With no spare parts available for these repeaters, a failure of one of these items would adversely impact the island-wide coverage Okinawa currently receives under the J2LMR network. The estimated cost to replace these repeaters is $1,300,419.80. This cost includes replacement of 26 repeaters, associated site controllers, antennas, cabling and hardware, as well as integration.

Section C: Justification for Soliciting from a Single Source

Based on the requirements of the government, the list of all equipment required for this upgrade was derived from the Motorola ASTRO 25 G-series Ordering Guidelines. The current J2LMR system is highly specialized and consists of a Master Site Controller, 19 repeater sites, 5 Network Management Terminals (NMT), and 11 consoles, all manufactured and maintained by Motorola using Motorola proprietary communication protocols. Because of these proprietary protocols, only Motorola is capable of manufacturing and integrating the necessary parts and accessories compatible with the existing system at Kadena AB.

Section D: Efforts to Obtain Competition

Motorola has several partner companies that are authorized re-sellers of Motorola equipment; however, Motorola is required as the sole source in order to properly integrate the equipment required to interface with the complex existing system.

Section E: Steps to Preclude Future Single Source Awards

Unless the entire system is removed and replaced with the different manufacturer's equipment, the U.S. Government will always require Motorola manufactured parts for interoperability within the current system. If the purchase is for equipment only, the requirement with which these materials will be purchased will be open to numerous offerors. There is no program in place to replace the existing system.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
