STATEMENT OF WORK
To
Repair the AFN Okinawa AM Tower at Camp Kinser 22 July 2015
1.0 OBJECTIVE
1.1 Repair damage to the AM tower located at Camp Kinser, Okinawa. This requirement shall result in proper alignment of tower, installation of an LED beacon and, as a minimum, replacement of tower section 6 and 7.
2.0 SCOPE
2.1 The contractor shall also provide all labor, materials and equipment necessary to complete this delivery order.
2.2 The contractor shall complete verify all actual measurements, conduct field surveys, load evaluation and testing.
2.3 The contractor (By Crane or other means) will inspect, remove and replace the damaged sections. (as a minimum, Section 6 and 7).
2.4 The contractor will also remove the top two layers of guy wires and re-install them when new 20 foot sections are in place.
2.5 The contractor shall install choke coils in tower sections 6 & 7 to protect tower from lightning damage.
2.6 The contractor shall replace current non-operational beacon with an LED beacon at the top of the tower.
2.7 Ensure final product is within operational, technical and safety specifications of US and Japan.
3.0 CONTRACTOR REQUIREMENTS
3.1 The contractor shall provide a certified structural engineer to oversee the execution of all phases of this requirement.
3.2 The contractor shall be responsible for preventing a collapse of the structure.
3.3 The contractor shall develop and provide a detailed site specific safety plan for working within the Camp Kinser AFN AM Tower compound. Approval of this plan is required prior to start of work.
3.4 The contractor shall closely coordinate with the Contracting Officer (CO) or designated Quality Assurance Personnel (QAP) the work schedule to minimize downtime and interruption of mission operation.
3.5 The contractor shall ensure that the working area (AM Tower) is sealed off and clearly marked to prevent injury to surrounding personnel.
3.6 The contractor shall ensure that all site grounding, bonding and shielding is maintained during this project. Ground rings, wires, and facility grounding will not be disturbed or damaged during this project.
3.7 The contractor shall ensure that all disconnected guy wires will be laid out, or rolled up to prevent damage to these wires during antenna repair/replacement.
3.8 The contractor shall take the following end of work day actions
3.8.1 Ensure that a full, unobstructed view of aircraft obstruction warning lamps and beacons are in place.
3.8.2 Ensure that a lightning rod with a down converter conductor, connected to the grounding system, will remain secured at highest point of the tower.
3.8.3 Ensure that all tools, equipment, and materials used on the tower are lowered or secured to prevent any falling objects.
3.9 The contractor shall provide offsite disposal of all discarded antenna sections, excess guy wires, waste materials, steel, hardware, debris, associated materials and trash generated by this requirement.
3.10 Water supply and bathroom facilities are not available on the site. Electrical power supply and minimal telephone service is only available when the AM Station (bldg. 950) is opened and the contractor shall not plan for access to these services.
3.11 All documents, drawings, reports or correspondence required to be provided by the contractor shall be written in English. Translations shall be accomplished at the Contractor’s expense.
3.12 Project design/technical solution shall use the International System of units (SI) of measurement. Drawing size to be provided shall be A1 size.
3.13 Project design/technical solution shall be coordinated with the designated government agencies involved in project reviews.
3.14 Contractor shall utilize electronic invoicing methods to allow for government receipt and acceptance through Wide Area Workflow
4.0 CONTRACT MANAGER
4.1 The contractor shall provide a contract manager responsible for execution of this requirement. Alternate(s) shall be designated in writing to the contracting officer.
4.2 CONTRACT MANAGER’S QUALIFICATION:

4.2.3 This license must specify authorization to oversee steel structural work for installation of 100m-length antennas(鋼構造物工事)and telecommunications work(電気通信工事)
4.2.4 This license must be valid for the duration of the entire project.
4.3 The contract manager or alternate(s) shall have full authority to act on all contract matters.
4.4 The contract manager or alternate(s) shall be available during scheduled hours of operation. After normal duty hours, the manager or alternate(s) shall be available within 4 hours.
4.5 The contractor shall ensure the contract manager or alternate can be contacted during other than normal duty hours. Telephone numbers/e-mail addresses shall be provided to the contracting officer.
4.6 The contract manager and alternate or alternates must be able to read, write, speak and understand English.
5.0 CONTRACTOR EMPLOYEES
5.1 The contractor shall not employ persons for work on this contract if such employee is identified to the contractor by the contracting officer as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population.
5.2 CONTRACTOR’S QUALIFICATION:
5.2.1 The contractor is required to provide licensed employees and possess the following listed licenses.
5.2.2 The contractor shall submit a list with the employee’s name, name of licenses with a copy of the licenses, date obtained, and validation.
5.2.3 The required licenses shall be current and updated when changes occur.
5.2.4 Chief Telecommunications Engineer(電気通信主任技術者) issued
by Ministry of Internal Affairs and Communications(総務省管轄), the Government of Japan, through sufficient experience upon obtaining the license of Chief Transmission and Switching Engineer(伝送交換主任技
術者).
5.2.5 1st Class, Land (Radio) Transmission Engineer/Technician(第1級
陸上無線技術士) issued by the Ministry of Internal Affairs and Communications(総務省管轄) the Government of Japan.
5.3 Contractor personnel shall present a neat appearance and be easily recognized as contractor employees.
5.4 The contractor is responsible for ensuring that all the employees on site are trained on tower climbing safety and the dangers involved during the execution of this contract.
5.5 The contractor shall not employ any person who is an employee of the US
Government if employing that person would create a conflict of interest.
Additionally, the contractor shall not employ any person who is an employee of the Department of Defense, either military or civilian, unless such person seeks and receives approval according to DoD 5500.7-R Joint Ethics Regulation. The contractor shall not employ any person who is an employee of the Department of Defense as such employment would be contrary to the policies in AFI 64-106.
5.6 The contractor is cautioned that off-duty active military personnel hired under this contract may be subject to permanent change of station, change in duty hours, or deployment. Military Reservists and National Guard members may be subject to recall to active duty. The abrupt absence of these personnel could adversely affect the contractor’s ability to perform, however, their absence at any time shall not constitute and excuse for nonperformance under this contract.
6.0 WORKING HOURS
6.1 0800 to 1700 Hours, Mon thru Friday excluding U.S. legal holidays.
6.2 Recognized Holidays. The contractor is not required to provide service on the following days: New Year’s Day, Martin Luther King Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Days, Thanksgiving Day, and Christmas Day. If the holiday falls on Saturday, it is observed on Friday. If the holiday falls on a Sunday, it is observed on Monday.
7.0 GOVERNMENT FURNISHED MATERIALS (GFM)
7.1 Not Applicable
8.0 GOVERNMENT FURNISHED UTILITY
8.1 Government Furnished Utilities will be provided where available at no cost to the contractor.
9.0 GOVERNMENT OVERSIGHT
9.1 The contractor shall submit their Safety Plan to the local QAP prior to work beginning.
9.2 78th Signal BN shall provide Quality Assurance throughout the execution of this project.
9.3 All moving, relocating or removing of grounding, bonding and shielding requires prior approval by the QAP or 78th Signal BN.
9.4 Removal, cutting, or relocation of the grounding system requires prior approval by the QAP or 78th Signal BN.
9.5 Lock out/tag out procedures will be performed by the American Forces Network
(AFN) Maintenance Technician prior to start of work.
9.6 The Overall quality of work will be inspected along with site surroundings to ensure of cleanliness and quality completion prior to acceptance.
10.0 APPLICABLE GUIDELINES/REGULATIONS
10.1 Guy wire tension, tower plumbness and twistness are within specifications IAW
TIA/EIA-222-F.
10.2 Tower Erection conforms with:
10.2.1 The National Association of Broadcasters Engineering Handbook, 9th
Edition, section 2-2
10.2.2 TIA-222-G
10.3 Design must conform to original as built drawing attached.
10.4 All material and construction shall meet or exceed US Government and Japanese
Construction Standards.
10.5 The contractor shall perform all necessary work in accordance with applicable regulations and standards in this contract
11.0 WEATHER REQUIREMENT
11.1 Authorized delays/work stoppages shall be determined by Contracting Officer (CO), the Quality Assurance Personnel(QAP) or designated government personnel.
11.2 Operations During Typhoon Conditions. When Tropical Cyclone Condition
Readiness 2 (TCCOR 2) is declared, all work will cease immediately. The contractor will clean up and dispose of all loose debris and waste as directed by DPW personnel to secure the job site against damage that may result from anticipated weather conditions. Contractor responsibility shall remain the same during tropical cyclone declaration "Tropical Cyclone Condition of Readiness 1 Caution (TCCOR1C)." Upon the declaration of TCCOR1C, the contractor employees shall be excused from all duties. Upon declaration "Tropical Cyclone Condition of Readiness 1 Recovery (TCCOR1R)," the contractor will immediately be available for duty
12.0 SECURITY REQUIREMENTS
12.1 The contractor shall safeguard all sensitive and For Official Use Only (FOUO) information which the contractor may be subjected to during the course of fulfilling this contract. Contractor personnel shall not disclose any sensitive and FOUO information to any personnel or agencies, government or civilian, who/which do not have a verifiable need to know that information. Should contractor personnel receive or suspect they received classified information; the contractor shall identify their suspicion to the CO or the QAP. The CO or the QAP will then arrange for a security debriefing between the contractor and the appropriate security personnel.
13.0 QUALITY CONTROL
13.1 In compliance with the FAR 52.246-4, Inspection of Services - Fixed-Price, the contractor shall provide a Quality Control Plan to the contracting officer for acceptance not later than the post-award conference. The contracting officer will notify the contractor of acceptance or required modifications to the plan before the contract start date. The contractor shall make appropriate modifications and obtain acceptance of the plan by the contracting officer before the contract start date.
13.2 The plan shall include:
13.2.1 A description of the inspection system to cover all services listed in the section 2.0. Description shall include specifics as to the areas to be inspected on both a scheduled and unscheduled basis, frequency of inspections, and the title and organizational placement of the inspectors.
Additionally, control procedures for any government provided keys or lock combinations shall be included.
13.2.2 A description of the methods to be used for identifying and preventing defects in the quality of service performed.
13.2.3 A description of the records to be kept to document inspections and corrective or preventive actions taken.
13.3 The records of inspections shall be kept and made available to the government throughout the contract performance period and for the period after contract completion until final settlement of any claims under this contract.
14.0 QUALITY ASSURANCE
14.1 In accordance with FAR 52.246-4, Inspection of Services - Fixed-Price, the government will evaluate the contractor’s performance under this contract. When an observation indicates defective performance, the QAP will require the contract manager or representative at the site to initial the observation. The initialing of the observation does not necessarily constitute concurrence with the observation, only acknowledgment that he or she has been made aware of the defective performance.
15.0 PERFORMANCE EVALUATION MEETINGS
15.1 The contracting officer may require the contract manager to meet with the contracting officer, contract administrator, the QAP and other government personnel as deemed necessary. The contractor may request a meeting with the contracting officer when he or she believes such a meeting is necessary. Written minutes of any such meetings shall be recorded in the contract and signed by the contracting manager and the contracting officer or contract administrator. If the contractor does not concur with any portion of the minutes, such non-concurrence shall be provided in writing to the contracting officer within 10 calendar days following receipt of the minutes.
