Description
Kadena AB has a robust appliance warehouse used to repair and replace Government owned appliances for all personnel assigned to Okinawa, Japan. All of the appliances maintained in inventory are Whirlpool brand appliances; as such parts needed to facilitate in-house repairs have to be compatible with Whirlpool. Given the fluctuating nature of personnel movements (Permanent Change of Station (PCS), Temporary Duty Assignments (TDY), and other various relocations) the appliance warehouse is able to, at best, estimate quarterly the types and numbers of parts needed to replenish stock. There are very limited sources, available locally, to facilitate the purchase of parts and during the peak seasons for personnel movements, there is a greater need to replenish parts.
Given this information, we are looking for strategic and enduring solutions to supply parts needed to repair current and new appliances.
Below is a list of appliances currently maintained by Kadena AB. These appliances all range in age and model numbers, but are all Whirlpool appliances. Appliances are typically maintained from 7 to 12 years, or until it is no longer feasible (due to locating repair/replacement parts) to maintain/repair any given appliance. There is currently a stock of commonly used parts on hand, but the replenishment of stock, along with ordering specialty parts, presents a challenge. Additionally, when an older appliance is no longer serviceable, a new model (in inventory) replaces that unit. The Government does not have the capability to maintain a stock of all parts for all ages and all models of these appliances, so requests for parts are placed as needed.
The following list of appliances, and the numbers of units on hand, is what is currently being maintained:

6. What solutions would you suggest for incorporating flexibility within the contract vehicle for incorporating new models of appliances?
7. What is a reasonable (or commercial standard) lead time for delivery of appliance parts once ordered (i.e. 30/60/90 day delivery time)?
8. If, in extenuating circumstances, parts are needed in an expedited manner (less than 30 days for instance) what capabilities would you be able to provide?
9. Given the above question, is a quarterly projection of stock replenishment sufficient? Would a monthly or semi-annual projection more contusive to this type of requirement?
10. Typically the Air Force structures contracts, and DFAS pays, under NET 30 terms.
Are these payment arrangements standard in the commercial marketplace?
11. Given the solutions provided above, do you recommend or suggest other payment mediums (i.e. GPC)
12. Please identify any factors that contribute to or increase risk or uncertainty to developing/implementing a solution for this requirement. Please rate any factors you identify as either high or low regarding the degree of risk to the contractor (you). For high risk factors, please explain why the risk is high and suggest how the Air Force might mitigate or reduce this risk.
