DESCRIPTION OF SERVICES.

The contractor shall provide all management, tools, supplies, transportation, equipment, labor and other items and services necessary to perform Environmental Sampling of Waste Water, Hazardous Waste & Environmental Releases at Kadena Air Base (KAB), Camp Courtney, Camp McTureous, Okuma and other locations, Okinawa, Japan as may be required by 718 CES/CEAN to meet the requirements in the Japan Environmental Governing Standards (JEGS). These services will be monitored by a Quality Inspector (QI) who will verify that work is completed in accordance with this specification.

1.1. ENVIRONMENTAL SAMPLING ACTIVITIES

1.1.1 Common Sampling Requirements. Sampling requirements include but are not limited to: transportation to the sampling location, collection of the samples, preservation of the samples collected, transportation of the samples to Det 3 USAFSAM (Bldg 853), and maintenance of an accurate inventory of all samples collected using the Microsoft® Excel spreadsheets illustrated in Appendix G-1. Samples collected under this contract will be documented on Form 2, Request for Laboratory Services, see Appendix F. A Form 2 will accompany each sample delivered to Det 3 for analysis. Multiple samples of the same type, requiring the same analysis may be identified on a single Form 2.

1.1.2 Collection of Samples. The contractor will only collect samples on dates and at times such that the samples collected may be delivered to and analyzed by Det 3 so as not to exceed sample holding times. The contractor will establish, at least a week in advance and longer if possible, the dates and times Det 3 will be closed for military activities such as family days, exercises and other special circumstances to avoid collecting un-useable samples. All samples that cannot be collected as specified due to weather or other unreasonable circumstances shall be collected at times agreed upon by the QI so as to allow effective sample collection and safe working conditions for the contractor’s personnel.

1.1.3 Waste Water Compliance (Routine) Sampling

1.1.3.1 Okinawa Prefectural Government Annual Sampling. The contractor shall perform side by side waste water sampling with the Okinawa Prefecture Government (OPG) when the OPG annually collects Discharge Monitoring and Public Water Body samples. Public Water Body samples are typically collected just offshore in water waist deep or less. The number, location and analysis of samples will be determined by OPG and may not be the same for each succeeding year. Locations previously sampled are listed but may not include all locations the OPG could choose to sample. Samples to meet this requirement will be collected on the same day, in the same place and within 15 minutes of the time that OPG collected their samples. Appendix I shows the number of samples from each location, the locations and the analytes requested by OPG for 2008.

1.1.3.2 JEGS Quarterly Sampling Requirements. Sampling will be conducted during the first full week of the first month of each quarter (October, January, April & July ) or as soon thereafter as weather will permit as agreed upon by the contractor and the TRCO.

The contractor shall perform waste water sampling at Camp Courtney, Camp McTureous, Okuma (2 locations), Kadena Gate 1 and Kadena Gate 4. Appendix H shows the number of samples from each location, the locations and the analytes required for 2008. Maps to each sampling point are provided in Appendix C.

1.1.3.3 JEGS Annual Sampling Requirements. Additional analytes are required at each quarterly sampling point on an annual basis. These samples will be collected at the same time as the quarterly samples and will not require a separate trip for collection therefore the costs for annual sampling should not include transportation costs. The annual sampling events are indicated in Appendix H and are not accomplished at all locations during the same quarter.

1.1.4 Hazardous Waste Characterization (On-Call) Sampling

1.1.4.1 All sampling requirements for Hazardous Waste Characterization will be requested via email by 718 CES/CEAN personnel at least two duty days before the sampling is required.

1.1.4.1.1 The request will include a POC (normally someone appointed to HWAP duties) and phone number at the sampling location, the sampling location, the waste stream being sampled and the test methods required for analysis. Sampling locations for Kadena AB include Kadena Marina but not the Munitions Storage Area.

1.1.4.1.2 The contractor will schedule a mutually agreed upon time for the sampling with the sampling site POC within 14 calendar days of the request. Contractor personnel will not handle, move, open or close containers to obtain samples as these activities will be accomplished by the sampling site POC.

1.1.4.2 Samples will be collected from containers of waste at Kadena AB which are at least ¾ full so that a representative sample of the materials being accumulated may be collected for analysis. Variations on this requirement may be approved by the QI.

1.1.4.3 The contractor will determine the appropriate method of sampling and the sample size based on industry standards and Det 3’s requirements.

1.1.4.4 The Government will arrange escorts and transportation to sampling locations in the flight-line area if contractor access to the flight-line is not granted to contractor at no fault of the contractor.

1.4 PERFORMANCE PERIOD

FY09 Basic Year: 1 Oct 11 – 30 Sep 12 FY10 Option 1: 1 Oct 12 – 30 Sep 13 FY11 Option 2: 1 Oct 13 – 30 Sep 14

2. BASIS FOR SUCCESSFUL PERFORMANCE.

2.1 SUCCESSFUL PERFORMANCE

This requirement is based on a need for environmental sample collection and delivery of those samples to the Det 3, USAFSAM laboratory, Bldg 853, in a condition that will allow the laboratory to analyze them according to industry standards. The only basis for success is the delivery of the required samples to the laboratory in a condition that meets industry standards. Industry standards can be obtained from the laboratory in regards to holding times, temperature of the preserved samples, volumes of samples, types of sample containers, etc. The contractor’s performance for a sampling requirement will therefore be based on the successful delivery of the requested sample in acceptable condition as indicated by the absence of exceptions to the required parameters on the Form 2. Examples of unacceptable samples include but are not limited to: temperature exceeded, holding time exceeded, broken/leaking containers, inadequate volume and contaminates.

NOTE: Personnel who collect samples have no professional status, technical training degree, apprenticeship or other trade association resulting in a certification that can be used to demonstrate their ability to perform the work under this contract. For this reason, personnel are required to have the training specified in paragraph 4.9 to insure they have a basic knowledge of the hazards of the chemicals to which they may be exposed and the protective measures needed to keep them safe. It is also the reason that the company at which they are employed must be a certified laboratory, paragraph 4.10.1. The laboratory association, indirect supervision of laboratory personnel and training is intended to insure the contractor’s ability to perform the services required of this contract.

2.2 PARTIAL PAYMENTS

This requirement often specifies multiple samples for a single sampling event.

Successful performance for these circumstances shall be determined as a proportion of the success compared to the total requirement for the event. For example, the waste waster quarterly sampling event at Okuma involves sampling both the waste water treatment plant outfall and the bio-reactor at the water production plant. Each location has a number of samples and a number of analytes for each sample. If during transportation, one sample from the bio-reactor is broken then the number of analytes for that sample will be deducted from the total number of analytes for both and divided by the total number of analytes. This decimal value is then multiplied by the line item cost to establish the amount payable for the service provided. For sampling events with separate travel costs, the deduction is applied to both the travel and the line item requested. These deductions are only deductable for circumstances that are the fault of the contractor. A sample damaged or destroyed by the laboratory after receipt of the sample shall not be deducted from the contractor’s payment. Any samples that can be replaced by the contractor shall be replaced at no additional expense to the Government and no proportional deduction will be made for replaced samples. Most samples are not replaceable especially at a time later than the original event. Samples to be replaced on a date other than the original event require the approval of the Quality Inspector (QI).

2.3 MISREPRESENTED HAZARDOUS WASTE SAMPLING PAYMENTS

Samples of hazardous waste must be collected from containers that are at least ¾ full.

When the contractor discovers that a sample cannot be taken because the container is not ¾ full, the contractor will notify the QI to determine if the sample can be collected or if the sampling event must be abandoned. If the sampling event is abandoned, the contractor shall be paid for travel only. If the QI approves collection of the sample, the sampling event will be paid as a normal sampling event.

Subject Environmental Sampling Results

1. Brief description of the background on the sample. What the waste stream or material was.

What the process was that created or caused it. Why the sample was taken. Who requested the sample and where the sample was taken.

2. Describe the results of the analysis. State limits the material may exceed. If there was a problem with the test and what can be stated from the results. For example, the surrogate recovery rate was below the limits for the test but matrix interference was adjusted to compensate for the problem so these results still have reasonable accuracy and can be use to characterize the waste as hazardous based on the limit exceeded.
