# QUESTIONS ANSWERS
1 Hardened asphalt? You know how much is left in tanks? Or asphalt Liquid emulsifier? The amounts are unknown 2 Shouldn't be any concrete pads for removal, if I read correctly, the plant was relocated to this spot? The plant was relocated to this spot.
3 What about hardened asphalt in the dryer drum? This is unknown and cannot be verified.
4 Title/-bill of sale? If you wanted to repurpose the trailers? The trailers will not be repurposed 5 Will a copy of this morning's sign-in sheet available? No
Any environmental problems/concerns from leaking oil? (Translation) where all of the non-asphalt/emulsifier tanks cleaned? This is unknown and cannot be verified as this batch plant has been sitting since 2019.
7 What is the size or capacity of each component of the plant? The exact size or capacity of the plant is unknown 8 Do you know what the brand/model of the machine is? The brand is Terex 9 Is every component of the plant empty? Some components may be empty, some may not.
10 Are there power and water available at the site? Power and water is not available on site and should be coordinated by means of the vendor.
Hazmat Testing/Assessment will be required for this bid project. If found positive for any hazmat, the disposal of hazardous materials is subject for cost adjustment. Kindly confirm. It is understood that costs may change is hazordous materials are on hand. This will need to be communicated with the COR.
There’s an existing stainless-steel tank and other tank on-site. Kindly advise if those tanks are empty and no Hazardous materials to be dispose. This is unknown and cannot be verified as this batch plant has been sitting since 2019.
Scope state disconnects and removes all utilities (Electricity, water, gas etc. We would like to clarify to the Government the extent of works on this removal. Is underground utility included for removal. Underground utility is not require for removal.
14 Is there required restoration for existing ground like seeding and or pavement restorations. Restoration is not required, however the vendor is expected to manage that site in a responsible manner and do everything in it's power to maintain the property.
Please clarify the Period of Performance. The solicitation, para. VII, Aiii Period of Performance is 120CD while on the PWS para 1.5 Period of performance is 5 months. The period of performance will be 5 months
We would like to request a 1-week time extension for the submission of the bid for us to have sufficient time to source and coordinate with recycling company and as well to prepare our competitive cost estimate for this bid. 17 May we request a copy of the Wage Determination for this project? Please see attached
Since the Bins/Drums/Tanks are inaccessible during the site visit, may we ask if there are any historical records or information confirming whether they are empty or still contain asphalt? All historical records were provided to DLA and are no longer available to us, the condition of the interior of tanks, bins, or drums cannot be determined.
We have taken pictures of other equipment/items on site (attached). Could you please confirm if these are included in the project scope? Pictures included are not part of the project scope.
20 Are we required to clear the vegetation and restore any damaged pavements as part of this project? Restoration is not required, however the vendor is expected to manage that site in a responsible manner and do everything in it's power to maintain the property.
21 Is there any possibility of a proposal due date extension? The response to the RFQ deadline has been pushed back. Please see the amended FA524025QM178 - Combined Synopsis-Solicitation document
Could you confirm if the 554th RED HORSE Squadron intends to salvage any equipment, tanks, or materials for reuse, or if any items are required to be turned over to them? Equipment will not be repurposed or turned over to 554th RED HORSE
23 Will the capping of disconnected utilities be included in the scope of work? Vendor will be responsible for safely preparing the site/asset for demolition and removal 24 Could the government provide the size (length, width, height) of all components that need to be demolished? Unfortunately this information is no longer available to us, however you could google the brand of batch plant to get a general idea.
Are there records (drawings or measurements) of the foundation size and depth, underground utilities, or other subsurface features? There are no underground utilities associated with this asset.
Is there an existing hazardous materials survey or report indicating the presence (or absence) of asbestos, lead paint, or other regulated materials in the plant structures, tanks, or piping? This is unknown and cannot be verified as this batch plant has been sitting since 2019.
