About this file
This Statement of Work (SOW) details the requirements for a wash rack installation and removal project at Andersen Air Force Base in Guam. The project involves two primary components: 1) removing the existing wash rack with dimensions of 45ft x 30ft x 9ft, including disconnecting power, dismantling ramps and collection racks, and disposing of the infrastructure, and 2) installing a new wash rack with specific technical requirements. The new wash rack must have drive-through capabilities, a center shovel trough, minimum 2ft center rack width, fit within a 60ft x 50ft area, include 4ft overspray walls, and be rated to support at least 20,000lbs. Additional specifications include a galvanized steel construction, automated closed-loop filtration system, oil water separator, 3000 PSI pressure washer, external control box, and a 12-month on-site preventative maintenance warranty.
The SOW also outlines critical operational and security parameters for the contractor. Normal work hours are 0730-1630, Monday through Friday, excluding holidays. The contractor must provide a point of contact who can respond on-site within 1 hour during duty hours and 2 hours during non-duty hours. Strict security protocols are mandated, including compliance with base traffic regulations, prohibition of weapons, proper identification procedures, and adherence to controlled/restricted area entry requirements. The government will provide emergency medical transportation if needed, with the contractor responsible for reimbursing medical service costs. The project is managed by the 36th Munitions Squadron (36 MUNS), with the SOW signed by Staff Sergeant Paul D. Lambert, MSEM Production Supervisor.
