About this file

This is a Sole Source Justification and Approval document for quarterly maintenance services of the BASH (Bird/Wildlife Aircraft Strike Hazard) Scare Wars system at Andersen Air Force Base in Guam, submitted by the 36th Contracting Squadron. The document justifies awarding a sole-source contract to R-J International Inc. as the Original Equipment Manufacturer (OEM) and only authorized vendor capable of providing certified technicians for maintaining the system.

The contract involves quarterly maintenance inspections over 4 years (1 base year plus 3 option years) with a value between SAT and $750K. The maintenance includes inspecting remote radios, solar panels, charging regulators, batteries, LP gas cylinders, Scare Away LP Gas Cannons, and Distress Cry Generators. Market research identified two potential vendors (BHPE LLC and Jonathan Gapasin) but neither responded to inquiries. The sole-source justification cites R-J International's unique qualifications as OEM, specialized knowledge requirements, and Guam's geographical constraints as key factors. The document notes that alternative vendors' solutions would require buried cabling and Munitions of Exceptional Concern clearance, making them impractical for the base's immediate needs.

Given our unique location in Guam, where limited resources and geographical constraints can make it challenging to find vendors who provide specialized services, R-J INTN'L, INC. has been committed to delivering uninterrupted and reliable services on a quarterly basis, ensuring consistency and quality.

To ensure that the price is fair and reasonable, the Contracting Officer will review historical pricing data from the incumbent contractor and other agencies that have previously awarded similar contracts, and will evaluate the quote received from the selected vendor prior to award, considering factors such as the limited vendor pool in Guam and the results of the market research conducted.

R-J INTN'L, INC. is the only vendor that meets all necessary parameters for maintaining the Scare Wars system.

Vendors with comparable systems were considered, however further research found most systems were wired with shielded cabling, that would need to be buried, and require Munitions of Exceptional Concern (MEC) clearance, which would need to be purchased, installed, and maintained. Furthermore, the costs and risks associated with this option outweigh its potential benefits, does not align with our current needs and priorities, and would need time to install leaving our air field unprotected. Additionally, maintenance service through these vendors is not currently offered for AAFB, reconfirming a Sole-Source procurement is in the best interest of the government.

The Government will continue to monitor the market for alternative vendors for future requirements.

Acquisitions for the purchase of future BASH Scare Wars system quarterly maintenance services will be scrutinized as this one was to ensure the accuracy and recency of the above information. To support this effort, market research will be conducted to determine potential sources at the time the future need is identified.
