The following factors shall be used to evaluate offers and are listed in descending order of importance:

i. Price.

The Contracting Officer shall conduct a price analysis in accordance with FAR 12.209. Offerors are cautioned that the award may not necessarily be made to the lowest price offered. The Government is more concerned with obtaining the best value than with making an award at the lowest overall price to the Government. ii. Acceptability in accordance with (IAW) solicitation.

Rating Description

Acceptable Offer clearly meets the minimum requirements of all specifications provided in Attachment 1 – Requirements List.

Unacceptable

Offer does not clearly meet the minimum requirements of all specifications provided in Attachment 1 – Requirements List will be deemed unacceptable.

b. A written notice of award or acceptance of an offer, emailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

c. BASIS FOR AWARD / EVALUATION PROCEDURES:

i. The Government will evaluate quotes starting from the lowest priced offer until at least two proposals are found “Acceptable.” Offers will additionally be evaluated with consideration of delivery time, if the offer exceeds the acceptable delivery period, the Government reserves the right to rate the offer as technically unacceptable. Award will then be made to the technically acceptable offer determined to represent the best value to the Government. If only one “Acceptable” offer is received, the Government will attempt to determine price to be fair and reasonable through means other than competition.

ii. Award will be made on the initial evaluation of quotes received in response to this RFQ.

Therefore, offerors are cautioned to ensure that initial quotes contain your best terms from a technical and price standpoint. Offerors are further advised that any affirmative response in regards to FAR 52.204-24(d) will be reviewed to determine if award is in the best interest of the government. If award is not in the best interest of the government, the government reserves the right to determine the quote ineligible for award.
