The solicitation is for the supply and delivery of an HVAC package unit, with the potential for the 554th RHS to handle the installation. The government has provided salient characteristics for the unit, including a requirement for copper coils and corrosion resistant coating. Vendors have raised concerns about the duct dimensions specified and requested additional details on the existing ductwork and concrete pad. The government has agreed to provide photos of the existing unit and dimensions of the concrete pad. Vendors have also requested a deadline extension, which the government is considering. Overall, this document provides clarification and additional details to assist vendors in responding to the solicitation.

Good afternoon, Please see below for answers to the questions asked. Items in bold are for the 554 RHS HVAC shop since I am on leave the next couple weeks.
Asks I have some concerns on the salient characteristics of the HVAC unit you are requesting. My manufacturers are telling me that no unit this size (tonnage) will meet the duct dimensions specs you are quoting. A newer HVAC system that meets this CFM and tonnage will be smaller than requested because of SEER rating changes, EPA regulations on Clean Air Act, coils are aluminum (which are already corrosion-resistant), and you would need a duct adapter to meet from the unit to the existing ductwork, which is not included in the RFQ. Please advise. I can send you the specs for the unit we are quoting if your engineer(s) need to make changes to RFQ.
1.. The Salient Characteristics states the following "The package unit must have an all copper coil and a corrosion resistant coating" Is the end user requiring the condenser coil to be coated in a phenolic or resinous epoxy coating to prevent corrosion and oxidation from salt spray. In our experience and opinion these aftermarket coatings cause issues with heat transfer and efficiency and most condenser coils have an extended warranty option for up to 10-20 years.
2. Can the end user supply the existing supply duct dimensions? if the existing duct is double walled insulated please note
3. Can offers provide a quote for both supply and return duct adapters given the supply/return duct size most likely will not match exactly?
4. Is the existing exterior duct or stainless steel? Can offers quote double wall insulated stainless steel supply/return duct adapters?
5. Can the end user furnish existing site photos for reference?
6. Can the end user furnish the model#/serial number and manufacture the existing package unit?
1. Please confirm this solicitation is supply and delivery of requested HVAC equipment only.
2. If installation is included, May Contractors confirm the location of the unit to be installed i.e. within a mechanical room, rooftop, or exterior enclosure? Additionally, if installation is included, would there be a possibility to conduct a site visit?
3. May Contractors receive dimensions of existing concrete pad?
4. May Contractors receive the brand name/model no. of the existing unit?
5. Would it be possible to extend the deadline to submit a response to this RFQ by 10 days?
Answers
1. We have copper to copper coils on some units that are fairing much better than the aluminum non-coated coils (we have many falling apart). It would be preferable to have corrosion resistant coating if aluminum is provided, but I don't have training on the nuances between the different types. As long as there's some coverage (like a warranty) to ensure it lasts its expected life-cycle the coating isn't a huge concern. The drop-in replacement for the current unit (per the manufacturer) has those exact duct specifications so I'm not sure why it would be smaller, but as long as the configuration matches and we don't have to alter the pad, walls, or existing duct then a smaller duct size is fine.
2. The existing duct dimensions should be what were listed in the salient characteristics. (Gottus/Smith double check dimensions/AARO KSpan*)
3. If duct differs from salient characteristics and/or is smaller we will need quotes for adapters.
4. The existing is duct to my knowledge. (Gottus/Smith double check if duct or stainless steel)
5. TSgt Smith/SSgt Gottus please provide photos of the existing unit to Lilylynn Tran/SrA Stroupe
6. Manufacturer: Carrier, Serial # - 4016P19387, Model # - 50TC-D25AGA5A0A0A0
1. The plan is for 554 RHS to install. Materials, equipment, and delivery are the only requirements.
2. The unit is in an enclosure and we can probably coordinate a site visit if they would like to get eyes-on to provide a suitable unit, but should not need installation included.
3. TSgt Smith/SSgt Gottus please provide the dimensions of the existing pad to Lilylynn Tran/SrA
Stroupe
4. See answer 6 above
5. I'm not sure what the timeline is looking like right now since funding is coming from elsewhere. I would encourage providing the RFQ as soon as able, but will CC my leadership so they're aware of the requested extension.

Good afternoon, 36 CONS currently has the single HVAC requirement out for solicitation, and we received some questions from interested vendors. Please review the attached RFIs and answer them with as much information as you can provide.
Please have the answers back to me by COB tomorrow, 14 May 2024.
Thank you!
