1. DESCRIPTION OF SERVICES
Non-personal services in support of U.S. Air Force voluntary off-duty education program to include providing academic advisement, information, guidance, related briefings and preparation of documents associated with the services provided and administrative duties as assigned.
1.1. QUALIFICATIONS
1. At least an associate degree from a college or university accredited by an accreditation organization approved by the U.S. Department of Education.
2. Excellent customer service, verbal and written communication skills in English are required.
3. Proficiency in MS Office applications (Outlook, Word, Excel, Publisher, and PowerPoint) are required.
4. Candidate resumes and transcripts will be submitted with proposal packages to the base contracting office within three weeks of award of the contract.
5. Time-on-Station Qualification. The contractor must be able to provide a minimum of 1 year on contract and on-station.
1.2. GUIDELINES
All tasks shall be accomplished in accordance with DAFI 36-2670 and all other pertinent Air Force, Defense Activity for Non-Traditional Education Support (DANTES) and local command policies and publications. Within the first week of employment the contractor shall read and become thoroughly familiar with DAFI 36-2670, Total Force Development, Chapter 6 Voluntary Education Program, Chapter 7 Community College of the Air Force (CCAF). Familiarization with AFI 36-4005, Total Force Language, Regional Expertise, and Culture Program, CCAF Advisor Handbook & Counselors Guide, and CCAF Catalogs, as well as all on base schools and degree programs is also required ASAP. The guiding publications shall be made available upon request (available through online reference material). A record of contacted Airmen shall be recorded in the Air Force Automated Education Management System (AFAEMS) where the Section Chief will pull applicable reports. The contractor shall also schedule Airmen for voluntary education exams to include Defense Language Aptitude Test (DLPT)/ Defense Language Aptitude Battery (DLAB), Armed Forces Classification Test (AFCT), Test of Basic Aviation Skills (TBAS) platform, Air Force Officer Qualifying Test (AFOQT), Professional Military Education (PME), and other military exams in coordination with the military Test Control Officer.
1.3. SPECIFIC TASKS
The contractor advises eligible personnel on all programs available through voluntary off-duty education, CCAF, DANTES, and other educational support programs as required by the Section Chief/Flight Chief. Contractor shall be trained by Education Center staff on all of the below tasks.

1.3.1. The contractor shall coordinate the CCAF Advanced Standing report and be responsible for advising a minimum of 20 Airmen per week using MS Outlook to contact and MS Outlook calendar to schedule counseling appointments for these Airmen.
1.3.2. The contractor shall use AFAEMS to approve Air Force Military Tuition Assistance (MilTA) requests, approve electronic degree (e-Degree) plans, CCAF education goals, and schedule members for military exams and others if required and document counseling sessions.
1.3.3. The contractor shall provide academic advice regarding MilTA for CCAF program completion for all eligible personnel. Contractor shall show members how to apply for MilTA and submit degree goals through Air Force Virtual Education Center (AFVEC).
1.3.4. The contractor shall advise students on College Level Examination Program (CLEP) and DANTES Subject Standardized Test (DSST) tests that are applicable to their programs of study.
1.3.5. The contractor shall refer students to the appropriate academic institution representative for registration and enrollment in courses or programs that pertain to their education goals. The contractor shall get approval from the Section/Flight Chief prior to providing academic advice on any other college program other than CCAF.
1.3.6. The contractor shall advise students on CLEP/DSST exams that are applicable to their CCAF program.
1.3.7. The contractor shall evaluate college transcripts as needed for a member's CCAF program.
1.3.8. The contractor shall provide graduate listings for two (2) CCAF graduate classes a year (Oct and Apr) and advise the First Sergeant Council in planning the Graduation Ceremony as needed.
1.3.9. The contractor shall respond to e-mail queries and follow up with telephone queries within two (2) working days of receipt.
1.3.10. The contractor shall assist with enrollment of all educational services available on the installation, through distance education, or in the local community. The contractor shall provide advice of appropriate academic institution representative for registration and enrollment in courses or programs that pertain to their educational goals.
1.3.11. The contractor shall out-process Permanent Change of Station (PCS)ing, separating, and retiring Air Force members in the Air Force Virtual Military Personnel Flight (MPF) out-processing program.
1.3.12. The contractor shall conduct follow-up and outreach activities (phone calls, emails, outreach), to encourage individual students in meeting their educational objectives. Primarily, this will be the CCAF Advanced Standing list.

1.3.13. The contractor shall prepare all necessary correspondence and forms while maintaining related records and logs required to support all aspects of job tasks.
1.3.14. The contractor shall utilize AFAEMS to maintain individual student records, update counseling notes following each counseling/advising session.
1.3.15. The contractor shall conduct goal analysis and log all counseling sessions and record them in AFAEMS. Failure to document counseling sessions will be grounds for contract termination.
1.3.16. The contractor shall prepare and conduct briefings as required.
1.3.17. The contractor shall update student resources to ensure compliance with current directives, guidance and policy.
1.3.18. The contractor shall sort and disseminate CCAF graduate certificates for each CCAF graduation.
1.3.19. The contractor shall manage the CCAF Pitsenbarger award scholarship program for each CCAF graduation and coordinate selection with the First Sergeant Council representatives.
2. GOVERNMENT FURNISHED PROPERTY AND SERVICES
2.1. The government will provide all necessary equipment, office supplies, and materials, to include writing materials, paper, workstations, computer (with internet access), telephone and other materials and equipment.
3. GENERAL INFORMATION
3.1. WORK HOURS/DAYS
Contractor will work four (4) hours a day, twenty (20) hours a week at the times indicated below.
If there is an occasional need to change these hours due to mission requirements, the contractor will be notified at least two (2) working days prior to the schedule change. The contractor shall notify the government within two (2) working days of acceptance or request a modification to the proposed schedule. Any changes to the agreed upon schedule thereafter shall be jointly agreed upon by the government and the contractor. A unit is defined as a block of time consisting of 1 hour.

3.1.1. Recognized Holidays. The Contractor is not required to perform services on Federal Holidays or on PACAF Family Days.

If the holiday falls on Saturday, it is observed on Friday. If the holiday falls on a Sunday, it is observed on Monday.
3.1.2. The contractor shall notify the Flight and Section Chief at least two (2) weeks in advance for any planned absence(s). Approval is determined based on staff availability. In the event that the absence is greater than seven (7) calendar days the contractor shall provide a suitable substitute of equal qualifications. Replacements are required to meet the minimum qualifications for this contract, including access and background checks. The contractor is responsible for ensuring all replacements are fully trained in all required areas indicated in this statement of work.
3.2 SECURITY REQUIREMENTS
Security and base access requirements are contained in AFFARS clause 5352.242-9000 “Contractor Access to Air Force Installations.” Contractor employees will be required to obtain and display identification badges. The services to be performed by the contractor during the period of this contract shall at all times and places be subject to review by an authorized representative(s) such as the Site Security Manager(s).
3.3. BASE NETWORK ACCESS
Access to military base network and e-mail accounts will be necessary as the contractor will use MS Outlook to contact Air Force Airmen and schedule counseling sessions. In addition, the contractor MUST use AFAEMS to document counseling sessions. Failure to document counseling sessions will be grounds for contract termination. The government will need to perform a security background investigation and assume the cost of the background clearance check. The government will issue the contractor a Common Access Card to access the Base Network and the AFAEMS Database.

3.4. PHYSICAL SECURITY
The contractor shall be responsible for safeguarding all government property provided for contractor use. At the close of each work period, government facilities, property, and materials shall be secured.
