The 554 RHS has a requirement for training that supports its mission objectives specific to "Prepares and constructs K- Spans, Pre-Engineered Buildings, and Steel Frame buildings. The Ultimate Building Machine (UBM) is the primary piece of assigned/UTC equipment that the unit utilizes IOT meet its mission. As with any piece of equipment or tool, basic operations and familiarization training is key to promote safe employment, utilization, recovery, maintenance, and storage. UBM Training is available commercially and consists of the following:
1. Basic Operators course: 12-day comprehensive course for up to 20 pax, that focuses on the proper operation and capabilities of the UBM and its accessories.
2. Maintenance Training Course: 5-day comprehensive course for up to 10 pax, that focuses on preventative maintenance of the UBM and its accessories.
Therefore, in order promote the highest levels of mission readiness, a FFP, 100% SB set-aside, in conjunction with the authority at FAR 13.106-1(b), 13.501, and prepared IAW the format at 6.303.2, to permit other than full and open competition as a result of only one responsible source would be the most efficient method to fulfill this requirement.
The UBM is a UTC authorized piece of equipment. RHS is required to be trained on the equipment IAW AFI 10-209. M.I.C.
Industries INC is the sole manufacturer of the UBM and its related spares and software. Due to the uniqueness and complexity of the UBM and the proprietary equipment to be maintained, only M.I.C. Industries has the knowledge and resources to train qualified operators.
A review of FPDS-NG and EDA confirmed that all UBM commercial training was performed by M.I.C. Industries. Relevant and recent examples of previous awards include:
